ONE:But, sorrowful as the sight itself was, the news of it in Great Britain excited the strongest condemnation in the party which had always doubted the power of Wellington to cope with the vast armies of France. They declared that he was carrying on a system that was ruining Portugal, and must make our name an opprobrium over the whole world, at the same time that it could not enable us to keep a footing there; that we must be driven out with terrible loss and infamy. He had already planned the whole scheme; he had already had these heights, themselves naturally strong, made tenfold stronger by military art; he had drawn the enemy after[606] him into a country stripped and destitute of everything, and there he meant to stop him, and keep him exposed to famine and winter, till he should be glad to retrace his steps. Neither should those steps be easy. Floods, and deep muddy roads, and dearths should lie before him; and at his heels should follow, keen as hornets, the Allied army, to avenge the miseries of this invaded people.

ONE:The Wesleyan Methodists were next in number to the members of the Established Church. The progress of this society was very rapid after 1820. In that year the number of its ministers was 718, and of its members or communicants in Great Britain, 191,000. In 1830 the numbers were respectively 824 and 248,000; and so largely did they increase in the next ten years, that in 1840 the ministers were 1,167, and the members 323,000. The 1851 census returns showed 6,579 chapels belonging to this connexion in England and Wales, containing accommodation for 1,447,580 persons. The Society of Friends, on the other hand, was declining. The Roman Catholics made considerable progress in England during the last two reigns. In 1829 they had 394 chapels, which[428] in 1840 had increased to 463, and in 1852 they reached 600. They had at the same time 11 colleges, 88 religious houses, and 875 priests. Their chapels at the time of the census furnished accommodation for 186,000, and the number of attendants on the morning of census Sunday of 1851 was 252,983.

TWO:The other side of the city was only defended by the Seine, but the Allies, who had first to cross that river, feared that Buonaparte might come up and attack their rear while they were doing so. But already the assault had commenced, and the next day, the 30th of March, it was general all along the line. The Parisians fought bravely, especially the boys from the Polytechnic schools; and as the Allies had to attack stone walls and batteries, their slaughter was great. Joseph rode along the line to encourage them in this useless, because utterly hopeless, waste of life. The Allied monarchs had, before commencing the assault, issued a proclamation, promising that all life and property should be strictly protected if the city quietly opened its gates; and, in the midst of the storming, they sent in again, by a French prisoner, the same offer, adding that, should the city be carried by assault, no power on earth could prevent it from being sacked by the enraged soldiers, and probably destroyed. Yet Joseph did not give the order for capitulation till the whole line was in the hands of the Allies, except Montmartre. The Cossacks were already in the Faubourg St. Antoine, and bombs flying into the Chausse d'Antin. Then King Joseph, whose lying proclamation was still selling on the boulevards at a sou each, ordered Marmont to capitulate; and though he had vowed in his proclamation to stand by the Parisians to the last gasp, he then fled after the Empress to Blois. In this defence four thousand French were killed and wounded, and double that number of the Allies, as they had to face the towers and batteries crowded with soldiers and to fight their way up hill.

TWO:Sir John marched out of Edinburgh for the north on the very day that the standard of the Stuarts was erected in Glenfinnan, the 19th of August. Three hundred men were capable, much more three thousand, of stopping an army in such a situation, and Cope called a council of war. At length it was agreed that they should take a side route, and endeavour to reach Inverness and Fort George. The resolve was a fatal one, for it gave the appearance of a flight to the army, and left the road open to Stirling and the Lowlands.

Owing to the immense quantity of combustible materials, the fierceness of the conflagration was something terrific. By great exertion the building was saved. This fire naturally produced a great sensation throughout the United Kingdom, but it was nothing in comparison to the interest excited by the burning of the two Houses of Parliament, which occurred on the 16th of October, 1834. According to the report of the Lords of the Privy Council, who inquired into the cause of the fire, the tally-room of the exchequer had been required for the temporary accommodation of the Court of Bankruptcy, and it was necessary to get rid of a quantity of the old exchequer tallies, which had accumulated till they would have made about two cartloads. These tallies had been used for kindling the fires. On one occasion a quantity of them was burned in Tothill Fields. There had been a question as to the best mode of getting rid of them, and it was ultimately resolved that they should be carefully and gradually consumed in the stoves of the House of Lords. But the work had been committed to workmen who were the reverse of careful. They heaped on the fuel, nearly filling the furnaces, and causing a blaze which overheated the flues. The housekeeper of the Lords' chamber sent to them several times during the day, complaining of the smoke and heat, but they assured her there was no danger. About four o'clock in the afternoon two strangers were admitted to see the House of Lords, and found the heat and smoke so stifling, that they were led to examine the floor, when they perceived that the floor-cloth was "sweating." At six o'clock the pent-up flames broke forth through the windows, and immediately the alarm was spread in all directions. The Ministers, the king's sons, Mr. Hume, and others, were presently on the spot, and did all they could in the consternation and confusion. The law courts were saved by having their roofs stripped off, and causing the engines to play on the interior. The greatest efforts were made to save Westminster Hall, which was happily preserved; but the two Houses of Parliament were[377] completely destroyed, together with the Commons' library, the Lords' painted chamber, many of the committee rooms, part of the Speaker's house, the rooms of the Lord Chancellor and other law officers, as well as the kitchen and eating-rooms. The king promptly offered Parliament the use of Buckingham Palace; but it was thought best to fit up temporary rooms on the old site, and to have them ready for next Session. The committee of the Privy Council sat for several days, and during the whole of that time the fire continued to smoulder among the dbris, and in the coal vaults, while the engines were heard to play from day to day within the boarded avenues. As soon as possible the temporary halls were prepared. The House of Lords was fitted up for the Commons, and the painted chamber for the Lords, at an expense of 30,000.

