TWO:QUEEN VICTORIA IN THE CORONATION ROBES, 1838.It is said that Sir Robert had, some time before, addressed a letter to the Pretender with the object of softening the asperity of his partisans in England, and that this had so raised the hopes of James, that Walpole was actually intending to come round, that he had ordered his followers to avoid anything which should shake his power. Whatever the cause, the fact was striking, and the Opposition having concluded its onslaught upon him, he rose to make his reply. It was an occasion which demanded the utmost exertion of his powers, and he put them forth. Walpole's speech on this day has justly been deemed his masterpiece. It was four o'clock in the morning when he concluded his masterly defence, and the motion was instantly rejected by two hundred and ninety votes against one hundred and six. The immediate effect of the attack appeared to be to strengthen the Minister, and that considerably; his leve the next morning was more crowded than had ever been known, and he seemed to sway the Cabinet with uncontrolled power. But thinking men predicted that the blow would tell in the end, when the momentary enthusiasm had gone off; and Walpole himself seemed to be of the same opinion. The attack, in truth, was but the first outbreak of the storm which, kept up by the implacable spirit of a powerful Opposition, was sure to bear him down at last.

THREE:The prospects of the European war at this juncture, as observed from England, were gloomy in the extreme. The dispersion of the armies of Spain, the retreat and death of Sir John Moore, leaving the whole of the Spanish and Portuguese Peninsula under the feet of Buonaparte, disposed many to believe the power of the conqueror unassailable. The Whig Opposition made every use of this feeling to damage and, if possible, drive their rivals from office. That the Whigs, in power, would have refrained from Continental war any more than the Tories is not to be believed. They had always, when in officeexcept, in the case of Fox, for a short intervalbeen as ready to fight; but they had generally conducted their campaigns with much less ability. Now, their great organ, the Edinburgh Review, indulged in the most vehement censures on the Cabinet; charged all the adverse circumstances of the Spanish and Portuguese war to its bad management; and intimated that it was the most wicked and idiotic folly to hope to contend with Buonaparte at all. But if ever there was a time when the continuance of the war was excusable, and perhaps necessary, it was now. Great Britain had gone fully and freely into the conflict to assist the Continental nations. She had pledged herself[571] solemnly to Spain and Portugal, and to have withdrawn at this crisis would have been equally treacherous to our allies and pusillanimous as regarded the enemy. It would have been, in fact, to proclaim to the world that we had been completely beaten out of the field, that we could not do what we had promised to our allies, and that Napoleon must be left the master of Europe, and the dictator to Britain. Such a confession would have destroyed for ever the prestige of Great Britain, and justly. Ministers felt this, and never were more resolved to persevere to the end. To show that they did not for a moment despair, they signed a treaty of peace and amity with Spain only five days after the arrival of the news of the retreat and death of Sir John Moore, binding themselves never to acknowledge the authority of Buonaparte over Spain, or of any family but of Ferdinand VII. and his lineal successors. That they were supported in their views by Parliament was soon made evident by the rejection, by a majority of two hundred and eight against one hundred and fifty-eight, of a motion of Lord Henry Petty censuring the Convention of Cintra, and, by a majority of two hundred and twenty against one hundred and twenty-seven, of a motion of Mr. Ponsonby for inquiry into the conduct of the late campaign in Spain. Ministers had at length satisfied themselves that they had in Sir Arthur Wellesley a man capable of contending against the haughty tyrant of Europe. The most liberal votes were made for the prosecution of the war. The total of supplies for the year amounted to fifty-three million eight hundred and sixty-two thousand pounds, including a loan of eleven million pounds. For the army twenty-seven million pounds was voted, and for the navy nineteen million pounds. Between twenty and thirty thousand men were drafted from the militia into the regulars, and thus the army was augmented to that amount by soldiers already well trained. The loan was freely taken at a lower interest than any hitherto borrowedthe Opposition asserted, because trade was deranged, and capitalists were at a loss how to invest their money; but the Ministers contended, on the other hand, that it was solely because the war was popular with the nation. Before, however, entering into its arduous and bloody details, we must narrate some disgraceful affairs at home.

THREE:The news of his liberation was carried that night by the mail coaches over all parts of the country, and produced extraordinary excitement throughout the south and west, particularly in Cork, which Mr. O'Connell then represented. There the whole population seems to have turned out, some of the streets being so packed that it was impossible to get along. Processions were soon formed, with bands of music, and green boughs. Even the little children were furnished with the emblems of victory. Along the country roads, too, as well as in the towns and villages, every little cabin had its green boughs stuck up, and its group of inhabitants shouting for "the Liberator." At night, in the towns, every house was illuminated, while bonfires blazed on the mountains, and the horizon seemed on fire in every direction. On the following Sunday the liberation of the prisoners was celebrated in the Metropolitan Church, Dublin. Archbishop Murray sat with his mitre on, and in his grandest robes, on an elevated throne, with crimson canopy. On the opposite side, beneath the pulpit, were chairs of state, on which sat O'Connell and the rest of the "Repeal martyrs." A Te Deum was sung for the deliverance of the liberator of his country; a sermon was preached by O'Connell's devoted friend and chaplain, the Rev. Dr. Miley, who ascribed the liberation, not to the law lords, but to the Virgin Mary.

