On arriving in Paris, the Emperor Alexander took up his quarters at the house of Talleyrand, and there the King of Prussia, Prince Schwarzenberg and others came to consult. Talleyrand now spoke out, and declared that it would be madness to treat with Buonaparte; the only course was to restore the Bourbons, under certain limits. As early as the 12th of March the Duke of Angoulme had entered Bourdeaux, and had there proclaimed, amid acclamations, Louis XVIII. The Comte d'Artois came along in the rear of the Allied army, and had everywhere issued printed circulars, calling on the people to unite under their ancient family, and have no more tyranny, no more war, no more conscriptions. This paper had also been extensively circulated in Paris. On the 1st of April the walls of Paris were everywhere placarded by two proclamations, side by side, one from the Emperor Alexander, declaring that the Allied sovereigns would no longer negotiate with Napoleon nor any of his family, and the other from the municipality of Paris, declaring that, in consequence of the tyranny of Napoleon, they had renounced the allegiance of the usurper, and returned to that of their legitimate sovereign. On the same day the Senate, under the guidance of Talleyrand, decreed that he had violated and suppressed the constitution which he had sworn to maintain; had chained up the press, and employed it to disseminate his own false statements; drained the nation, and exhausted its people and resources in wars of mere personal ambition; and, finally, had refused to treat on honourable conditions: for these and other plentifully-supplied causes, he had ceased to reign, and the nation was therefore absolved from all oaths sworn to him. This decree, on the 2nd and 3rd of April, was subscribed by the public bodies in and around Paris. A Provisional Government was appointed.[See larger version]

    THREE:Henry Purcell (b. 1658; d. 1695) produced the bulk of his works in William's reign. He composed the music to "The Tempest," "Dioclesian," "King Arthur," "Don Quixote," "Bonduca," and "Orpheus Britannicus." Many parts of these, and his sonatas, anthems, catches, rounds, glees, etc., are as much enjoyed now as in his own day. The music to Davenant's "Circe," by Banister, of Shadwell's "Psyche," by Lock, and of Dryden's "Albion and Albanius," by Grabut, had increased in England the liking for the lyrical drama; but Purcell's compositions wonderfully strengthened it, and from "King Arthur" may properly be dated the introduction of the English opera. Gay's "Beggar's Opera," six-and-thirty years after, however, was the first complete and avowed opera, and this did not establish that kind of entertainment in England. The wonderful success of this production, which was performed for sixty-two nights (not consecutive), was chiefly derived from the wit and satire of the composition itself, the abundance of popular airs introduced, and the party feeling which it gratified. The airs were selected and adapted by Dr. Pepusch, a German, who settled in London, and became celebrated there. He also furnished the overture, and wrote accompaniments to the airs. Eleven years after, Milton's "Comus" was adapted to the stage by the Rev. Dr. Dalton, with music by Dr. Arne, who afterwards composed the music for "Artaxerxes," and thence derived a high reputation.At this point the advance of the Prussians was unexpectedly checked. After the capture of Verdun, on the 2nd of September, they had spread themselves over the plains of the Meuse, and occupied, as their main centre, Stenay. Dumouriez and his army lay at Sedan and in its neighbourhood. To reach him and advance on Chalons in their way to Paris, the Allies must pass or march round the great forest of Argonne, which extends from thirteen to fifteen leagues, and was so intersected with hills, woods, and waters, that it was at that time impenetrable to an army except through certain passes. These were Chne-Populeux, Croix-aux-Bois, Grand Pr, La Chalade, and Islettes. The most important were those of Grand Pr and Islettes, which however were the two most distant from Sedan. The plan therefore was to fortify these passes; and in order to do this Dumouriez immediately ordered Dillon to march forward and occupy Islettes and La Chalade. This was effected; a division of Dillon's forces driving the Austrian general, Clairfayt, from the Islettes. Dumouriez followed, and occupied Grand Pr, and General Dubouquet occupied Chne-Populeux, and sent a detachment to secure Croix-aux-Bois between Grand Pr and Chne-Populeux.

