TWO:By the 28th of September Mar had mustered at Perth about five thousand men. He was cheered by the arrival of one or two ships from France with stores, arms, and ammunition. He had also managed to surprise a Government ship driven to take shelter at Burntisland, on its way to carry arms to the Earl of Sutherland, who was raising his clan for King George in the north. The arms were seized by Mar's party, and carried off to the army. Argyll, commander of the king's forces, arrived about the same time in Scotland, and marched to Stirling, where he encamped with only about one thousand foot and five hundred cavalry. This was the time for Mar to advance and surround him, or drive him before him; but Mar was a most incompetent general, and remained inactive at Perth, awaiting the movement of the Jacobites in England. Thanks, however, to the energy of the Government, that movement never took place.In the valley of Glen Tronian, on the 19th of August, they proceeded to erect the standard. The Marquis of Tullibardine, as highest in rank, though feeble and tottering with age, was appointed to unfurl the banner, supported on each hand by a stout Highlander. The colours were of blue and red silk, with a white centre, on which, some weeks later, the words Tandem triumphans were embroidered. Tullibardine held the staff till the manifesto of James, dated Rome, 1743, appointing his son Regent, was read; and as the banner floated in the breeze the multitude shouted lustily, and the hurrahs were boisterously renewed when Charles made them a short address in English, which few of the common class understood.

THREE:If the man who turnips cries,Lord Wellington, early in October, called down his troops from their cold and miserable posts in the mountains, and marched them over the Bidassoa, and encamped them amongst the French hills and valleys of La Rhune. The last division moved across on the 10th of November, the town of Pampeluna having surrendered on the 31st of October. This was a very agreeable change to the troops; but, before crossing, his lordship issued the most emphatic orders against plundering or ill-using the inhabitants. He told them, and especially the Spanish and Portuguese, that though the French had committed unheard-of barbarities in their countries, he would not allow of retaliation and revenge on the innocent inhabitants of France; that it was against the universal marauder, Buonaparte, and his system, that the British made war, and not against the people of France. But the passions of the Portuguese and Spaniards were too much excited against their oppressors, and they burnt and plundered whenever they had opportunity. On this, Wellington wrote sternly to the Spanish general, Freyre.[62] "Where I command," he said, "no one shall be allowed to plunder. If plunder must be had, then another must have the command. You have large armies in Spain, and if it is wished to plunder the French peasantry, you may then enter France; but then the Spanish Government must remove me from the command of their armies. It is a matter of indifference to me whether I command a large or a small army; but, whether large or small, they must obey me, and, above all, must not plunder." To secure the fulfilment of these orders, he moved back most of the Spanish troops to within the Spanish frontiers. The strictness with which Lord Wellington maintained these sentiments and protected the inhabitants produced the best results. The folk of the southern provinces, being well inclined to the Bourbons, and heartily wearied of seeing their sons annually dragged away to be slaughtered in foreign countries for Buonaparte's ambition, soon flocked into camp with all sorts of provisions and vegetables; and they did not hesitate to express their wishes for the success of the British arms.

THREE:In Germany, Prince Ferdinand of Brunswick, after driving the French out of Hanover, had followed them across the Rhine this spring, and on the 23rd of June defeated them at Crefeld, with a slaughter of six thousand men. He then took Düsseldorf; but the French court recalling the incapable Clermont, and sending Marshal De Contades with fresh forces against him, and Prince Soubise defeating the Hessians, he was obliged to fall back into Westphalia, where he was joined by the Duke of Marlborough and Lord George Sackville with the English auxiliaries, but too late to effect anything further. Shortly afterwards the Duke of Marlborough died suddenly, under strong suspicions of having been poisoned.

THREE:The troops of the Convention were equally successful against Lyons. It was speedily invested by numerous troops, under the command of Dubois-Cranc, one of the Commissioners of the Convention. On the 21st of August he summoned the place to surrender, but the Lyonese held out till the 2nd of October, when Couthon, one of the most ruthless of the Jacobin deputies, arrived, with twenty-eight thousand armed peasants, from Auvergne. He demanded that the city should be instantly bombarded, and, if necessary, reduced to ruins. Dubois-Cranc said there was no need for this merciless alternative, as the place must very soon yield from famine. Couthon thereupon obtained an order from the Convention to supersede Dubois-Cranc, as devoid of proper Republican zeal; and on the 7th of October commenced a terrible bombardment. The inhabitants came to a parley with Couthon, and agreed to surrender without conditions. Couthon immediately appointed a committee to try all rebels, and he sent his opinion of the population at large to the Convention, describing the people as of three kindsthe wicked rich, the proud rich, and the ignorant poor, who were too stupid to be good Republicans. He proposed to guillotine the first class, to seize the property of the second, and to remove the last into different quarters of France. The Convention adopted his views cordially, and passed a decree that Lyons should be destroyed; that nothing should be left but the houses of the poor, the manufactories, the hospitals, the school of arts, the public schools, and public monuments; that the name of Lyons should be buried for ever, and that on its ruins should be erected a monument bearing this inscription:"Lyons made war against liberty: Lyons is no more!" The name of the spot ever afterwards was to be the Liberated Commune. The massacres were carried out by Collot d'Herbois.

