On the 1st of July the report of the committee was read, together with the form of declaration as drawn up by Jefferson, but afterwards remodelled by Franklin and the committee. Nine states now voted for independence. Pennsylvania and South Carolina voted against it. Delaware and South Carolina requested an adjournment to the next day, in order to make up their minds, when they voted for it, a new delegate having arrived from Delaware with firmer instructions. New York held out against independence, General Howe having now arrived at Sandy Hook, and the Provincial Congress having retired from New York to White Plains. Jay and Gouverneur Morris, from that State, were, however, vehement for independence, asserting that the Congress of New York ought to be dissolved, and delegates sent up to a new and more popular Congress.
THREE:From skirmishing at sea the British had now come to direct war with the people of North America. From the period of the American colonists obtaining their independence of Great Britain, they retained a peculiar animus against the mother country. In the war by which that independence was achieved by the aid of France, Holland, and Spain, which all combined to attack Britain on sea and land, the Americans displayed no traces of the magnanimity that usually accompanies bravery. They resorted to many dishonourable practices, amongst which was the breach of contract in retaining prisoners from the army of General Burgoyne. The same spirit continued to animate them afterwards. It was natural to suppose that their success would have the usual effect of making them forget enmity when the cause of it was gone by; but this was not the case. In all contests of Great Britain with revolutionary France, they rejoiced over any disasters which befel her, and were silent in the hour of her victories. Though they were bone of our bone, and flesh of our flesh, and our population was pouring over to swell their numbers, they displayed towards us a hostility that no other nation, France excepted, had ever shown.During this year Buonaparte made another attempt to recover the mastery of St. Domingo. Dessalines was now emperor, having a court full of black nobles and marshals, an exact parody of Napoleon's. A French squadron, under Admiral Lessigues, consisting of five ships of the line, two frigates, and a corvette, managed to escape the British fleets, and, on the 20th of January, to anchor in the road of St. Domingo. They had just landed a body of troops, when Sir John Duckworth made his appearance with seven sail-of-the-line and four frigates. Lessigues slipped his cables, and endeavoured to get out to sea, but the wind did not favour him; Sir John Duckworth came up with him, and, on the 6th of February, attacked and defeated him. Though Sir John had the superiority in number of vessels, the French vessels were, some of them, much larger ones; and one, the Imperial, was reckoned the largest and finest ship of their navya huge three-decker, of three thousand three hundred tons, and a hundred and thirty guns. Yet, in three hours, Sir John had captured three of the French line of battle ships; the other two ran on the rocks, and were wrecked. One of these was the gigantic Imperial. Nearly the whole of her crew perished, five hundred being killed and wounded before she struck. One of these frigates which escaped was afterwards captured by a British sloop of war in a very battered condition from a storm, in addition to the fight.
One great article of manufacture and export, however, down to this period, continued to be that of our woollens. To guard this manufacture many Acts had been passed at different times, prohibiting the exportation of the raw material. Immediately after the Revolution a fresh Act of this kind was passed, and such was the jealousy even of the Irish and of our American colonies weaving woollen cloths, that, in 1689, an Act was passed prohibiting the exportation of wool or woollen goods from Ireland or our plantations to any country except England. Having taken measures thus to confine as much as possible the profit of the woollen manufacture to England, the next year, which saw all protecting duties taken off corn, saw also leave given for the exportation of woollen cloths duty-free from England to any part of the world. Sir William Davenant estimates the value of the yearly growth of wool in England at this time at about 2,000,000, and the value of its woollen manufactures at 8,000,000. He calculates that one-fourth of this amount was exported. In 1738 Mr. John Kay invented the mode of casting the shuttle by what is called a "picking-peg," by which means the weaver was enabled to weave cloths of any width, and throw off twice the quantity in the same time. In 1758 the Leeds Cloth Hall was erected, and, about twenty years afterwards, a hall for white cloths.[See larger version]Thus surrounded by treason, Louis doubted the fidelity of Soult, who resigned his command; but he trusted Ney, and sent him to attack Buonaparte in the rear, whilst an army at Mlun, under Clarke, Duke of Feltre, was to attack him in front. Ney took leave of Louis on the 9th of March, declaring that he would bring Buonaparte to him in a cage; but at Lons-le-Saulnier, on the 14th, he received a letter from Napoleon, calling him "the bravest of the brave," and inviting him to resume his place in his army, and Ney went over at once. To abate the public opinion of his treason, he pretended that this expedition had been long arranged between himself and Buonaparte, but this Buonaparte at St. Helena denied.
