TWO:There was besides a tax called Church Cess, levied by Protestants in vestry meetings upon Roman Catholics for cleaning the church, ringing the bell, washing the minister's surplice, purchasing bread and wine for the communion, and paying the salary of the parish clerk. This tax was felt to be a direct and flagrant violation of the rights of conscience, and of the principles of the British Constitution; and against it there was a determined opposition, which manifested itself in tumultuous and violent assemblages at the parish churches all over the country on Easter Monday, when the rector or his curate, as chairman of the meeting, came into angry collision with flocks who disowned him, and denounced him as a tyrant, a persecutor, and a robber.BURNING OF THE HOUSES OF PARLIAMENT. TWO:At the Congress, which began in June, William Stanhope, Horace Walpole, and Poyntz represented England. At Paris Lord Waldegrave supplied the place of Horace Walpole; and at the Hague the Earl of Chesterfield ably managed the national interests. At the Congress there was a frequent exchange of memorials and counter-memorials, but no real business was done. The only things which grew apparent were that France and Spain were becoming more reconciled, and that the league between Spain and the Emperor was fast dissolving.As soon as the Ministry had been restored, the House reassembled for the election of a new Speaker in the room of Mr. Abercromby, who had declared his intention of resigning, having no longer sufficient strength to perform the arduous duties imposed on him by his office. When his intention was announced, he received, through Sir Robert Peel and Lord John Russell, the highest testimony of the esteem in which he was held by the two great parties, not only for his conduct in the Chair, but also for his strenuous exertions to improve the mode of conducting the private business of the House. This was in accordance with precedent, but as a matter of fact Mr. Abercromby was a very weak Speaker, and his ruling had been repeatedly questioned by the House. He was chosen Speaker in 1835. On his resignation of that office he was raised to the peerage as Lord Dunfermline. Mr. Handley nominated Mr. Shaw Lefevre, member for North Hants, as a person eminently qualified to succeed to the vacant chair. Mr. Williams Wynn, a member of great experience and reputation in the House, proposed Mr. Goulburn, member for the University of Cambridge. The motion was seconded by Mr. Wilson Patten. It was a party contest, and tested the strength of the Ministry and the Opposition. The House divided on the motion that Mr. Shaw Lefevre do take the Chair, which was carried by a majority of eighteen, the numbers being 317 and 299.

Lingray, 1,500, and a commissionership of stamps.The king now announced to Ministers his fixed resolve to call in another Cabinet, though the Whigs had endeavoured to keep office by dropping the Bill, and on the 25th of March they delivered to the king their seals of office. Erskine alone retained his for a week, that he might pronounce his decrees on the Chancery suits which had been heard by him; and two days before he parted with the Seal, he took the opportunity to make his son-in-law, Edmund Morris, a Master in Chancery. This was regarded as a most singular act, Erskine being no longer bona fide Chancellor, but only holding the Seal for a few days after the resignation of his colleagues, to complete necessary business. The House adjourned to the 8th of April, and before this day arrived the new appointments were announced. They werethe Duke of Portland, First Lord of the Treasury; Lord Hawkesbury, Secretary of the Home Department; Canning, Secretary for Foreign Affairs; Lord Castlereagh, Secretary for War and the Colonies; the Earl of Chatham, Master of the Ordnance; Spencer Perceval, Chancellor and Under-Treasurer of the Exchequer; Lord Camden, Lord President of the Council; Lord Bathurst, President of the Board of Trade, with George Rose as Vice-President; the Earl of Westmoreland, Keeper of the Privy Seal; Lord Eldon, Lord Chancellor; and the Duke of Richmond, Lord-Lieutenant of Ireland. As the Duke of Portland's health was bad, the real Prime Minister was Mr. Perceval.The domestic serenity of the realm was, however, greatly disturbed at this moment by Dean Swift, who seized on the occasion to avenge himself on the Whig Ministry for the defeat and punishment of his party, and especially of his particular friends and patrons, Oxford and Bolingbroke. There had long been a great deficiency of copper coin in Ireland. The Government undertook to remove this pressing want of so useful a medium, and they set about it in an honest and honourable manner as regarded the quality of the coin. Tenders were issued, and various offers received for the coining of farthings and halfpence to the value of a hundred