I was escorted through the townlet, which appeared to be entirely deserted; but now and then somebody came to his front-door to watch the latest victim of the Germans being led past. At the station I was pushed without much courtesy into a keep where six other civilians sat, who had been picked up as being at large, and whose faces were now covered with a cold perspiration from fear, because they were firmly convinced that by and by they would be shot. But Jove all-bounteous! who, in clouds Read More

But the still more rapturous panegyric pronounced by the Roman enthusiast on Epicurus makes his testimony a little suspicious, and the lofty chant of our own contemporary must be taken rather as an expression of his own youthful opinions respecting mans place in Nature, than as a faithful exposition of the Sicilian thinkers creed. Many another name from the history of philosophy might with better reason have been prefixed to that confession of resigned and scornful scepticism entitled Empedocles on Etna. The real doctrines of an essentially religious teacher would hardly have been so cordially endorsed by Mr. Swinburne. But perhaps no other character could have excited the deep sympathy felt by one poetic genius for another, when with both of them thought is habitually steeped in emotion. Empedocles was the last Greek of any note who threw his philosophy into a metrical form. Neither Xenophanes nor Parmenides had done this with so much success. No less a critic than Aristotle extols the Homeric splendour of his verses, and Lucretius, in this respect an authority, speaks of them as almost divine. But, judging from the fragments still extant, their speculative content exhibits a distinct decline from the height reached by his immediate predecessors. Empedocles betrays a distrust in mans power of discovering truth, almost, although not quite, unknown to them. Too much certainty would be28 impious. FORE:He chuckled to show there was no malice as he stated the new name.A survey of the Socratic philosophy would be incomplete without some comment on an element in the life of Socrates, which at first sight seems to lie altogether outside philosophy. There is no fact in his history more certain than that he believed himself to be constantly accompanied by a Daemonium, a divine voice often restraining him, even in trifling matters, but never prompting to positive action. That it was neither conscience in our sense of the word, nor a supposed familiar spirit, is now generally admitted. Even those who believe in the supernatural origin and authority of our moral feelings do not credit them with a power of divining the accidentally good or evil consequences which may attend on our most trivial and indifferent actions; while, on the other hand, those feelings have a positive no less than a negative161 function, which is exhibited whenever the performance of good deeds becomes a duty. That the Daemonium was not a personal attendant is proved by the invariable use of an indefinite neuter adjective to designate it. How the phenomenon itself should be explained is a question for professional pathologists. We have here to account for the interpretation put upon it by Socrates, and this, in our judgment, follows quite naturally from his characteristic mode of thought. That the gods should signify their pleasure by visible signs and public oracles was an experience familiar to every Greek. Socrates, conceiving God as a mind diffused through the whole universe, would look for traces of the Divine presence in his own mind, and would readily interpret any inward suggestion, not otherwise to be accounted for, as a manifestation of this all-pervading power. Why it should invariably appear under the form of a restraint is less obvious. The only explanation seems to be that, as a matter of fact, such mysterious feelings, whether the product of unconscious experience or not, do habitually operate as deterrents rather than as incentives.

FORE:Considered as a process, forging may be said to relate to shaping malleable material by blows or compression when it is rendered soft by heating. So far as hand-tools and the ordinary hand operations in forging, there can be nothing said that will be of much use to a learner. In all countries, and for centuries past, hand implements for forging have remained quite the same; and one has only to visit any machine forging-shop to see samples and types of standard tools. There is no use in describing tongs, swages, anvils, punches, and chisels, when there is nothing in their form nor use that may not be seen at a glance; but tools and machines for the application of motive power in forging processes deserve more careful notice.

At street level we strive to meet the immediate needs of children at risk on the streets and platforms of India today. We have created a number of ‘child friendly stations’ with the help and engagement of the people who work at them, who now look out for and help children alone and at risk.

