THREE:The rapid growth of the commerce of the American colonies excited an intense jealousy[166] in our West Indian Islands, which claimed a monopoly of supply of sugar, rum, molasses, and other articles to all the British possessions. The Americans trading with the French, Dutch, Spaniards, etc., took these articles in return; but the West Indian proprietors prevailed upon the British Government, in 1733, to impose a duty on the import of any produce of foreign plantations into the American colonies, besides granting a drawback on the re-exportation of West Indian sugar from Great Britain. This was one of the first pieces of legislation of which the American colonies had a just right to complain. At this period our West Indies produced about 85,000 hogsheads of sugar, or 1,200,000 cwts. About three hundred sail were employed in the trade with these islands, and some 4,500 sailors; the value of British manufactures exported thither being nearly 240,000 annually, but our imports from Jamaica alone averaged at that time 539,492. Besides rum, sugar, and molasses, we received from the West Indies cotton, indigo, ginger, pimento, cocoa, coffee, etc.

THREE:The ambiguities and uncertainties which Plotinus exhibits in theorising on the origin of Matter, are due not only to the conflicting influences of Plato and Aristotle, but also to another influence quite distinct from theirs. This is the Stoic cosmology. While utterly repudiating the materialism of the Stoics, Plotinus evidently felt attracted by their severe monism, and by the consistent manner in which they derived every form of existence from the divine substance. They too recognised a distinction between Form and Matter, the active and the passive principle in Nature, but they supposed that the one, besides being penetrated and moulded by the other, had also been originally produced by it. Such a theory was well suited to the energetic and practical character of Stoic morality, with its aversion from mere contemplation, its immediate bearing on the concrete interests of life. Man was conceived as an intelligent force, having for his proper function to bring order out of chaos, to make reason and the will of God prevail, and this ideal appeared to be reflected in the dynamic constitution of Nature. With Plotinus, on the other hand, as with Aristotle, theory and not practice was the end of life, or rather, as he himself expressed it, practice was an inferior kind of theorising, an endeavour to set before oneself in outward form what should properly be sought in the noetic world where subject and object are one.490 Accordingly, while accepting the Stoic monism, he strove to bring it into close agreement with Aristotles cosmology, by substituting contemplation for will as the creative principle in all existence, no less than as the ideal of happiness for man.The year 1732 was distinguished by little of importance. The Opposition, led on by Pulteney, attacked the Treaty of Vienna, concluded on March 16th, 1731, by which the Pragmatic Sanction had been approved of, and which, they contended, might lead us into a Continental war some day, or into a breach of the public faith, of which, they asserted, this Ministry had perpetrated too many already. Hervey contended that the writers who attacked Government ought to be put down by force, and in his own person he attempted to put this in practice; for Pulteney being suspected by him of having written a scarifying article on him in The Craftsman, he challenged him, and both combatants were wounded. Plumer very justly contended that scribblers ought to be left to other scribblers.
