But the great obstacle to this was the still continued assertion of Lord Chathamthat the full independence of America could not be for a moment listened to, whilst to almost every other man of the Opposition that independence was already an accomplished fact. Lord Rockingham, who was looked up to as a necessary part of any Cabinet at the head of which Chatham should be placed, had, in the previous Session, asserted his opinion that the time had now passed for hoping to preserve the dependence of these colonies; and, now he saw France coming into the field against us, he was the more confirmed in this view. This was a fatal circumstance in the way of the establishment of a strong co-operative Cabinet, formed out of the present Opposition. But a still greater obstacle was the iron determination of the king. In vain did Lord North express his desire to resign and declare the necessity of conciliatory measures. George reproached him with intending to desert him. On further pressure he gave him leave to apply to Chatham and the Whigs, but only on the absurd condition that[250] they should join the present Ministry, serve under Lord North, and carry on the policy of the existing Government. As usual, Lord North gave way, and consented to stay in office, and to bring in a plan of conciliation opposed to his former declarations.

THREE:The progress in the manufacture of hardware is strikingly exhibited by the increase of the population of Birmingham. According to the census of 1821, it was 106,722; in 1831 it was 146,986; in 1841 it was 181,116, showing an increase of 80 per cent. in twenty years. The number of houses during the same period was nearly doubled. Mr. Babbage has given a table, extracted from the books of a highly respectable house in Birmingham, showing the reduction in the price of various articles made of iron between 1812 and 1832, which varied from 40 to 80 per cent. The exportation of cutlery from England amounted in 1820 to about 7,000 tons; in 1839 it was 21,000 tons. Since 1820 the annual value of the exportations of hardware and cutlery increased about 50 per cent. The town of Sheffield is another remarkable instance of the growth of population in consequence of the manufacture of cutlery. In 1821 the population was 65,275; in 1841 it was 111,000. The various manufacturers of cutlery and plated goods, and the conversion of iron into steel, employed in 1835 upwards of[420] 560 furnaces. The declared value of British-made plated ware, jewellery, and watches, exported from the United Kingdom in 1827 was 169,456; in 1839 it amounted to 258,076. The value of machinery shipped to foreign countries in 1831 was only 29,000; in 1836 it was 166,000; in 1837, 280,000; and in 1840, 374,000.With this force, tempted by the battering train, Charles committed the error of wasting his strength on a siege of Stirling Castle, instead of preparing to annihilate the English troops, which were in rapid advance upon him.

THREE:The next step in the increase of means of traffic was the construction of canals. The rivers had previously been rendered more navigable by removing obstructions, deepening channels, and making good towing-paths along their banks; but now it was projected to make artificial rivers. In this scheme, Richard Brindley, under the patronage of the Duke of Bridgewater, was the great engineer; and his intrepid genius dictated to him to carry these canals over hills by locks, over rivers by aqueducts, and through the heart of hills by tunnels. These enterprises at that moment appeared, to the ordinary run of civil engineers, as rash experiments, which were sure to prove abortive. As all new ideas are, these ideas, now so commonplace, were ridiculed by the wise ones as little short of madness. Mr. Brindley's first great work was the formation of the Duke of Bridgewater's canal, from Worsley to Manchester. In this he at once proved all his plans of locks, tunnels, and aqueducts. He conducted his canal by an aqueduct over the river Irwell, at an elevation of thirty-nine feet; and those learned engineers who had laughed at the scheme as "a castle in the air," might now see boats passing over the river at that height with the greatest ease, while other boats were being drawn up the Irwell against the stream and under the aqueduct with five times the labour. At Worsley the canal was conducted into the very heart of the coal-mine by a tunnel, with branches, which conducted the boats up to the different parts of the[191] mine, so that the coal could be loaded on the spot where it was dug. The immediate effect of this canal was to reduce coals in Manchester to half the former price; and the canal being extended so as to connect it with the Mersey, at Runcorn, it reduced the freight of goods from Manchester to Liverpool to the same extent, from twelve shillings to six shillings per ton, the land carriage having been forty shillings. Brindley was next engaged to execute the Grand Trunk Canal, which united the Trent and Mersey, carrying it through Birmingham, Chesterfield, and to Nottingham. This was commenced in 1766, and exhibited further examples of his undaunted skill, and, as he had been laughed at by the pedants of the profession, he now in his turn laughed at their puny