FORE:So matters stood when the introduction of Aristotles entire system into western Europe brought about a revolution comparable to that effected two centuries later by the complete recovery of ancient literature. It was through Latin translations from the Arabic, accompanied by Arabic commentaries, that the Peripatetic philosophy was first revealed in its entirety; and even Albertus Magnus, living in the thirteenth century, seems to have derived his knowledge of the subject from these exclusively. But a few years after the capture of Constantinople by the Crusaders in 1204, the Greek manuscripts of Aristotle were brought to Paris; and, towards the middle of the century, a new Latin version was made from these under the supervision of St. Thomas Aquinas.536 The triumph of Aristotle was now, at least for a time, secured. For, while in the first period of the Middle Ages we find only a single great name, that of Ablard, among the Nominalists, against a strong array of Realists, in the second period the proportions are reversed, and Realism has only a single worthy champion, Duns Scotus, to pit against Albertus, Aquinas, and William of Ockham, each of them representing one of the principal European nations.537 The human intellect, hitherto confined within the narrow bounds of logic, now ranged over physics, metaphysics, psychology, and ethics; and although all these subjects were368 studied only at second-hand, and with very limited opportunities for criticism, still the benefit received must have been immense. The priceless service of the later Schoolmen is to have appropriated and successfully upheld, against Platonism on the one hand and theological mysticism on the other, a philosophy which, however superficial, took in the whole range of natural phenomena, derived all knowledge from external observation, and set an example of admirable precision in the systematic exposition of its results. If no positive addition was made to that vast storehouse of facts and ideas, the blame does not lie with Aristotles method, but with the forcible suppression of free mental activity by the Church, or its diversion to more profitable fields by the study of Roman jurisprudence. Even as it was, Aristotle contributed largely to the downfall of ecclesiastical authority in two ways: directly by accustoming men to use their reason, and indirectly by throwing back mysticism on its proper officethe restoration of a purely personal religion. In such sciences as rest in any degree upon physical experiment, like chemistry, to experiment without some definite object may be a proper kind of research, and may in the future, as it has in the past, lead to great and useful results; but in mechanics the case is different; the demonstration of the conservation of force, and the relation between force and heat, have supplied the last link in a chain of principles which may be said to comprehend all that we are called upon to deal with in dynamical science, and there remains but little hope of developing anything new or useful by discovery alone. The time has been, and has not yet passed away, when even the most unskilled thought their ability to invent improvements in machinery equal with that of an engineer or skilled mechanic; but this is now changed; new schemes are weighed and tested by scientific standards, in many cases as reliable as actual experiments. A veil of mystery which ignorance of the physical sciences had in former times thrown around the mechanic arts, has been cleared away; chance discovery, or mechanical superstition, if the term may be allowed, has nearly disappeared. Many modern engineers regard their improvements in machinery as the exercise of their profession only, and hesitate about asking for protective grants to secure an exclusive use of that which another person might and often does demonstrate, as often as circumstances call for such improvement. There are of course new articles of manufacture to be discovered, and many improvements in machinery which may be proper subject matter for patent rights; improvements which in all chance would not be made for the term of a patent, except by the inventor; but such cases are rare; and it is fair to assume that unless an invention is one which could not have been regularly deduced from existing data, and one that would not in all probability have been made for a long term of years by any other person than the inventor, such an invention cannot in fairness become the property of an individual without infringing the rights of others.

At community level we work to make children on the streets visible to society and to help people understand the issues that cause children to run away and that face them on the streets and on the platforms. We invest time and skills in preventative intervention, with the aim of creating ‘safety nets’ within communities to catch children who are at risk of running away before they do so.

FORE:To the criticism and systematisation of common language and common opinion succeeded the more laborious criticism and systematisation of philosophical theories. Such an enormous amount of labour was demanded for the task of working up the materials amassed by Greek thought during the period of its creative originality, and accommodating them to the popular belief, that not much could be done in the way of adding to their extent. Nor was this all. Among the most valuable ideas of the earlier thinkers were those which stood in most striking opposition to the evidence of the senses. As such they were excluded from the system which had for its object the reorganisation of philosophy on the basis of general consent. Thus not only did thought tend to become stationary, but it even abandoned some of the ground which had been formerly won.

At government level we work to persuade policy makers that children living on the streets should be higher on India’s political agenda and that government policies should provide greater protection and opportunity for them

Why do children end up on the streets?

Children end up on the streets for a mixture of reasons, though poverty is usually at the heart of the problem. In the countries where we work, conflict and poverty combine to force children onto the streets. In many cases a child's family can no longer afford to care for them properly or may need their help to supplement the family income and help put food on the table.

The road itself had prepared me already in some degree for the horrors I should find there. All the villages through which I passed, excepting Tongres and the townlets of St. Trond, Borgloon, and Tirlemont, were for the greater part burned down or shelled into ruins. The German troops, who had been stoutly resisted during their march through St. Trond and Tirlemont, had attacked in a great rage the civilian population. They set the houses on fire and aimed their rifles at the terror-stricken civilians who fled from them. The men were nearly all killed, but women and children were shot as well.A somewhat similar vein of reflection is worked out in the209 Cratylus, a Dialogue presenting some important points of contact with the Theaettus, and probably belonging to the same period. There is the same constant reference to Heracleitus, whose philosophy is here also treated as in great measure, but not entirely, true; and the opposing system of Parmenides is again mentioned, though much more briefly, as a valuable set-off against its extravagances. The Cratylus deals exclusively with language, just as the Theaettus had dealt with sensation and mental imagery, but in such a playful and ironical tone that its speculative importance is likely to be overlooked. Some of the Greek philosophers seem to have thought that the study of things might advantageously be replaced by the study of words, which were supposed to have a natural and necessary connexion with their accepted meanings. This view was particularly favoured by the Heracleiteans, who found, or fancied that they found, a confirmation of their masters teaching in etymology. Plato professes to adopt the theory in question, and supports it with a number of derivations which to us seem ludicrously absurd, but which may possibly have been transcribed from the pages of contemporary philologists. At last, however, he turns round and shows that other verbal arguments, equally good, might be adduced on behalf of Parmenides. But the most valuable part of the discussion is a protest against the whole theory that things can be studied through their names. Plato justly observes that an image, to be perfect, should not reproduce its original, but only certain aspects of it; that the framers of language were not infallible; and that we are just as competent to discover the nature of things as they could be. One can imagine the delight with which he would have welcomed the modern discovery that sensations, too, are a language; and that the associated groups into which they most readily gather are determined less by the necessary connexions of things in themselves than by the exigencies of self-preservation and reproduction in sentient beings."What is it?" he asked. "What is the matter, sweetheart?""De Tijd, sir; here is my press-card."