TWO:The select committee of the Commons appointed at the instance of Lord Castlereagh, to inquire into the state of the national income and expenditure, now presented its report on the 3rd of June, and it was agreed to. The Chancellor of the Exchequer stated on its authority that, since 1815, taxation had been reduced eighteen million pounds per annum; that in 1816 the revenue of Great Britain and Ireland had been consolidated, and that, at that time, the interest of the Debt of Ireland, including the Sinking Fund provided for its reduction, exceeded the entire revenue of that part of the United Kingdom by one million nine hundred thousand pounds. He then announced that supplies for the present year would be required to the amount of twenty million five hundred thousand pounds; that the existing revenue would only furnish seven million pounds towards this; and that it would be necessary to have recourse to the Sinking Fund to make up the deficiency of thirteen million five hundred thousand pounds. This Sinking Fund was fifteen million five hundred thousand pounds, so that it would leave only two million pounds; but as it was necessary to have a tolerable surplus in hand to meet exigencies, it was proposed to raise this reserve fund to five million pounds by fresh taxes to the amount of three million pounds.

He showed them how the recovery of the ancient Swedish provinces on the other side of the Baltic had been prevented by the defection of the aristocracy, and how the country had been invaded by the Danes through this encouragement. Made certain of their support, he then summoned a Diet, which met on the 26th of January, 1789.

THREE:In March of this year Lord Cornwallis had brought a war in India with the implacable enemy of the British to a very successful close. Early in the preceding year, 1791, he had reinstated our ally, the Rajah of Travancore, in his dominions, and had further seized nearly all Tippoo's territories on the Malabar coast. He then determined to strike a decisive blow, by marching upon Tippoo's capital, Seringapatam. In February he took the city of Bangalore, and early in May he was on his route for Seringapatam. Tippoo was in the deepest consternation. Lord Cornwallis arrived in the neighbourhood of Seringapatam on the 13th of May, and immediately attacked Tippoo, who was drawn up with a large force. The Mysoreans broke and fled[395] before the British bayonets. The British army was in full view of the capital, and expected a rich booty, when Cornwallis was compelled to order a retreat. The forces of General Abercromby, who had to make his way from another quarter through the mountains, had not come up; neither had the Mahrattas, who were to join with twenty thousand men. The rains had set in, and the army was without provisions, for Tippoo had laid all the country waste. In these circumstances, Lord Cornwallis somewhat precipitately destroyed his battering guns, and retired from before Seringapatam. He sent word to Abercromby, who was now approaching, to retire also. On the 26th of May, the very first day of his retreat, the Mahrattas arrived; but as the rains continued and his soldiers were suffering from illness, he determined to retreat to Bangalore, where he procured four battering trains; and having laid in plentiful stores and obtained strong reinforcements, as soon as the season was favourable he again set out for Seringapatam. After taking different forts on his way, he appeared before that wealthy city on the 5th of February, 1792, in company with General Abercromby and a native force belonging to our ally, the Nizam. Tippoo was drawn up before the city, having between it and himself the rapid river Cauvery, and the place extremely well fortified and defended by batteries. He had forty thousand infantry and five thousand horse; but he was speedily defeated, and driven across the river into the city. There the British followed him, and, under the guidance of the brave generals, Medows and Abercromby, they soon penetrated so deeply into the place that Tippoo was compelled to capitulate. In these actions the British were said to have lost about six hundred men, Tippoo four thousand.
The spirits of the Americans had been raised by the success of attempts against the forts of Ticonderoga and Crown Point, on Lake Champlain. Early in the spring, some of the leading men of Connecticut, and chief amongst them Wooster and Silas Deane, projected this expedition, as securing the passes into Canada. The volunteers who offered for this enterprise were to march across the frontiers of New York, and come suddenly on these forts. The wretched condition of carelessness existing in these important outposts, notwithstanding the alarming state of the colonies, may be known by the result. Phelps, disguised as a countryman, entered the fort on pretence of seeking a barber; and, whilst roaming about in feigned search of him, noted well the ruinous condition of the fort, and the utter negligence of the guard. The next day, Ethan Allen went alone to the fortress, ostensibly on a visit to his friend the commander, leaving his troops concealed in the wood. He represented that he wanted to conduct some goods across the lake, and borrowed twenty of his soldiers to help him. These men he made dead-drunk; and then, rushing suddenly to the fort, where there were only twenty-two soldiers more, he compelled them in their surprise to lay down their arms, set a guard over them, and entered his friend's bed-room and pronounced him a prisoner. He then advanced against the fort of Crown Point, where he found only a garrison of twelve men, and immediately afterwards secured Skenesborough, the fortified house of Major Skene, and took his son and his negroes.It is said that Sir Robert had, some time before, addressed a letter to the Pretender with the object of softening the asperity of his partisans in England, and that this had so raised the hopes of James, that Walpole was actually intending to come round, that he had ordered his followers to avoid anything which should shake his power. Whatever the cause, the fact was striking, and the Opposition having concluded its onslaught upon him, he rose to make his reply. It was an occasion which demanded the utmost exertion of his powers, and he put them forth. Walpole's speech on this day has justly been deemed his masterpiece. It was four o'clock in the morning when he concluded his masterly defence, and the motion was instantly rejected by two hundred and ninety votes against one hundred and six. The immediate effect of the attack appeared to be to strengthen the Minister, and that considerably; his leve the next morning was more crowded than had ever been known, and he seemed to sway the Cabinet with uncontrolled power. But thinking men predicted that the blow would tell in the end, when the momentary enthusiasm had gone off; and Walpole himself seemed to be of the same opinion. The attack, in truth, was but the first outbreak of the storm which, kept up by the implacable spirit of a powerful Opposition, was sure to bear him down at last.[See larger version]
