The consternation of the city may be imagined. The inhabitants, who had, at first, treated the rumour of the Young Pretender's landing with ridicule, now passed to the extreme of terror. Things being in this position on the arrival of Admiral Lord Howe, he determined still, notwithstanding the Proclamation of Independence, to make every effort to procure a last chance of peace. One of these was a circular declaration to the late royal Governors, enclosing a copy of Lord Howe's commission, and stating that all who should submit would be pardoned; that any town or province which declared its adhesion to the Crown should at once be exempt from the provisions of all the late Acts of Parliament, especially as regarded their trade; and that, moreover, all such persons as were active in promoting the settlement of their districts should be duly rewarded. The moment Congress received this document they ordered it to be published in the newspapers, that "the people might see how the insidious Court of Great Britain had endeavoured to disarm and amuse them," and that "the few whom hopes of moderation and justice on the part of the British Government had still kept in suspense, might now at length be convinced that the valour alone of their country is to save its liberties." Lord Howe, undeterred by this spirited proceeding of Congress, on the 20th of July sent the Adjutant-General once more to Washington, with another letter, still addressed to "George Washington, Esquire," but adding a number of etceteras. Washington was not to be caught by so shallow an artifice. The proposed interview, like the last, therefore, came to nothing, except that Congress took advantage of these repeated efforts to insinuate that the British were afraid of fighting.
ONE:The coronation was a magnificent ceremonial, and during the proceedings in the Abbey, Westminster Hall was being prepared for the banquet. There were three tables on each side, each table having covers for fifty-six persons, and each person having before him a silver plate. The other plate was entirely of gold. The dishes served up were all cold, consisting of fowls, tongues, pies, and a profusion of sweetmeats, with conserves and fruit of every kind. FORE:The earliest statistics by which the progress of popular education may be measured are contained in the Parliamentary returns of 1813, when there were in England and Wales nearly 20,000 day schools, with about 675,000 scholars, giving the proportion of 1 in 17 of the population. There were also 5,463 Sunday schools, with 477,000 scholars, or 1 in 24 of the population. Lord Kerry's Parliamentary returns for 1833 showed the number of day schools and scholars to be nearly doubled, and the proportion to be 1 in 11 of the population. The Sunday schools, during the same period, were trebled in number, and also in the aggregate of children attending; while their proportion to the population was 1 in 9the population having in the interval increased 24 per cent., the day scholars 89 per cent., and the Sunday scholars 225 per cent. Up to this time (1833) the work of education was conducted by private liberality, incited mainly by religious zeal, and acting through the agencies of the two great societies, the British and the National. In that year Government came to their aid, and a meagre grant of 20,000 a year continued to be made till 1839, when it was increased to 30,000. The principle of the British and Foreign School Society, chiefly supported by Dissenters, was, that the Bible should be read without note or comment in the schools, and that there should be no catechism admitted, or special religious instruction of any kind. The total number of schools in 1841 was 46,000, of which 30,000 were private. These statistics indicate an immense amount of private energy and enterprise, the more gratifying from the fact that the greater portion of the progress was due to the working classes themselves. Great improvements had been effected in the art of teaching. Both the British and the National Societies from the beginning devoted much attention to the training of efficient teachers. In 1828 the former sent out 87 trained teachers; in 1838 as many as 183. The National Society commenced a training institution in 1811, and after forty years' progress it had five training colleges, sending out 270 teachers every year.