mediocrity. One of his tunnels, at Harecastle Hill, in Staffordshire, was two thousand eight hundred and eighty yards long, twelve feet wide, nine high, and in some parts seventy yards below the surface of the ground. This tunnel, after half a century's use, was found too confined for the traffic, and a new one, much wider, was made by Telford. By this time the art of tunnelling had made great progress, and whilst Brindley required eleven years to complete his tunnel, Telford made his much larger one in three. Many causes intervened to check for a time the progress of canals, so that from 1760 to 1774 only nineteen Acts were passed for them; but in the two years of 1793 and 1794 no fewer than thirty-six new Bills were introduced to Parliament, with others for extending and amending rivers, making altogether forty-seven Acts, the expenditure on the canals of these two years' projection amounting to five million three hundred thousand pounds. The work now went on rapidly, and investments in canal shares exhibited at that day, in miniature, the great fever of railway speculation at a later period. Lines of canals were made to connect the Thames, the Tweed, the Severn, and the Mersey; so that the great ports of London, Liverpool, Hull, and Bristol were connected by them, and put into communication with nearly all the great inland manufacturing towns. In 1779 a ship-canal was completed from the Forth to the Clydea work proposed as early as the reign of Charles II. This canal, thirty-five miles in length, had thirty-nine locks, which carried the canal to a height of one hundred and fifty-six feet above the sea, and it crossed the river Kelvin by an aqueduct eighty-three feet from the bed of the river to the top of the masonry. A few years later a much larger ship-canal united Gloucester to the Severn, and wonderfully increased the trade and growth of that city. TWO:The population of Great Britain had thus rapidly increased, and the condition of the people had improved, notwithstanding heavy taxation, and the burden of an enormous National Debt, incurred by one of the most protracted and expensive wars on record, which strained the national energies to the uttermost. How vast, then, must have been the national resources by which all demands were met, leaving the State stronger and wealthier than ever! The extent of these resources is shown in some measure by the amount of our exports. The total declared value of all British and Irish produce and manufactures exported in 1831 was 37,164,372; in 1841 the value of exports had increased to 51,634,623, being at the rate of 38?9 per cent. Another example of the greatly increased commerce of the country is afforded by the returns of shipping. In 1831 the number of ships, British and foreign, engaged in the colonial and foreign trades was 20,573, of which the total tonnage amounted to 3,241,927. In 1841 the number of ships had increased to 28,052, and the tonnage to 4,652,376, giving an increase of 43 per cent. In the former year the tonnage employed in our coasting trade amounted to 9,419,681; in the latter it had increased to 11,417,991, showing an increase of 20 per cent. But other indications of national wealth were referred to by the Census Commissioners of 1841. During the same period the accumulations in savings-banks were very large, and went on increasing. In 1831 there were nearly 500,000 depositors, whose deposits amounted to about 14,000,000. In 1841 it was found that both the depositors and the amount deposited had very nearly doubled. From the[418] proceeds of the property tax, which in 1815 was about 52,000,000, and in 1842 over 82,000,000, an estimate has been formed, in the absence of returns, for the years 1831 and 1841, which sets down the increase of real property during that period as not less than from 20 to 25 per cent. In 1815 the annual profits of trades in England and Wales were assessed at 35,000,000 in round numbers, and in 1841 they had increased to 50,000,000. During the decennial period, 1831-41, legacy duty had been paid upon a capital of about 423,000,000, or more than one-half the aggregate amount upon which the duty had been paid in the thirty-four preceding years. The stamp duties, also, upon probates of wills and letters of administration in the United Kingdom amounted to upwards of 1,000,000, having increased in ten years at the rate of 10 per cent.The Budget did not retrieve the popularity of Ministers. Sir Francis Baring proposed to make up for an estimated deficit of 2,421,000 by an alteration of the timber duties producing 600,000 a year, and an alteration of the sugar duties producing 700,000. Both these changes were in the direction of free trade, and a still more significant proposal was the repeal of the existing corn law, and the substitution of a low fixed duty of 8s. a quarter on wheat. The House, however, would not accept such a budget from a Government whose Premier had in the previous year declared that "the responsible advisers of the Crown would not propose any change in the Corn Laws." After a debate of eight nights the Ministry were defeated on the sugar duties by 317 votes to 281. Still they did not resign, and the Opposition in consequence had recourse to a direct vote of censure.

