TWO:Both Houses adjourned, by successive motions, to the 10th of March; they then met, and were informed by the Lord Chancellor that, by the blessing of Providence, his Majesty being recovered from his severe indisposition, and able to attend to the public affairs of his kingdom, had issued a commission authorising the holding and continuing of Parliament; and the commission having been read, the Chancellor declared himself commanded to convey to them his Majesty's warmest acknowledgments for the additional proofs they had given of their attachment to his person. Addresses were then moved, as at the commencement of a Session, by both Houses, and also addresses of congratulation to her Majesty the queen; and the same evening the capital was illuminated, and the most sincere joy was evidenced in the happy event of the royal convalescence. On the 8th of April Pitt informed the House that the king had appointed Thursday, the 23rd of that month, as a day of public thanksgiving for his recovery, and that it was his Majesty's intention to go in procession to St. Paul's Cathedral on that day, to return thanks to Almighty God. The House voted thanks for his Majesty's having taken measures for their accommodation on the occasion, and passed a resolution to attend.

THREE:The corruptionists in Parliament were deaf to eloquence or remonstrance; the base contractors sitting there, and the other vile absorbers of the money voted by the country for the most sacred purposes, for the preservation of the integrity and existence of the empire, sat still in impudent hardihood; but the sound of these stirring words was already out of doors. The City of London voted thanks to the Duke of Richmond and the Earl of Shelburne for their motions, and for their promised resumption of the subject on the 8th of February. A great meeting was called at York to induce that county to prepare a petition for reform in Parliament. Many efforts were made by persuasion and by menace to prevent these freeholders from meeting. But the Marquis of Rockingham and Sir George Savile stood forward, attended the meeting, and encouraged the freeholders. The meeting was held on the 30th of December, and, besides these distinguished men, was attended by peers, gentlemen, clergymenthe richest and noblest in the county. A petition was adopted to the House of Commons in the strongest terms. Before separating, this most important meeting appointed a committee of correspondence, consisting of sixty-one gentlemen, to carry out the objects of the petition, and still further to prepare the plan of a national association for the promotion of the great business of reform. The contagion spread rapidly; in numbers of other counties, and in many of the leading cities, similar petitions were got up, and committees of correspondence formed. The result was that very soon, in the counties of Middlesex, Chester, Hants, Hertford, Sussex, Huntingdon, Surrey, Cumberland, Bedford, Essex, Gloucester, Somerset, Wilts, Dorset, Devon, Norfolk, Berks, Bucks, Nottingham, Kent, Northumberland, Suffolk, Hereford, Cambridge, Derby, Northampton, and the towns of York and Bristol, Cambridge, Nottingham, Newcastle, Reading, and Bridgewater, petitions were prepared, and in most of them corresponding committees organised.Here, then, our history of the political transactions of the reign of George III. terminates. That reign really terminated in 1811, with the appointment of the Regency, which continued the ruling power during the remainder of his life. From that date it is really the history of the Regency that we have been prosecuting. But this was necessary to maintain the unity of the narrative of that most unexampled struggle which was involving the very existence of every nation in Europe. Of all this the poor old, blind, and deranged king knew nothinghad no concern with it. The reins of power had fallen from his hands for ever: his "kingdom was taken from him, and given to another." He had lived to witness the rending away of the great western branch of his empire, and the sun of his intellect went down in the midst of that tempest which threatened to lay in ruins every dynasty around him. We have watched and detailed that mighty shaking of the nations to its end. The events of the few remaining years during which George III. lived but did not rule, were of a totally different character and belong to a totally different story. They are occupied by the national distresses consequent on the war, and the efforts for reform, stimulated by these distresses, the first[119] chapter of which did not close till the achievement of the Reform Bill in 1832.

THREE:[70]During this momentous struggle, Russia was munificently supported by Great Britain. The peace which Mr. Canning, afterwards Lord Stratford de Redcliffe, our ambassador at Constantinople, had been the means of effecting between Turkey and Russia, released Admiral Tchitchagoff and his army of thirty thousand men to march against Buonaparte; and had not that stupid personage suffered himself to be so grossly deceived by the French Emperor at the Beresina, neither Buonaparte nor a man of his army had ever got across that river. At the same time peace was made with Russia by Great Britain, and Russia sent her fleet, for security, to an English port during the invasion. Peace also was ratified between Great Britain and Sweden; and Bernadotte was at liberty to pursue his plans for aiding in the general movement of the North for the final extinction of the Buonaparte rule. Great Britain also bountifully supplied the Russians with money and arms, and other necessaries, so that a French officer who accompanied General Lauriston to the headquarters of the Russian army was astonished to find abundance of British money circulating and in the highest esteem, though Buonaparte had represented Great Britain as on the verge of bankruptcy. "When I saw British bank-notes passing," he said, "as if they were gold, I trembled for our daring enterprise."

This is a process example of a device that continuously and simultaneously concentrates two types of waste liquid with a single high-efficiency steam compressor.

  • By evaporating the steam using a mechanical compressor and reusing it, almost no heating steam is alomost required except the time of start-up, so large energy savings can be expected.
  • By combining with a thin film falling heat exchanger that does not raise the boiling point due to the liquid depth, it is possible to utilize the temperature difference of the compressor at the maximum.
  • Since the residence time and heating time are short and the holding amount is small, starting and stopping can be performed in a short time.
  • It will prevent scale adhesion in the can that the evaporator is divided into two parts, and that the supply of the undiluted solution is alternately switched over a fixed period of time to perform heat concentration.
