After the Picture by Clarkson Stanfield, R.A.On Tuesday, the 20th of June, the Commons entered on the consideration of the great Protestant petition, praying for the repeal of Sir George Savile's Act for the relief of Catholics. On this occasion Burke and Lord North went hand in hand. Burke drew up five resolutions, which North corrected. These resolutions declared that all attempts to seduce the youth of this kingdom from the Established Church to[271] Popery were criminal in the highest degree, but that all attempts to wrest the Act of 1778 beyond its due meaning, and to the unnecessary injury of Catholics, were equally reprehensible. In the course of July the rioters were brought to trial. Those prisoners confined in the City were tried at the regular Old Bailey Sessions; those on the Surrey side of the river by a Special Commission. The Lord Chief Justice De Grey, being in failing health, resigned, and Wedderburn took his place as Lord Chief Justice, under the title of Lord Loughborough. His appointment gave great satisfaction; but this was considerably abated by his speech at the opening of the Commission, in which he indulged in very severe strictures on the rioters, who had to appear before him as judge. Of the one hundred and thirty-five tried, about one half were convicted, of whom twenty-one were executed, and the rest transported for life. Amongst the convicted was Edward Dennis, the common hangman; but he received a reprieve. The trial of Lord George Gordon, who was foolishly accused of high treason, was postponed through a technical cause till the following January, when he was ably defended by Mr. Kenyon and Mr. Erskine; and the public mind having cooled, he was acquitted. Probably the conviction of his insanity tended largely to this result, which became more and more apparent, his last strange freak being that of turning Jew.[See larger version]
TWO:Reproduced by Andr & Sleigh, Ltd., Bushey, Herts. The next day the war against France was proclaimed, and for the righteous cause of restoring the independence of the nations. Prussia, and indeed all Germany, had now been trampled on sufficiently to crush the effeminacy out of all classesto rouse the true soul of liberty in them. Men of every rank offered themselves as the defenders and avengers of their country; the students at this moment not only sung, but aided freedom. The volunteers were formed into Black Bands, and others assumed the dress and arms of the Cossacks, who had won much admiration. They were disciplined in the system of Scharnhorst, and soon became effective soldiers. A leader was found for them after their own heartthe brave and patriotic Blucher, who had been reserving himself for this day, and Scharnhorst and Gneisenau, better tacticians than himself, were appointed to assist him, and carry out all the strategic movements; whilst Blucher, never depressed by difficulties, never daunted by defeat, led them on with the cheer from which he derived his most common appellation of Marshal Forwards"Forwards! my children, forwards!" All classes hastened to contribute the utmost amount possible to the necessary funds for this sacred war. The ladies gave in their gold chains and bracelets, their diamonds and rubies, and wore as ornaments chains and bracelets of beautifully wrought iron.

THREE:The fame of Sir Thomas Lawrence (b. 1769) had attained to its meridian in this period. In portrait painting he was one of the most distinguished artists of the day, and he attained proficiency in it without having gone to Italy or studied the old masters. It has been said of him, as well as of Sir Joshua Reynolds, that he painted three generations of beauties. He went to Aix-la-Chapelle in 1818, by invitation, to take the likenesses of the most distinguished statesmen who were there assembled for diplomatic purposes. During his residence on the Continent he was received by the Sovereigns of the different countries he visited, and entertained with marked distinction; and the propriety and elegance of his deportment, we are told, made an impression highly favourable to his character. On his return he found that he had been unanimously elected to succeed West as the President of the Royal Academy, and this office he continued to hold till his death, which took place on the 7th of January, 1830.

THREE:Having put Prussia under his feet, Buonaparte proceeded to settle the fate of her allies, Saxony and Hesse-Cassel. Saxony, which had been forced into hostilities against France by Prussia, was at once admitted by Buonaparte to his alliance. He raised the prince to the dignity of king, and introduced him as a member of the Confederacy of the Rhine. The small states of Saxe-Weimar and Saxe-Gotha were admitted to his alliance on the same terms of vassalage; but Hesse-Cassel was wanted to make part of the new kingdom of Westphalia, and, though it had not taken up arms at all, Buonaparte declared that it had been secretly hostile to France, and that the house of Hesse-Cassel had ceased to reign. Louis Buonaparte had seized it, made it over to the keeping of General Mortier, and then marched back to Holland. Mortier then proceeded to re-occupy Hanover, which he did in the middle of November, and then marched to Hamburg. He was in hopes of seizing a large quantity of British goods, as he had done at Leipzic, but in this he was disappointed, for the Hamburg merchants, being warned by the fate of Leipzic, had made haste, disposed of all their British articles, and ordered no fresh ones. Buonaparte, in his vexation, ordered Mortier to seize the money in the banks; but Bourrienne wrote to him, showing him the folly of such a step, and he refrained.

In America, the belligerents were early afoot this year; but the attention and the forces of the English were drawn from the States to the West Indies by the determined attempts of the French to make themselves masters of our islands there. D'Estaing, who was joined by another French squadron under the Marquis de Vaudreuil, was early opposed by Admiral Byron, who arrived at St. Lucia from the American coast on the 6th of January. This Admiral Vaudreuil, on his way, had visited our settlements on the coast of Africa, and taken from us Senegal; but Sir Edward Hughes soon arrived there, and took their settlement of Goree, so that it was a mere exchange of territory. In June Admiral Byron was obliged to escort our merchant fleet to a certain distance, and D'Estaing seized that opportunity to make himself master of St. Vincent and Grenada, where the garrisons were weak. On the return of Byron, on the 5th of July, he came to an engagement with D'Estaing off Grenada; but the French admiral, after an indecisive action, took advantage of the night to sail away, boasting of a great victory. He now made for Georgia and Carolina, to assist the Americans in endeavouring to wrest from us our recent conquest of Savannah, in Georgia.WILLIAM HOGARTH. (After the Portrait begun by Weltdon and finished by himself.)Buonaparte posted himself in his centre, near the farmhouse of La Belle Alliance, having Ney and Soult near him, but Counts Reille and D'Erlon being in immediate command of the centre. His left, which stretched round the chateau of Hougomont, was commanded by his brother Jerome; his right by Count Lobau. Wellington took his post on the ridge near where the great mound of the dead surmounted by the Belgian lion now stands. His troops were divided into two lines; the right of the first lineconsisting of British, Hanoverian, and Belgian troopsunder Lord Hill. The centre, under the Prince of Orange, consisted of troops of Brunswick and Nassau, flanked on the right by the Guards under General Cooke, and on the left by the division of the Hanoverian general Alten. The left wing consisted of the divisions of Picton, Lambert, and Kemp. The second line consisted of troops in which less confidence was placed, or which had suffered severely at Quatre Bras on the 16th. In and around the farmhouse of La Haye Sainte, in advance of the centre, was placed a body of Germans. The plan of each commander was simple: Wellington's, to keep his ground till Blucher should come up, and then all simultaneously charge forward to drive the French from the field; Napoleon's, by his brisk and ponderous charges to break and disperse the British before the Prussians could arrive.