Whilst these abominations were being done in Portugal, Buonaparte had proceeded to Italy to prosecute other parts of his one great design. He determined, in the first place, to shut the trade of Britain out of all the Italian ports, as he had now, in imagination, done in nearly all the other ports of Europe. Accordingly, at Milan, on the 17th of December, he issued his celebrated decree, which took its name from that city, as his Northern decrees had taken their name from Berlin. Henceforward the Berlin and Milan decrees acquired great notoriety. To counteract the ordinances of the Berlin decrees, which forbade any ship of any nation to be admitted into Continental ports without certificates of originthat is, without certificates showing that no part of their cargo was of British producevarious Orders in Council had been issued by Britain, permitting[549] all neutral vessels to trade to any country at peace with Great Britain, provided that they touched at a British port, and paid the British duties. Thus, neutrals were placed between Scylla and Charybdis. Ii they neglected to take out British certificates they were captured at sea by the British cruisers; if they did take them, they were confiscated on entering any Continental port where there were French agents. This led to an enormous system of bribery and fraud. The prohibited goods were still admitted by false papers, with respect to which the French officers, men of the highest rank, were well paid to shut their eyes. All the ports of Italy were now subjected to this system, and Buonaparte immediately seized a great number of American vessels, on the ground that they had complied with the British Orders in Council. It might be thought that America would so far resent this as to declare war on France, but Buonaparte calculated on the strength of American prejudices against Britain and for France at that time, that the United States would rather declare war against Britain, which, by its Orders in Council, brought them into this dilemma. The ports of the Pope alone now remained open, and these Buonaparte determined forthwith to shut.[99]One of the first acts of the Parliament, which met on November 12th, was to punish the peculations and abuses of the Lord Chancellor, Parker, Earl of Macclesfield. The Court of Chancery, in former ages a sink of corruption, was at this time in its worst condition. The offices of Masters were regularly sold, and the Masters as regularly took care to recoup themselves by all manner of peculation. The estates of widows and orphans and the money of suitors were unscrupulously plundered. There was a loud outcry against these robberies, and especially against the Lord Chancellor, for his not only tolerating but partaking in them. He endeavoured to escape the storm of public indignation by resigning in January, but this did not avail him. He was impeached by Sir George Oxenden in the Commons, and tried in the Lords, and fined thirty thousand pounds. A motion for disabling him from ever again sitting in Parliament or holding any office was lost only by a very few votes. The king struck his name out of the list of Privy Councillors, and in 1725 Sir Peter King was made Chancellor in his stead, with the title of baron.The British Ministry was at length becoming aware of the mischief of allowing the Empress of Russia to make continual inroads on the Turkish Empire. The British Ambassador, Mr. Fawkener, had been instructed to inform Catherine that Britain could not quietly acquiesce in these usurpations, which were seriously disturbing the balance of power in Europe. Catherine replied, haughtily, that she did not recognise the right of Britain to interfere, and that she should keep possession of Oczakoff, and all her conquests between the Bug and the Dniester. On the 28th of March Pitt communicated this answer to the House, in a message from his Majesty, and that he had deemed it necessary to come to an understanding with his allies, Prussia and Austria, on the subject, and to maintain the fleet in its augmented condition. He moved, the next day, an address to his Majesty, thanking him for his care in these respects. The Whigs, almost to a man, condemned this policy. Coke of Norfolk, Lord Wycombe, Mr. Lambton, afterwards Earl of Durham, and others, stoutly opposed it. Fox treated the idea of Russia having become a power formidable to the peace of Europe as ludicrous. Both he and Burke contended that there was nothing in the aggressions of Russia to occasion any alarm; that Turkey was a decaying nation, which it was useless to attempt to support; and that to bolster it up was only to maintain a barbarous people in domination over Christian populations. Fox upbraided the Government with their folly and inconsistency, if such were their fears of Russia, in having till recently encouraged her in her plan of aggressions in that direction. He reminded them that, twenty years ago, Great Britain, on war breaking out between Russia and the Porte, had aided Catherine in sending a fleet to the Mediterranean, and had thus enabled her to acquire a maritime force in the Black Sea. The truth, however, was that it was not the present Ministry that had committed this folly, but a Whig Ministry, of which Fox was one. He confessed to this, and also to the fact that in 1782, when Catherine seized more completely on the Crimea and Kuban Tartary, France and Spain had urged us to unite with them in preventing this, but that we had declined, and these countries had become permanently united to Russia. Now all this was, in truth, a simple confession of the incapacity of the Whigs, and of Fox himself included, to see the dangerous tendency of the Russian policy, and the only circumstance on which he could justly condemn the Ministry of Pitt was for not strenuously supporting Turkey and Sweden, the ally of Turkey against Russia, when they did see this tendency. By mean and parsimonious conduct they had allowed Sweden to be driven out of her territories on the eastern shore of the Baltic by Russia, when, had they given her but moderate support, that Power would have become a permanent check on the aggressive spirit of Russia. The motion of Pitt was carried by a large majority. A few days afterwards Mr. Grey renewed the subject in a series of resolutions, condemning all interference on behalf of Turkey, and contending that Russia was only weakening instead of strengthening herself by extending her dominions. But Pitt, in reply, showed the very obvious facts that the retention of Oczakoff opened the way to Constantinople, and that the possession of Constantinople prepared the way for the seizure of Egypt, and the supremacy of the Mediterranean, with the most formidable consequences to our commerce. The resolutions of Grey were negatived; but twice again during the session the Whigs returned to the chargeon the 15th of April and on the 25th of May,but with no better success. The armament was maintained, but the isolated threats of England had little effect on Catherine. Pitt was accordingly compelled to change his policy, and acquiesce in a peace by which she retained the territory between the Bug and the Dniester, and the fortress of Oczakoff.
