The chief speakers on the other side were Sir Robert Inglis, Mr. Bankes, and Mr. Sadler. They contended that the evils on which the Home Secretary had dweltthe disturbed state of Ireland, the difficulty of governing the empire with a divided Cabinet, the impossibility of getting on with a House of Commons which left the Administration in a minoritywould not be removed or prevented by Emancipation. Ever since the first relaxation of the penal code, concession but added fuel to the fire of agitation. What, then, was to be expected from throwing open the portals of the legislature to the Catholic body? What but thisthat the advanced work thus gained would become the salient angle from which the fire would be directed on the body of the fortress; and the work of agitation, having its leaders in both Houses of Parliament, would be carried on with increased vigour, for the purpose of overthrowing the Protestant Establishment, the severance of the union, and the dismemberment of the empire? The manner of the concession would encourage the policy of aggression. It was not, they asserted, produced by the gradual and quiet growth of public opinion. "It was the victory of force, driving former enemies into desertion by intimidation. It openly told the Catholic agitators that they were too strong for the Government of Great Britain; that whatever they asked would be conceded, even to the giving up of the Constitution, provided only it was asked with sufficient clamour and violence. The solid ground of right had been abandoned for the selfish and tortuous path of expediencyexpediency, the pretext for so many crimes. In France expediency destroyed the churchexpediency murdered the king."

The Frankfort Parliament had spent a year doing nothing but talking. They came, however, to the important resolution of offering the Imperial Crown of Germany to the King of Prussia. As soon as the Prussian Assembly heard this, they adopted an address to the king, earnestly recommending him to accept the proffered dignity. They were deeply interested by seeing the house of Hohenzollern called to the direction of the Fatherland and they hoped he would take into his strong hands the guidance of the destinies of the German nation. On the 3rd of April, 1849, the king received the Frankfort deputation commissioned[578] to present to him the Imperial Crown. He declined the honour unless the several Governments of the German States should approve of the new Imperial Constitution, and concur in the choice of the Assembly. As soon as this reply was made known, the second Prussian Chamber adopted a motion of "urgency," and prepared an address to the king, entreating him to accept the glorious mission of taking into firm hands the guidance of the destiny of regenerated Germany, in order to rescue it from the incalculable dangers that might arise from the conflicting agitations of the time. The address was carried only by a small majority. The king had good reason for refusing the imperial diadem; first, because Austria, Würtemberg, Bavaria, and Hanover decidedly objected; and secondly because the king required changes in the Frankfort Constitution which the Parliament refused to make. These facts enabled his Majesty to discover that the imperial supremacy was "an unreal dignity, and the Constitution only a means gradually, and under legal pretences, to set aside authority, and to introduce the republic." In July the state of siege was terminated in Berlin, and the new elections went in favour of the Government.

Lorem Ipsum is simply dummy text of the printing and typesetting industry. Lorem Ipsum has been the industry's standard dummy text ever since the 1500s, when an unknown printer took a galley of type and scrambled it to make a type specimen book.

It has survived not only five centuries, but also the leap into electronic typesetting, remaining essentially unchanged. It was popularised in the 1960s with the release of Letraset sheets containing Lorem Ipsum passages, and more recently with desktop publishing software like Aldus PageMaker including versions of Lorem Ipsum.

Contrary to popular belief, Lorem Ipsum is not simply random text. It has roots in a piece of classical Latin literature from 45 BC, making it over 2000 years old.

Richard McClintock, a Latin professor at Hampden-Sydney College in Virginia, looked up one of the more obscure Latin words, consectetur, from a Lorem Ipsum passage, and going through the cites of the word in classical literature, discovered the undoubtable source.

THREE:At the very time that these measures were occupying the British Parliament, the Bostonians were driving affairs to a crisis. In nearly all the seaports committees were in active operation for examining all cargoes of ships, and reporting the result. These committees also kept a keen observation on each other, and visited publicly any that appeared lukewarm. Boston, as usual, distinguished itself most prominently in this business. Regular meetings were held in Faneuil Hall, and votes passed denouncing all who dared to import the prohibited goods. Lieutenant-Governor Hutchinson exerted himself to form an[201] association amongst the traders in opposition to these anti-importers, but he tried in vain. They insisted that the merchants who had imported goods in their shops and warehouses should be compelled to ship them back to those who had sent them. One merchant, more stubborn than the rest, was immediately waited on by a deputation, headed by an axeman and a carpenter, as if prepared to behead and bury him; and he was told that a thousand men awaited his decision, and they could not be answerable for his safety if he refused to comply.

During this year the Americans continued to hope for relief to themselves from the progress of the Armed Neutrality, but derived little good from it, though, through their exertions, they beheld Holland added to the open enemies of England. The Dutch Government, flattering themselves that, with nearly all the world against her, England must succumb, had long been secretly in negotiation with the insurgent subjects of England, and their treachery was now suddenly, by a singular circumstance, brought to light. Captain Keppel, cruising in the Vestal frigate off the banks of Newfoundland, in the month of September, captured one of the American packets. On the approach of the British boats to the packet, it was observed that something was hastily flung overboard. A sailor leaped from one of the boats into the sea, and succeeded in securing this something before it had sunk beyond reach. It turned out to be a box, which had been weighted with lead, but not sufficiently to render it so rapid in its descent as to prevent its seizure by the British tar. On being opened, it revealed a mass of papers belonging to an American emissary to the Court of Holland, and opened up a long course of negotiations, and an eventual treaty of peace and commerce between Holland and our American colonies. The bearer of these papers was discovered on board the packet, in the person of Henry Laurens, late president of the American Congress. These most important papers, together with their bearer, were sent with all speed to England. Copies were forwarded to Sir Joseph Yorke, our Ambassador at the Hague, who was instructed to demand from the States General the disavowal of the negotiations. The States General, confounded by the discovery of their clandestine negotiations, remained silent for a week, and then only replied by advancing complaints of violence committed by the British navy on their traders, and of its having insulted the Dutch flag by seizing some American privateers in the port of the island of St. Martin, under the very guns of the fort. Sir Joseph did not allow himself to be diverted from his demand, but again, on the 12th of December, a month after the presentation of his memorial, demanded an answer. No answer was returned. England was thus compelled to declare war against Holland on the 20th of December, Sir Joseph Yorke being recalled by the king, and Count Welderen receiving his passports in London.[See larger version][See larger version][See larger version][502]