THREE:Since the appearance of the Waverley Novels the poetry of Scott has been somewhat depreciated, but his metrical romances, if not of the highest class of poetry, are always fresh, from their buoyancy and the scenery in which they are laid. They are redolent of the mountain heather and summer dews; and the description of the sending of the "fiery cross" over the hills, and the battle in "Marmion," as well as other portions, are instinct with genuine poetic vigour. Campbell, who won an early reputation by his "Pleasures of Hope," is more esteemed now for his heroic ballads "Hohenlinden," "The Battle of the Baltic," and his "Mariners of England;" Moore, for his "Irish Melodies," than for his "Lalla Rookh;" Byron, for his "Childe Harold," rather than for his earlier love tales of the East, or his later dramatic poems. Amongst the very highest of the poets of that period stands Percy Bysshe Shelley (b. 1792; d. 1822), the real poet of spiritual music, of social reformation, and of the independence of man. Never did a soul inspired by a more ardent love of his fellow-creatures receive such a bitter portion of unkindness and repudiation. John Keats, of a still more delicate and shrinking temperament, also received, in return for strains of the purest harmony, a sharp judgment, in no degree, however, equal to the severity of that dealt out to Shelley. In his "Ode to a Grecian Urn," and his "Lamia," Keats left us examples of beauty of conception and felicity of expression not surpassed since the days of Shakespeare. In his "Hyperion" he gave equal proof of the strength and grandeur to which he would have attained.

TWO:By this treaty almost everything was given up which had kept Spain and Austria in war and conflict for many years, and by themselves and their allies had steeped Europe in blood. The King of Spain agreed to sanction the Ostend Company, to yield the long-contested point regarding the exclusive mastership of the Golden Fleece. He surrendered the right to garrison with Spanish troops the fortresses of Tuscany. He acknowledged the Emperor's right to Naples, Sicily, the Milanese, and Netherlands, and guaranteed what was termed the Pragmatic Sanction; that is, the succession of the hereditary states of Austria in the female line. This was a concession of immense importance to the Emperor, who had only daughters, and whose claim to the Flemish and Italian dominions might thus have been contested by Philip on the Emperor's death. Thus, before the emotions of a family quarrel, fell at once all the mighty questions which had rent and desolated Europe for a quarter of a century! Both the sovereigns engaged to afford mutual support should either be attacked. Charles agreed to bring into the field twenty thousand foot and ten thousand horse, Philip twenty thousand troops and fifteen ships of war.

THREE:The history of the Chartist petition was the most extraordinary part of this whole business. It was presented on the 10th of April, by Mr. Feargus O'Connor, who stated that it was signed by 5,706,000 persons. It lay upon the floor of the House in five large divisions; the first sheet being detached, the prayer was read, and the messengers of the House rolled the enormous mass of parchment to the table. A day was appointed to take its prayer into consideration; but in the meantime it was subjected to investigation, and on the 13th of April Mr. Thornley brought up a special report from the select Committee on Public Petitions, which contained the most astounding revelations. Instead of weighing five tons, as Mr. O'Connor alleged, it weighed 5? cwt. The signatures were all counted by thirteen law-stationers' clerks, in addition to those usually employed in the House, who devoted seventeen hours to the work, and the number of signatures was found to be only 1,975,496, instead of nearly 6,000,000. Whole consecutive sheets were filled with names in the same handwriting; and amongst the signatures were "Victoria Rex," Prince Albert, the Duke of Wellington, Sir Robert Peel, Lord John Russell, etc. The Duke of Wellington's name was written thirty times, and Colonel Sibthorpe's twelve times. Some of the signatures were not names at allsuch as "No Cheese," "Pug Nose," "Flat Nose," etc. There were also many insertions so indecent that they could not be repeated by the committee.