and eight thousand pounds. The proposal of Mr. William Wood, an iron and copper founder, of Wolverhampton, was accepted; but the quality of the coin, both as to weight and fineness, was determined by the advice of Sir Isaac Newton, then Master of the Mint, and Wood was bound under heavy penalties to furnish it according to this stipulation. Every care was used by the Ministers and the Solicitor- and Attorney-General to insure the supply of a much better copper coinage than Ireland had ever possessed before.But this was only the lull before the storm. Burke and Francis were living, and the thunder-bolts were already forged which were to shatter his pleasing dream of approval. His agreeable delusion was, indeed, soon ended. On the 24th of January, 1787, Parliament met, and Major Scott, an officious friend of Hastings, unfortunately for the ex-Governor-General, relying on the manifestation of approbation of Hastings by the Court and fashionable circles, got up and asked where now was that menace of impeachment which Mr. Burke had so long and often held out? Burke, thus challenged, on the 17th of February rose and made a call for papers and correspondence deposited in the India House, relative to the proceedings of Hastings in India. He also reminded Pitt and Dundas of the motion of the latter on the 29th of May, 1782, in censure of the conduct of Hastings on the occasions in question. This was nailing the ministers to their opinions; but Dundas, now at the head of the Board of Control, repeated that he still condemned the conduct of Hastings, but taken with the services which he had rendered to the country in India, he did not conceive that this conduct demanded more than censure, certainly not impeachment. Fox supported Burke, and Pitt defended Hastings, and attacked Fox without mercy. There was a feeling abroad that the king was determined to support Hastings, and the proceedings of Pitt confirmed this. Burke's demand for papers was refused, but this did not deter Burke. On the 4th of April he rose again and presented nine articles of impeachment against Hastings, and in the course of the week twelve more articles. To these a twenty-second article was afterwards added.In the following June Lord Stanhope again came forward with a Bill to remove some of these enactments, and he showed that the literal fulfilment of several of them was now impossible; that as to compelling every man to go to church, by returns lately made to that House it was shown that there were four millions more people in England than all the churches of the Establishment could contain. With respect to the Church enforcing uniformity, he said that the variations between the Book of Common Prayer printed at Oxford and that printed at Cambridge amounted to above four thousand. His Bill was again thrown out by thirty-one against ten; but his end was gained. He had brought the injustice towards the Dissenters so frequently forward, and it was now so glaring, and the Dissenters themselves were become so numerous and influential, that the question could be no longer blinked. On the majority being pronounced against the Bill, Lord Holland rose and asked whether, then, there was to be nothing done to remove the disabilities under which Dissenters laboured? If that were the case, he should be under the necessity of bringing forward a measure on that subject himself. This compelled Ministers to promise that something should be done; and, on the 10th of the same month, Lord Castlereagh proposed to bring in a Bill to repeal certain Acts, and to amend others respecting persons teaching or preaching in certain religious assemblies. This Act, when explained, went to repeal the 13 and 14 Charles II., which imposed penalties on Quakers and others who should refuse to take oaths; the 16 of Charles II., known as the Five Mile Act, which prohibited any preacher who refused to take the non-resistance oath coming within five miles of any corporation where he had preached since the Act of Oblivion, under a penalty of fifty pounds; and the 17, which also imposed fine and imprisonment on them for attempting to teach a school unless they went to church and subscribed a declaration of conformity. It also repealed the 22 Charles II., commonly called the Conventicle Act. Instead of those old restraints, his Act simply required the registration of all places of worship in the bishop's or archdeacon's court; that they must not be locked, bolted, or barred during divine service, and that the preachers must be licensed according to the 19 George III. These conditions being complied with, all persons officiating in, or resorting to such places of worship, became entitled to all the benefits of the Toleration Act, and the disturbance of their assemblies became a punishable offence. This Bill passed both Houses, and became known as the Statute of 52 George III.