FORE:The success with Cricklade encouraged William Pitt to bring forward a motion for a general reform of Parliament. This he did on the 7th of May, and was seconded by Wilkes's old ally, Alderman Sawbridge. Pitt did not venture to talk of a Bill, but only to propose a Committee to consider the subject. This was granted; but it was soon apparent that nothing would be done. The Ministers were at variance on the subjectsome went one length, and some another; many of them were as determined against all Parliamentary reform as any Tories. Rockingham, the Prime Minister, especially, held much borough influence. He was utterly opposed, in secret, to all such reforms. Pitt himself would hear nothing of repealing the Septennial Act; but he was for sweeping away rotten boroughs and transferring their votes to the counties; he went for equalising the whole representation, for destroying the influence of the Treasury and the hereditary right assumed by the aristocracy, and, by disfranchising the rotten boroughs, for sweeping the House of the creatures of the India House. He was zealously supported by Fox, Sheridan, Sir George Savile; and the Duke of Richmond, in the Lords, warmly commended the movement; but the motion had the fate that might have been expectedit was negatived, though only by twenty votes.[See larger version]
FORE:Great attention during this reign was devoted to the manufacturing of clocks and watches. To such eminence had the English manufacture of watches arrived, that in 1799 it was calculated that the value of watches and marine chronometers alone manufactured in and around London amounted to a million of money yearly. In 1762 John Harrison claimed the reward offered by Act of Parliament for a chronometer which would ascertain the longitude within sixty, forty, or thirty miles. For the least accurate of these the reward was ten thousand pounds, for the next more accurate fifteen thousand pounds, and for the best twenty thousand pounds. Harrison produced a chronometer which, after two voyages to the West Indies, entitled him to the highest prize, but a fresh Act of Parliament was passed, refusing him more than two thousand five hundred pounds until he had made known the principle of his invention, and assigned his chronometer for the public use. Even when these new terms were complied with he was only to receive ten thousand pounds, and the remainder on the correctness of the chronometer having been sufficiently tested. Harrison very justly complained of these new stipulations, and of the delays thus interposed; but in 1767, nine years before his decease, he obtained the full amount of the premium. In 1774 a premium of five thousand pounds was offered by Act of Parliament for a chronometer that should ascertain the longitude within one degree of a great circle, or sixty geographical miles; seven thousand five hundred pounds for one that would ascertain the longitude within two-thirds of that distance; and ten thousand pounds for one that would ascertain it within half a degree. This called out the efforts of various competitorsHarrison, Meadge, Kendal, Coombe, and numbers of others. In 1777 Meadge produced two, which were submitted to the test of the Astronomer-Royal, Dr. Maskelyne, and pronounced unfavourably upon; but Meadge petitioned Parliament against this decision, and, on the report of a committee on his chronometers, he was awarded a premium of two thousand five hundred pounds.

The conduct of the Government in reference to the Congress was the subject of an animated debate in the House of Commons, which began on April 28th and lasted three days. It was on a motion for a Vote of Censure for the feebleness of tone assumed by the Government in the negotiations with the Allies, an amendment having been proposed expressive of gratitude and approbation. In Mr. Canning's speech on the third day there was one remarkable passage, which clearly defined his foreign policy, and showed that it had a distinct purpose, and aimed at an object of the highest importance. He said:"I contend, sir, that whatever might grow out of a separate conflict between Spain and France (though matter for grave consideration) was less to be dreaded than that all the Great Powers of the Continent should have been arrayed together against Spain; and that although the first object, in point of importance, indeed, was to keep the peace altogether, to prevent any war against Spain, the first in point of time was to prevent a general war; to change the question from one affecting the Allies on the one side and Spain on the other, to a question between nation and nation. This, whatever the result might be, would reduce the quarrel to the size of ordinary events, and bring it within the scope of ordinary diplomacy. The immediate object of England, therefore, was to hinder the impress of a joint-character from being affixed to the war, if war there must be, with Spain; to take care that the war should not grow out of an assumed jurisdiction of the Congress; to keep within reasonable bounds that predominating areopagitical spirit which the memorandum of the British Cabinet of May, 1820, describes as beyond the sphere of the original conception and understood principles of the alliancean alliance never intended as a union for the government of the world, or for the superintendence of the internal affairs of other states; and this, I say, was accomplished."[570]Ministers were in haste to close and dissolve Parliament in order to call a new one before the very probable demise of the kingfor though they had provided that in case of the decease of the queen the Parliament should not reassemble, this did not apply to the decease of the king; and should this take place before the day fixed for the assembling of the new Parliament, the old Parliamenteven though formally dissolvedwould reassemble: therefore, on the 10th of Junethe very day after the passing of the supplementary Alien Billthe Prince Regent came down to the House of Lords, prorogued Parliament, and then immediately the Lord Chancellor pronounced it dissolved.