FORE:Such was the battle of Dettingen, equally remarkable for the blunders of the generals and the valour of the men; still more so, as the last battle in which a King of England has commanded in[85] person. At Hanau, the army not only refreshed itself, but was joined by reinforcements, which rendered the Allies nearly equal in numbers to the French. Lord Stair, therefore, proposed to pass the Main, and make a second attack on the enemy. The king, however, would not consent. Stair, with all his bravery, had shown that he was very incautious. He was, moreover, of a most haughty temper, and had quarrelled violently with the Hanoverian officers, and displayed much contempt for the petty German princes. They were, therefore, by no means inclined to second his counsels, though they had fought gallantly at Dettingen. FORE:Circumstances appeared now to be growing serious. Meetings were held in defiance of the strict measures of Government throughout the manufacturing districts; and at Blackburn it was announced at such a gathering, on the 5th of July, that the women had also formed themselves into "Sister Reform Associations," and these called on their own sex everywhere to imitate their example, so as to co-operate with the men, and to instil into the minds of their children a hatred of tyrannical rulers. The men, at the same time, made another advance in the Reform agitation; this was drilling-a movement which gave great alarm to the magistrates of Lancashire, who wrote from various quarters to apprise Government of it. It was a circumstance that might well excite suspicion that something more than Reform was intended. But when it came to be explained by the parties themselves, it turned out to mean nothing more than that the Reformers in the neighbourhood of Manchester were intending to hold a great meeting in order to elect a representative, as the people of Birmingham had done, and that they wished to assemble in the utmost order and quiet. FORE:Besides these leading histories, this reign produced many others of great value. Amongst these[178] appeared, in 1763, a "History of England," by a lady, Catherine Macaulay, from James I. to the accession of the House of Hanover; which was followed by another series, from the Revolution to her own time. Mrs. Macaulay was a thorough-going Republican; had gone to America expressly to see and converse with Washington, and her history presented the very opposite opinions and phase of events to those of Hume. Lord Lyttelton wrote a "History of Henry II.," in by no means a popular style; and the book is now forgotten. In 1776 there was published the first volume of Lord Hailes's valuable "Annals of Scotland," of which Dr. Johnson entertained so high an opinion. Besides these may be named Macpherson's "History of Great Britain from the Restoration;" Stuart's "History of the Reformation in Scotland," and "History of Scotland from the Reformation to the Death of Queen Mary;" Whitaker's "History of Manchester;" Warner's "History of Ireland;" Leland's "History of Ireland;" Grainger's "Biographical History of England;" Ferguson's "History of the Progress and Termination of the Roman Republic;" Watson's "History of Philip II. of Spain;" Orme's "History of the British Nation in Hindostan;" Anderson's "Annals of Commerce." In 1784 Mitford published his "History of Ancient Greece," and two years later Gillies published another "History of Greece." In 1789 Pinkerton published a "History of the House of Stuart down to Queen Mary." FORE:John Wilson, though born so far back as 1785, was one of the writers of this period distinguished for originality, freshness, power, and rich fancy, combined with learning and eloquence. As "Christopher North" he was long the delight of the readers of Blackwood's Magazine. His criticisms on poetry were distinguished by a profusion of thought and imagery, which flowed forth so rapidly, and sometimes so little under the control of judgment, that there seemed no reason why the[439] stream of illustration should not flow on for ever. He was a poet as well as a critic; but it is a singular fact that his imagination, like that of Milton, was more active in prose than in verse. In the latter, his genius was like a spirited horse in harness; in the former, like the same horse unbridled, and bounding wildly over the prairies. His principal poetical work was "The Isle of Palms," published in 1812, which was followed by one more elaborate, "The City of the Plague." Among the most popular of his prose fictions are, "The Lights and Shadows of Scottish Life," "The Trials of Margaret Lyndsay," and "The Foresters." But it was in periodical literature that he shone most brightly. Soon after the establishment of Blackwood's Magazine, in 1817, he became its chief editor, and thenceforward he poured forth through this organ all the treasures of his intellect. In 1820 he succeeded Dr. Thomas Brown as Professor of Moral Philosophy in the University of Edinburgh, which he held till 1851, when he resigned, in consequence of ill-health, receiving about the same time a pension of 300 a year from the Crown. As a professor he was greatly beloved by his students, on account of his genial nature and the warm interest he took in their welfare; and he was always surrounded by troops of friends, who respected his character