TWO:Whilst this extirpation of the Pindarrees had been going on, the cholera broke out at Jessore, in the low lands of the Delta of the Ganges. This fatal disease has been supposed by medical men to receive its force, if not its origin, from the want of salt in this unhealthy district. Salt being one of the monopolies of the East India Company, it was not permitted, though abundant in Madras, to be carried into Bengal except on payment of a duty of two hundred per cent. The natives, therefore, who subsisted on a rice diet, not being able to procure this necessary antiseptic, frequently fell victims to the terrible scourge of cholera. From this centre, where it may fairly be said to have raged in perpetuity, it now spread rapidly up the course of the Ganges, the Jumna, and their confluent rivers, and if the British impost on salt had anything to do with the prevalence of the epidemic, a severe retribution now fell upon those who profited by it. The Marquis of Hastings, the Governor-General, was posted in Bundelcund with his army, when it appeared there and swept away thousands. The very men attending on the Governor-General at dinner dropped down behind his chair and died. To seek a healthier region, he marched eastward, but all the way the pest pursued him, and when he reached the healthy station of Erich, on the right bank of the Betwah river, towards the end of November, one-tenth of the force had fallen under its ravages. The scourge did not stop there, but for a number of years continued to spread at an amazing speed, and eventually overspread Europe with its horrors.

But the violent proceedings of Hastings and his Council, partly against each other, and still more against the natives, did not escape the authorities at home. Two committees were appointed in the House of Commons in 1781, to inquire into these matters. One of them was headed by General Richard Smith, and the other by Dundas, the Lord Advocate of Scotland. In both of these the conduct of Hastings, especially in the war against the Rohillas, was severely condemned, and the appointment of Impey to the new judicial office was greatly disapproved. In May, 1782, General Smith moved an address praying his Majesty to recall Sir Elijah Impey, which was carried unanimously, and he was recalled accordingly. Dundas also moved and carried a resolution declaring it to be the duty of the Court of Directors to recall Warren Hastings, on the charge of his "having, in sundry instances, acted in a manner repugnant to the honour and policy of the nation." The Court of Directors complied with this suggestion; but Lord Rockingham dying, his Ministry being dissolved, and Burke, the great opponent of Indian oppressions, being out of office, in October the Court of Directors, through the active exertions of the friends of Hastings, rescinded his recall. The succeeding changes of administration, and their weakness, first that of the Shelburne, and then that of the Coalition Ministry, enabled Hastings to keep his post in India, and finish the war in Madras. It was the India Bill of Pitt in 1784, which, by creating the Board of Control, and enabling the Government to take immediate cognisance of the proceedings of the Governors-General, and other chief officers in India, broke the power of Hastings, and led him to resign, without, however, enabling him to escape the just scrutiny which his administration needed. Sir R. Musgrove, made receiver of customs, with 1,200 a year.Meanwhile, Colonel Thornton, though delayed, and with only a handful of men, still pushed on towards the battery, surprised the Americans, who expected no attack in that quarter, and carried it against overwhelming numbers. When about to turn the captured guns against the enemy, a messenger came in haste to say that Pakenham had fallen, and the attacking force had retired. But Thornton would not retrace his steps without carrying off a good quantity of the artillery, amongst which was a howitzer, inscribed, "Taken at the surrender of Yorktown, 1781." On his return to the main body, which he did without any pursuitfor even so small a band the Americans did not venture to pursueit was found that he had had but three men killed and forty wounded, he himself being amongst the latter.CHAPTER IX.
