ONE:"As the Samurai were the military class before the revolution, they retain the same character, to a large degree, under the present system. They are the officers of the army and navy, and, to a great extent, they fill the ranks of the soldiery. Those who accepted the change and remained loyal to the government have received appointments where there were vacancies to be filled, and the strength of Japan to-day is largely in the hands of the old Samurai. But, as might be expected, there was much discontent at the change, and some of the Samurai went into open rebellion against the government.
