So that a son might be deprived of lands or other property settled upon him at his marriage, or at any other time, if his father ceased to attend church, though he himself went punctually; and by the 21 James I. the informers were stimulated by great rewards to lay complaints against all whom they could discover offending. And, moreover, any person was to be considered an absentee from church, and liable to all the penalties, who did not remain in church during the whole time of the service; and, also, not only on Sundays, "but upon all the other days ordained and used to be kept as holidays." All these odious enactments were left in force by the Toleration Act, except that they did not compel every one to go to church, but to some licensed place of worship.

The victories of Clive, Eyre Coote, and others, were telling on our commerce. During the early part of this period this effect was slow, and our exports to India and China up to 1741 did not average more than 148,000 per annum in value. Bullion, however, was exported to pay expenses and to purchase tea to an annual amount of upwards of half a million. Towards the end of this period, however, our exports to India and China amounted annually to more than half a million; and the necessity for the export of bullion had sunk to an annual demand for less than 100,000. The amount of tea imported from China during this period rose from about 140,000 pounds annually to nearly 3,000,000 pounds annuallyan enormous increase.

The Empress Maria Theresa, never reconciling herself to the seizure of Silesia by Frederick, and not finding England disposed to renew a war for the object of recovering it, applied to her old enemy, France. It required some ability to accomplish this object of detaching France from its ancient policy of hostility to Austria, pursued ever since the days of Henry IV., and in severing the alliance with Prussia; but her Minister, Kaunitz, who had been her ambassador in Paris, contrived to effect it. The temptation was thrown out of the surrender of Belgic provinces to augment France, in return for assistance in recovering German possessions from Prussia. To add fresh stimulus to this change, the vengeance of offended woman was brought into play. Madame Pompadour, Louis XV.'s all-powerful mistress, had sent[124] flattering compliments to Frederick by Voltaire; but the Prussian king only repaid them with sneers. On the other hand, the virtuous Maria Theresa did not blush to write, with her own hand, the most flattering epistles to the Pompadour. By these means, the thirst of revenge raised in the heart of the French mistress worked successfully the breach with Prussia and the alliance with Austria. The same stimulus was tried, and with equal effect, on the Czarina Elizabeth, on whose amorous licence the cynical Prussian monarch had been equally jocose. Kaunitz knew how to make the sting of these ungallant sallies felt at both Paris and St. Petersburg, and the winter of 1755-6 saw the Russian alliance with Prussia and England renounced, the English subsidy, with far more than German probity, renounced too, and Russia pledged to support Austria and France. The Elector of Saxony, Augustus, King of Poland, who amused himself with low pot-house companions and tame bears, and left his affairs to his minister, Count Brühl, was also induced, by the promise of Prussian territory, to join the league; and even Sweden, whose queen, Ulrica, was sister to Frederick, was drawn over to take side against him, in the hope of recovering its ancient province of Pomerania. This confederation of ninety millions of people, leagued against five millions, was pronounced by Pitt "one of the most powerful and malignant ones that ever yet threatened the independence of mankind."The measure, which was founded on the recommendations of the report, was advocated principally by Lord John Russell, Lord Melbourne, and Mr. C. Hobhouse. The plan was intended to provide for 183 corporations, extending to a population of at least 2,000,000. Many of these corporations governed large and important towns, of which they did not sufficiently represent the property, intelligence, and population. In Bedford the corporation composed only one in seventy of the people, and one-fortieth of the property. In Oxford there were only 1,400 electors, and seldom more than 500 voted at an election. In Norwich 315 of the electors were paupers. In Cambridge there were only 118 freemen, out of a population of 20,000; and while the annual rental was more than 25,000, the property of freemen amounted to little more than 2,000. These were only samples of the strange anomalies that everywhere prevailed. It was obvious to every one that corporations so constituted were altogether unfitted for the objects which they were originally designed to answer. On the contrary, they tended directly to frustrate those objects, and to render the proper government of towns impracticable. They engendered jealousy and distrust between the small governing power and the body of the people. A few persons carrying on the government for their own benefit were connected with a portion of the lower classes, whose votes they purchased and whose habits they demoralised. With such a monopoly the grossest abuses were inevitable. Charitable funds, often large in amount, which had been left for the benefit of the whole people, were either lavishly distributed among the venal dependents of the governing body, squandered on civic feasts, or spent in bribing the freemen in order to secure their votes. In short, the general if not the universal practice had been to use the powers of municipal corporations, not for the good government or benefit of the towns over which they presidednot in order that they might be well and quietly governed in the terms of the charters, but for the sole purpose of establishing an interest which might be useful in the election of members of Parliament.[293]
