ONE:On the 6th of Juneonly a fortnight after Howe's departurethe three Commissioners, Lord Carlisle, Mr. Eden, and Governor Johnstone, arrived. They learned with consternation and unspeakable chagrin this order for the evacuation of Philadelphia, and, still more, that so important a dispatch had been kept concealed from them. There was not a single circumstance in favour of the Commissioners. At the same moment that we were making this disastrous retreat from the hardly-won Philadelphia, publishing our weakness to the world, Congress had just received the mighty news of French alliance, French aid, and French ships and troops steering towards their coasts. The Commissioners came furnished with propositions the most honourable and favours the most absolute. They were authorised to offer to the Americans that no military forces should be maintained in the Colonies without the consent of the General Congress or of the Assembly of a particular State; that England would take measures to discharge the debts of America, and to give full value to its paper money; would admit an agent or agents from the States into the British Parliament, and send, if they wished it, agents to sit with them in their Assemblies; that each State should have the sole power of settling its revenue, and perfect freedom of internal legislation and governmentin fact, everything except total severance from the parent country. Such terms, conceded at the proper time, would have made war impossible; but the proper time was long past, and they were now useless. The Commissioners applied to Washington for a passport to Congress, in order to lay the proposals brought by the Commissioners before them. But Washington bluntly refused the passport; and only consented to forward the letter through the common post. Congress took time to deliberate on the contents of the letter, and then returned an answer through their President, that the Act of Parliament and the forms of the Commission all supposed the American States to be still subject to Great Britain, which had long ceased to be fact; and that Congress could listen to no overtures from the King of England until he had withdrawn his fleet and armies, and was prepared to treat with them as independent States. The Commissioners could only retire, leaving behind them a manifesto threatening the utmost severities of war.
There it goes around! shouted Dick, unheard, excited, as the beam of the hydroplane swung in a wide arc from shore, heading once more back toward Long Island. That is the proper way to bring up dogs. It makes them useful members of society. And it applies equally well to Indians. It has worked beautifully with them for several hundred years. In Canada they have run it on another principle. But they have missed much of the fun we have had out of it. In the territories there was plenty of such fun. And it had pretty well reached its height in the spring of '83.To commence a course of more rigour in Massachusetts, Governor Hutchinson was recalled, and General Gage, a man who had seen service, and had the reputation of firmness and promptitude, was appointed in his stead. But the mischief of the new Acts became rapidly apparent. Had the Boston Port Bill alone been passed, perhaps not much harm might have been done. There were numbers of people throughout America who were of opinion that Boston had gone too far in destroying the tea, and might have remained passive if the Bostonians had been compelled to make compensation. But the fatal Act was[212] that which abolished the Massachusetts Charter. That made the cause common; that excited one universal alarm. If the British Government were thus permitted to strike out the colonial Charters at pleasure, all security had perished. All the colonies determined to support their own cause in supporting that of Massachusetts. It occurred to Cairness that it was ungenerous of Landor to revenge himself by a shot from the safe intrenchment of his rank. "Mrs. Landor has had time to tell me nothing," he said, and turned on his spurred heel and went off in the direction of the post. But it was not a situation, after all, into which one could infuse much dignity. He was retreating, anyway it might be looked at, and there is bound to be more or less ignominy in the most creditable retreat."Your best chance for keeping out of jail, too," he insisted, "is to keep on the right side of me. Sabe? Now what I want to know is, what part Stone has in all this." He did not know what part any one had had in it, as a matter of fact, for he had failed in all attempts to make Lawton talk, in the two days he had had before leaving the post. Now, Mister Jeff, he remarked, safe behind the roar of their climb. Go anywhere you likelife preserver and all. Ill make the tracks sandy for you if you want to stop! He employed a railway expression, whimsically applying it to the airplane instead.
