The state of the Church of England was one of the most surprising deadness and corruption. Vast numbers of the churches had no minister resident, except a poor curate at a salary of some twenty pounds per annum, who, therefore, was compelled to do duty in two or three neighbouring parishes at once, in a manner more like the flying tailor of Brentford than a Christian minister; and the resident incumbents were for the most part given up to habits of intoxication, inherited from the last reign. Some of these ruling pastors held three or four livings, for the licence as to the plurality of livings was then almost unbounded.
ONE:John Wilson, though born so far back as 1785, was one of the writers of this period distinguished for originality, freshness, power, and rich fancy, combined with learning and eloquence. As "Christopher North" he was long the delight of the readers of Blackwood's Magazine. His criticisms on poetry were distinguished by a profusion of thought and imagery, which flowed forth so rapidly, and sometimes so little under the control of judgment, that there seemed no reason why the[439] stream of illustration should not flow on for ever. He was a poet as well as a critic; but it is a singular fact that his imagination, like that of Milton, was more active in prose than in verse. In the latter, his genius was like a spirited horse in harness; in the former, like the same horse unbridled, and bounding wildly over the prairies. His principal poetical work was "The Isle of Palms," published in 1812, which was followed by one more elaborate, "The City of the Plague." Among the most popular of his prose fictions are, "The Lights and Shadows of Scottish Life," "The Trials of Margaret Lyndsay," and "The Foresters." But it was in periodical literature that he shone most brightly. Soon after the establishment of Blackwood's Magazine, in 1817, he became its chief editor, and thenceforward he poured forth through this organ all the treasures of his intellect. In 1820 he succeeded Dr. Thomas Brown as Professor of Moral Philosophy in the University of Edinburgh, which he held till 1851, when he resigned, in consequence of ill-health, receiving about the same time a pension of 300 a year from the Crown. As a professor he was greatly beloved by his students, on account of his genial nature and the warm interest he took in their welfare; and he was always surrounded by troops of friends, who respected his character almost as much as they admired his genius. He died in 1854.

In the early portion of the reign the manners and customs differed little from those described in the preceding one. There was great dissipation, and even coarseness of manners, amongst the nobility and gentry. It was the custom to drink to intoxication at dinners, and swearing still garnished the language of the wealthy as well as of the low. Balls, routs, the opera, the theatre, with Vauxhall and Ranelagh, filled up the time of the fashionable, and gaming was carried to an extraordinary extent. Amongst our leading statesmen Charles Fox was famous for this habit. Duelling was equally common, and infidelity amongst fashionable people was of[203] notorious prevalence. George III. and his queen did what they could to discourage this looseness of morals, and to set a different example; but the decorum of the Court was long in passing into the wealthy classes around it. An affluent middle class was fast mingling with the old nobility, and this brought some degree of sobriety and public decency with it. Amongst the lower classes dog-, cock-, and bull-fights were, during a great part of the reign, the chief amusements, and the rudest manners continued to prevail, because there was next to no education. Wesley, Whitefield, and their followers, were the first to break into this condition of heathenism. Robberies and murders abounded both in town and country, and the police was of a very defective character. For the most part there was none but the parish constable. The novels of Fielding and Smollett are pictures of the rudeness and profligacy of these times. The resources in the country of books and newspapers were few, and the pot-house supplied the necessary excitement. The clergy were of a very low tone, or were non-resident, and the farmers, getting rich, aped the gentlemen, followed the hounds, and ended the day with a carouse.On the 17th of March a proclamation was placarded at the gates of the palace, announcing that the king was resolved to remain and share the fate of his people. Great were the acclamations and rejoicings; but, towards evening, the crowds that still lingered around the royal residence saw unmistakable signs of departure: there was an active movement amongst the Guards; carriages and baggage were becoming apparent, and the agitation of the people grew intense. The Prince of Asturias and his brother protested against the departure; bodies of soldiers, in open revolt, began to assemble, and the people cried that they would have the head of the traitor, Godoy. From angry words the populace and revolted soldiers came to blows with the Household Troops. Godoy's brother led up a regiment against the rioters, but the men seized him, and joined the people. Whilst one crowd surrounded the Palace of Aranjuez, another rushed to the house of Godoy to seize and kill him. They ran all over his house, but could not discover him. The tumult continued all night, but was somewhat appeased the next morning by a Royal proclamation, which announced that the king had dismissed him from his offices. This did not, however, prevent the people continuing the search for Godoy, who was at length discovered by a Life-Guardsman in a garret of his own house, where he had been concealed between two mattresses. Compelled to come forth by heat and thirst, he was dragged into the street, soundly beaten, and would soon have been put to death, had not the Prince of Asturias, at the urgent entreaty of the king and queen, interceded, declaring that he should be tried for his crimes, and duly punished. Godoy was committed to custody, in the Castle of Villaviciosa: his property was confiscated; and, on the 19th, the king, terrified at the still hostile aspect of the people, proclaimed his own resignation in favour of Ferdinand, their favourite; in truth, as little deserving of their favour, by any moral or intellectual quality, as the king himself. The abdication was formally communicated by letter to Napoleon, whose troops, under Murat, were, during these tumults, now rapidly advancing on Madrid.On the 3rd of February the Commons attended to hear the commission read at the bar of the Lords, which was done by Earl Bathurst, in the absence of Thurlow. On returning to their House now as an authorised Parliament, the Commons read the Bill for the first time without a division, but on the second reading, on the 6th of February, Burke attacked it with unabated ferocity. He wanted to know how they were to determine when the king was sane again. Who was to inform them of it? Who was to certify it? He asserted the utter impossibility of adducing proof whether a person who had been insane were perfectly recovered or not. If this doctrine had been established, the regency must have become permanent. But this mode of reasoning was too metaphysical for the House of Commons; the debate passed on, and the Bill was committed. The clause providing against the non-residence of the prince, and against his marrying a papist, again brought up Mr. Rolle. He said that he had given his assent to the appointment of the prince regent on the assurance of his friends, that he was not married to a certain lady, either in law or in fact; but that he had since read a famous pamphlet, which affirmed that the facts were in opposition to those avowals. This was a brochure of Horne Tooke's, in the shape of a letter to a friend, in which he declared his positive knowledge of the prince's marriage with "the late Mrs. Fitzherbert," who, he contended, in spite of the Marriage Act, was his lawful wife. Rolle was answered by Lord North, who declared that the object of the pamphleteer was simply to make mischief by throwing out assertions that he never meant to prove, and Welbore Ellis called for the reading of the Royal Marriage Act, and showed that no royal marriage could be valid without the king's consent, and that, therefore, whatever was the case, all those objections were a mere waste of words. Rolle did not press the question to a division. The other clauses of the Bill raised much debate, but were all passed, and on the 10th of February the council was appointed to assist the queen in her charge, and Pitt named as members of it[347] the four principal officers of the household, the Lord Chamberlain, the Lord Steward, the Master of the Horse, and the Groom of the Stole, with the addition of the Archbishop of Canterbury, Lord Chancellor Thurlow, the Archbishop of York, and Lord Kenyon. The names of the Prince of Wales, the Duke of York, several of the other princes, the Lord Mayor of London, and the Speaker of the House of Commons, were all strongly urged upon Parliament as persons who ought to be members of this council, but they were, to a man, rejected by a majority of about fifty.[See larger version]