almost as much as they admired his genius. FORE:To the art of engraving Woollett and Strange gave a first-rate eminence, and were successfully followed by Browne, Byrne, Rosker, and Major. In mezzotint M. Ardell admirably rendered the portraits of Sir Joshua Reynolds; and Smith, Green, Thomas, and Watson also excelled in this class of engraving. In engravings for books Heath and Angus stand pre-eminent; and Boydell's "Shakespeare" spread the taste, though his illustrations were chiefly done in the inferior style of dot engraving. In line engraving the names of Sharp, Sherwin, Fittler, Anker Smith, Neagle, Lowry, Turrell, Scott, and others, are of high repute. TWO:At the end of the reign of Anne the shipping employed in commerce amounted to 448,000 tons, of which only 26,573 tons were foreign; so that the English mercantile shipping had increased, in little more than twelve years, 127,800 tons. At the end of the reign of George I. our mercantile shipping was only 456,000 tons, the foreign being 23,651 tons; so that the increase for the time was but slight. The royal navy had greatly decreased under George I. At the end of the reign of George II., the total amount of our commercial shipping was 573,978 tons, including 112,737 foreign. Thus, whilst the total shipping at the commencement of this period (in 1688) was only 244,788 tons, at the end of it (in 1760) the total was 573,978 tons, or a nett increase, in seventy-two years, of 329,190 tons: the increase being much larger than the total amount of tonnage possessed at the commencement of the period, the amount of foreign shipping remaining very nearly the samein fact, only 12,000 tons more. The royal navy, which, at the commencement of the period, was reckoned at 101,892 tons, at the end of it was 321,104 tons, showing an increase of 219,212 tons; and, at the rate of men employed at the commencement, the number now employed in both our commercial and our national navy could not be fewer than 160,000 men.Britain was everywhere successful on the sea, and Lord Nelson, on the 1st of August, made an attempt on the French flotilla lying at Boulogne for the invasion of England. He was furnished with a flotilla of gunboats for the purpose, and he was able to destroy two floating batteries and a few gunboats, but found the fleet too strongly posted under the batteries of the harbour to make further impression. However, Napoleon saw that for the present an invasion was out of the question, and the autumn of this year was employed in endeavours to arrange a peace. Lord Cornwallis proceeded to Paris for this object, and went to Amiens, which was appointed as the place for the conference. The preliminaries were signed on the 1st of October, and General Lauriston, the schoolfellow and first aide-de-camp of Buonaparte, brought them over to London. The negotiations progressed slowly, being arrested now and then by the conduct of the First Consul. Without waiting for the ratification of peace, he sent off, on the 14th of December, 1801, only ten days after the signing of the preliminaries, a strong fleet and army to the West Indies to reduce the independent black Republic in St. Domingo. Britain was obliged to send reinforcements to her own West Indian fleet by Admiral Martinso that it looked much more like war than peace. Again, in January, 1802, came the news of the election of Buonaparte to the Presidency of the Cisalpine Republic, directly contrary to the Treaty of Lunville, and betraying the ambitious aims of Napoleon. Immediately followed the news that Buonaparte had exacted from Spain a treaty by which Parma and the island of Elba were made over to France on the death of the present, already aged, duke; that Spain had been compelled to cede part of the province of Louisiana in North America, by the same treaty; and that Portugal, though the integrity of her dominions had been carefully guaranteed by the preliminaries of peace, had by a secret article given up to France her province of Guiana. A Republican constitution was forced on Holland, and in Switzerland instructions were given to the French Minister to thwart all efforts at the formation of a stable constitution. These revelations startled the British Ministers, but did not deter them from concluding the peace, with the full approbation of Pitt. It was not that the First Consul, who every day betrayed some fresh symptom of an insatiable ambition, was disposed to offer them tempting terms; on the contrary,[485] though we were never more able to dictate measures at sea, and he never less so, he was as haughty and dictatorial in his demands as if Great Britain had been completely under his feet. Yet the treaty went on, and was concluded and signed on the 27th of March, 1802. It settled nothing, as Britain refused to acknowledge the newly organised Republics, and declined to entertain Napoleon's preposterous suggestion that Malta was to be occupied by Neapolitan troops, under a neutrality guaranteed by all the chief European Powers; since it was well known that Napoleon, when it suited him, would cease to respect the conditions, and would readily dispossess the troops of Naples. Though Pitt believed him to have been sincere, Grenville, Windham, and Spencer saw that the ambition of the "Little Corporal" was insatiable, and denounced the treaty.