He wrote to General Beresford to hold Villa Real, if possible, whilst he pressed on the heels of Soult. On the 16th of May he came up with Soult's rear, near Salamonde, defeated the rear-guard, killed and wounded a great number of men, and Sir Arthur wrote that, had they had half an hour's more daylight, he should have taken the whole of his rear-guard. He added: "I shall follow him to-morrow. He has lost everythingcannon, ammunition, baggage, military chestand his retreat is in every respect, even in weather, a pendant for the retreat to Corunna." In truth, had Sir John Moore sent a Nemesis to avenge himself, it could not have executed a more complete retribution. All the horrors of Sir John's retreat, and far worse, were repeated. The French had exasperated the population here, as everywhere, by their reckless cruelties and rapacity, and they surrounded the flying army, and killed every man that they could find straggling, or who was left exhausted on the road. On the other hand, the French tracked their retrograde path with equal fury. "Their route," says Sir Arthur, "could be traced by the smoke of the villages that they set on fire." Sir Arthur, in his dispatches, also says that, during their abode in Portugal, the French had murdered people merely because they did not like their seizure of their country; and that he saw men hanging on trees by the roadside, whom they had executed for no other reason. So the scene of Soult's retreat was now one long picture of Pandemoniumthe whole way strewn with dead men, horses, and mules; a wasted country, and an infuriated peasantry seeking to wreak their vengeance. Sir Arthur stopped his pursuit near the frontiers of Spain. He could not overtake Soult, who fled flinging away every impediment, whilst he was compelled to carry his supplies and artillery along with him. Besides, the French, since the defeat of the Spaniards at Tudela, had entered Andalusia in great force, where there was no army to oppose them except the ill-equipped one of the proud and unmanageable General Cuesta; and Marshal Victor, who commanded in Estremadura, might readily have made a descent on Lisbon, had Wellesley gone far into Spain. He therefore resolved to return to Oporto, to make necessary inquiries as to the roads into Spain; to improve his commissariat; and then, forming a junction with Cuesta, to[575] advance against Marshal Victor. Whilst at Oporto he had the satisfaction to learn that Frere was superseded by his own brother, Lord Wellesley, as ambassador for Spain, a circumstance of immense importance to the cause.

At a meeting held at Leeds, and attended by seven or eight thousand persons, the Chartists, under Mr. Feargus O'Connor, resisted the resolutions of the Free Traders, on the ground that the movement was one only intended to give the manufacturers power to lower the wages of their workmena mistaken doctrine, but one not altogether without support in the writings of the Free Trade party, some of whom, with the common propensity of zealous advocates for adopting doubtful arguments as well as good ones in support of their objects, had put forth the statement that the British manufacturer required cheap food in order to get cheap labour, and thus to compete the better with foreign producers. The opposition of the Chartists created great confusion at almost every meeting held under the auspices of the Manchester Association. Bread, however, continued to rise, and the task of the Association in rousing the country became easier.While stirring events were in progress on the Continent, public attention was naturally distracted from home politics; nor were these in themselves of a nature to command enthusiasm. The Russell Government was weak, but the Opposition was weaker. Sir Robert Peel with his little band gave, on the whole, his support to the Ministry, and Mr. Disraeli, on the retirement of Lord George Bentinck, had only just begun to rally the Conservatives, who had been utterly dispirited and crushed by the carrying of Free Trade. Finance was always a weak point with the Whigs, and that of 1848 was no exception to the rule. Urged by the Duke of Wellington's letter to Sir John Burgoyne on the state of the defences, the Chancellor of the Exchequer determined on increasing the naval and military establishments. The result was a deficit of three millions, and no less than three withdrawals and alterations of the Budget had to be made before his proposals could be so shaped as to be acceptable to the House. The next Session was mainly devoted to Irish affairs, the Rate in Aid producing a collision between the two Houses, which was decided in favour of the Lords. In the same year, however, the most important measure of the Russell Ministry became law; the repeal, namely, of the Navigation Act, by which the carrying monopoly was abolished after the retaliation of foreign nations had reduced the principle of reciprocity, upon which Mr. Huskisson's Act had been framed, to a dead letter. Supported by the Canadian demand for liberation from the restrictions of the Navigation Act, Ministers courageously faced the clamour raised by the Protectionists, and carried their Bill through the Commons by large majorities. In the Upper House, however, they snatched a bare majority of ten through the circumstance that they had more proxies than their opponents.