THREE:At this very moment Necker was receiving his dismissal. His situation at Court had been most painful. The people surrounded the palace, crying, "Vive Necker!" "Vive le Ministre du Peuple!" He was more popular than ever, because he had had no part in the insult to the Tiers tat on the 23rd of June. At the same time, when the queen appeared on the balcony with a child in her arms, the fiercest execrations were uttered amid curses on the aristocrats. This made Necker all the more unpopular within the palace. He was accused of having produced all the mischiefs by advising the king to summon the States General. He retorted that the nobles and bishops were the cause, by preventing the king from following the plans he had laid down. Necker, therefore, begged to resign; but he had been always desired to remain, for the Court apprehended an outbreak if he were dismissed. But now, matters being deemed sufficiently safethe army being in grand forcethe king, on the 11th of July, took him at his word. Necker was just sitting down to dinner when he received the king's note, which begged him to keep his retirement secret, and to get across the frontier as expeditiously as possible.

On the 23rd, Lord North, stating that the dissolution of Parliament was confidently asserted out of doors, declared that such a dissolution, without passing an Appropriation Bill, would be an unparalleled insult to the House. He expressed his astonishment that the Minister did not condescend to utter a syllable on the subject of the proposed change. Pitt, now confident of his position, replied that gentlemen might ask as many questions as they pleased; that he had adopted a course which was advantageous to the country, and did not feel bound to enter then into any explanations. All mystery, however, was cleared up the next day, for the king went down to the House of Lords and prorogued Parliament, announcing that he felt it his duty to the Constitution and the country to convoke a new Parliament. Accordingly, on the following day, the 25th of March, he dissolved Parliament by proclamation.

THREE:The Marquis of Granby resigned his posts as Paymaster-General of the Ordnance and Commander-in-Chief of the Army, much to the annoyance and against the entreaties of the king and the Duke of Grafton. Camden would have done the same, but as the Ministers were anxious to be rid of him, Chatham and his friends counselled him to remain, and put the Ministry to the odium of dismissing him. This was done, and thus two of the men most popular with the publicGranby and Camdenwere lost to the Administration. The Seals, as Lord Shelburne had predicted, went a-begging. Charles Yorke, second son of the former Lord Chancellor, Hardwicke, had all his life been hankering after this prize, but as he was closely pledged to the party of Lord Rockingham, he most reluctantly declined it. Three days subsequently, however, the king, after the levee, suddenly called him into his closet, and so pressingly entreated him to accept the Seals and rescue his sovereign from an embarrassment, that he gave way. This was on the 18th of January. He was to be raised to the peerage by the title of Lord Morden, but, on encountering the keen reproaches of his party at Lord Rockingham's, he went home and committed suicide. The Seals were then successively offered to Mr. de Grey, the Attorney-General, to Sir Eardley Wilmot, and Lord Mansfield, who refused them, and they were obliged to be put in commission, Lord Mansfield consenting to occupy the woolsack, as Speaker to the House of Lords, till that was done. After some time, Sir Sidney Stafford Smythe, one of the barons of the Exchequer, the Honourable Henry Bathurst, one of the justices of the Common Pleas, and Sir Richard Aston, one of the justices of the King's Bench, were named the commissioners.

TWO:All Europe was astonished by the news of the French Revolution. The successful insurrection of the working classes in Paristhe flight of the kingthe abolition of monarchythe establishment of a Republic, all the work of two or three days, were events so startling that the occupants of thrones might well stand aghast at their recital, and tremble for their own possessions. It would not have been surprising if the revolutionary spirit emanating from Paris had, to a large extent, invaded Great Britain and Ireland. The country had just passed through a fearful crisis; heavy sacrifices had been made by all classes to save the people from starvation; many families had been utterly ruined by gigantic failures, and there was still very general privation prevailing in all parts of the United Kingdom. In such circumstances the masses are peculiarly liable to be excited against the Government by ignorant or unprincipled agitators, who could easily persuade[555] them that their sufferings arose from misgovernment, and that matters could never go right till the people established their own sovereigntytill they abolished monarchy and aristocracy, and proclaimed a republic. The Chartist agitation, though not formally proposing any such issue of the movement, had, nevertheless, familiarised the minds of the working classes with the idea of such a revolution. The points of their charter comprised vote by ballot, universal suffrage, annual parliaments, payment of the members, and the abolition of the property qualification. Besides, the Chartist leaders had been in the habit of holding what was called a National Convention, which was a kind of parliament of their own, in which the leaders practised the art of government. The train was thus laid, and it seemed to require only a spark to ignite it; but a thick shower of sparks came from Paris, as if a furnace had been emptied by a hurricane. It would have been almost miraculous if there had been no explosions of disaffection in Great Britain in such circumstances as these.

