In the Parliamentary session of 1733 Walpole produced another scheme for increasing the revenue and lessening the burdens upon land, which was an extension of the Excise. The Excise duties were first levied under the Commonwealth; they had now reached three millions two hundred thousand pounds annually. It was whilst the public were feeling the gradual increase of this item of taxation very sensibly, that they were alarmed by the news, which the Opposition sounded abroad with all diligence, that Ministers were about immediately to bring fresh articles under the operation of this tax, which was levied on articles of popular consumption. "A general crisis is coming!" was the cry. "A tax on all articles of consumption! a burthen to grind the country to powder! a plot to overthrow the Constitution and establish in its place a baleful tyranny!" The Opposition had now got a most popular subject of attack on the Ministry, and it prosecuted it vigorously.
ONE:I can, said Jeff. That English fellow was that-there spook. Maybe he listened in on the short wave set in the big house yonder.

FORE:I begin to understand, said Larry. The man from England hired the stunt pilot to fly him out to meet the yachtbut how did he know when it would arrive?
FORE:Scarcely had Colonel Forde returned from this expedition, towards the end of the year 1759, when the Dutch, envious of the English success, sent an armament of seven men-of-war and one thousand four hundred soldiers from Java. They landed on the Hooghly, and began committing ravages; but Forde surprised and defeated them, taking every one of their ships. They were glad to apologise, and pay the expenses of the war. In February, 1760, a few weeks after these events, Clive, whose health was failing, set sail for England, where he was received with the highest clat, and made an Irish peer, as Lord Clive, Baron of Plassey. He soon after entered Parliament.
Such were the means by which the union of Ireland with Great Britain was accomplished, and it would be idle to argue that a majority in the Irish Parliament was not purchased by places, pensions, peerages, and compensation for suppressed seats. But it was a bargain, made above-board, and in the open market. It was, moreover, in agreement with the sentiment of the age, a borough-owner was thought to have a right "to do what he willed with his own," and Pitt, in one of his own Reform bills, had acted on the theory that boroughs were a species of property. Lord Cornwallis, though he acknowledged that he was engaged in dirty work, declared that the union was imperatively necessary, and could be accomplished only by those means. The Irish Parliament was profoundly corrupt, and from no point of view could its extinction be regretted, but that extinction could be accomplished only by further corruption. Nor is there any proof that the Irish nation as a whole were opposed to the union. It was, of course, hard on a pure patriot like Grattan to be involved in the fate of a corrupt gang of placemen, but, as a Protestant, he only[476] represented the minority. The Catholics were either indifferent, with the indifference resulting from long oppression, or in favour of the measure. They knew that from the Irish Parliament it had become, since the Rebellion, hopeless to expect Catholic emancipation; they believed the assurances of Pitt that a measure for their relief would speedily be introduced in the British Parliament. Had he been able to fulfil his promise, the union would have beento use Macaulay's familiar phrasea union indeed.WASHINGTON CROSSING THE DELAWARE. (See p. 235.)He gave another grunt. "Go away to-morrow. Go to the Fort." He pointed with the hand that held the bit of cigarette in the direction of Apache. "Tell your man."Before dawn Cairness was out, hastening the cook with the breakfast, helping with it himself, indeed, and rather enjoying the revival of the days when he had been one of the best cooks in the troop and forever pottering about the mess chests and the Dutch oven, in the field. As the sun rose, though daybreak was fairly late there in the ca?on,the cold, crisp air was redolent of coffee and bacon and broiling fresh meat.It struck him that he was coolly analytical while his wife was reading the love-letter (if that bald statement of fact could be called a love-letter) of another man, and telling him frankly that she returned the man's love. Why could not he have had love, he who had done so much for her? There was always the subconsciousness of that sacrifice. He had magnified it a little, too, and it is difficult to be altogether lovable when one's mental attitude is "see what a good boy am I." But he had never reflected upon that. He went on telling himself whatin all justice to himhe had never thrown up to her, that his life had been one long devotion to her; rather as a principle than as a personality, to be sure, but then And yet she loved the fellow whom she had not known twenty-four hours in alla private, a government scout, unnoticeably below her in station. In station, to be sure; but not in birth, after all. It was that again. He was always brought up face to face with her birth. He tried to reason it down, for the hundredth time. It was not her fault, and he had taken her knowingly, chancing that and the consequences of her not loving him. And these were the consequences: that she was sitting rigid before him, staring straight ahead with the pale eyes of suffering, and breathing through trembling lips. But Forbes persisted, carried away by his idea and the determination to make events fit in with it. "She was ill in Washington because she wasn't happy. She'd be happy anywhere with you; she said so this afternoon, you remember."