THREE:On Monday, the 18th of May, O'Connell took his seat under the gallery. Seldom, if ever before, were there in the House so many strangers, peers, or members. The adjourned debate was resumed, and it was resolved that he should be heard at[303] the bar. To the bar he then advanced, accompanied by his solicitor, Mr. Pierce Mahony, who supplied him with the books and documents, which had been arranged and marked to facilitate reference. His speech on that occasion is said to have been one of the most remarkable for ability and argument he ever delivered. It should be observed that his claim to enter the House without taking the oaths was supported from the first by the opinion of Mr. Charles Butler, an eminent English barrister, and a Roman Catholic; but law and precedent were against him, and he could not be admitted. THREE:On the day of Chatham's death, his friend and disciple, Colonel Barr, announced the melancholy event in the House of Commons, and moved that his funeral should be conducted at the public charge, and his remains be deposited in Westminster Abbey. This was seconded by Thomas Townshend, afterwards Secretary of State, and Lord Sydney. All parties consented, with many praises, to this suggestion; and two days afterwards, Lord John Cavendish introduced the subject of a further testimony of public regard for the departed. It was well known that Chatham, notwithstanding the ten thousand pounds left him by the Duchess of Marlborough, notwithstanding the emoluments of his places and pensions, and the noble estate bequeathed to him by Sir William Pynsent, was still in debt. Lord John Cavendish put to the score of disinterestedness what ought probably to have been placed to the account of free living and little care of money, and called on Parliament to reward the descendants of the Earl for the great addition which he had made to the empire as well as to its glory. Lord North cordially assented.

FORE:Buonaparte took up his residence at a palace in the suburbs. In the night there was an alarm of fire; it broke out in the quarter full of bazaars and coachmakers' factories. Napoleon rushed to the spot, and the flames were extinguished by the exertions of the soldiers. The next day all was quiet, and such French as lived in Moscow came out of their hiding-places and joined their countrymen. The following night the fires burst forth again. At first the conflagration had been attributed to accident; now it was felt to be the result of design, and Russians were seen fanatically hurrying from place to place with combustibles in their handsthe preparations of Rostopschin. Buonaparte during the day had taken possession of the Kremlin, and it was in imminent danger. When the fire was discovered near it, it came with the wind; it was extinguished, but the wind changed, and fire rose on that side, and again blew towards the palace. The flames defied all the efforts of the soldiers; they hunted down, according to Napoleon's twenty-first bulletin, no less than three hundred incendiaries, and shot them on the spot. These were armed with fusees six inches long, and inflammables, which they threw on the roofs. Buonaparte, who that day had dispatched a letter to Alexander proposing peace, was in the utmost agitation. He walked to and fro in distraction. "These are indeed Scythians!" he exclaimed. The equinoctial gales rose in all their wild fury. Providence commenced its Nemesis. The Kremlin was on fire, and all was raging fire around it; churches, palaces, streets, mostly of wood, were roaring in the storm. It was with difficulty that Buonaparte could be induced to leave the Kremlin, and as he did so he said gloomily, "This bodes us great misfortunes." TWO:After the lapse of a week the House of Commons met again on the 13th of May, when Lord John Russell immediately rose and stated that since he had last addressed them Sir Robert Peel had received authority from her Majesty to form a new Administration; and the right hon. baronet having failed, her Majesty had been graciously pleased to permit that gentleman to state the circumstances which led to the failure. Sir Robert Peel then proceeded to detail all the facts necessary for the explanation of his position to the country. He had waited upon the Queen according to her desire, conveyed at the suggestion of the Duke of Wellington, who had been sent for by her Majesty in the first instance. The Queen candidly avowed to him that she had parted with her late Administration with great regret, as they had given her entire satisfaction. No one, he said, could have expressed feelings more natural and more becoming than her Majesty did on this[462] occasion, and at the same time principles more strictly constitutional with respect to the formation of a new Government. He stated his sense of the difficulties a new Government would have to encounter; but having been a party to the vote that led to those difficulties, nothing should prevent him from tendering to her Majesty every assistance in his power. He accordingly, the next day, submitted the following list for her approval in the formation of a new Ministry:The Duke of Wellington, Lord Lyndhurst, Earl of Aberdeen, Lord Ellenborough, Lord Stanley, Sir James Graham, Sir Henry Hardinge, and Mr. Goulburn. It was not until Thursday that any difficulty or misconception arose to lead to his relinquishing his attempt to form an Administration. His difficulty related to the Ladies of the Household. With reference to all the subordinate appointments below the rank of a Lady of the Bedchamber he proposed no change; and he had hoped that all above that rank would have relieved him of any difficulty by at once relinquishing their offices. This not having been done, he had a verbal communication with her Majesty on the subject, to which he received next day a written answer as follows:
