As a means of popularity, they insisted on the standing army being abolished in time of peace, on the strict limitation of placemen in Parliament, and on the return to triennial Parliaments. These were hard topics for the patriots now in power to digest. But the depression of trade continued, and no one could suggest a remedy but that of reducing taxation at the very time that all parties were zealous for the prosecution of the war. Finding no other solution to their difficulties, the public turned again to the demand of an inquiry into the administration of Walpole, hoping to lay bare in that the causes of their sufferings. Accordingly Lord Limerick, on the 23rd of March, rose and proposed a committee to inquire into the administration of Walpole, not for twenty, but for the last ten years. Pulteney not only voted, but spoke in favour of this motion, and it was carried by a majority of seven. Lord Limerick was chosen chairman, and such was the partial and vindictive spirit in which they went to work in examining papers and witnesses, that the honourable-minded Sir John Barnard, though so staunch an opponent of Walpole when in power, declared that he would no longer take part in the labours of a committee which displayed so little regard to the general inquiry, but concentrated all their efforts on the ruin of one individual.But there was no time for festivities. The English army was approaching, and it was necessary for Charles to assert his right by hard blows as well as by proclamations. This disposition has been adhered to by subsequent editors, with the single exception of Kirchhoff, who has printed the works of Plotinus according to the order in which they were written.418 Porphyrys scrupulous information has saved modern scholars an incalculable amount of trouble, but has not, apparently, earned all the gratitude it deserved, to judge by Zellers intimation that the chronological order of the separate pieces cannot even now be precisely determined.419 Unfortunately, what could have been of priceless value in the case of Plato and Aristotle, is of comparatively small value in the case of Plotinus. His280 system must have been fully formed when he began to write, and the dates in our possession give no clue to the manner in which its leading principles were evolved.420

In his next essay, our philosopher wanders off from the investigation of what he has just begun, by abruptly starting the question whether all souls are one.460 This question is, however, most intimately connected with his main theme. He answers it in the affirmative. Strictly personal as our feelings seem, we are, in reality, one with each other, through our joint participation in the world-soul. Love and sympathy among human beings are solely due to this connexion. Plotinus mentions, as another evidence of its reality, the secret affinities called into play even at a great distance by magical spellsan allusion very characteristic of his age.461 What prevents us from more fully perceiving the unity of all souls is the separateness of the bodies with which they are associated. Matter is the principle of individuation. But even within the soul there is a division between the rational and the irrational part, concentration being the characteristic of the one and dispersion of the other. The latter is fitted by its divided nature for presiding over the bodily functions of sensation and nutrition; and with the dissolution of the body it returns to the unity of the higher soul. There are two ways in which we can account for this pervading unity. It is either as products or as portions of the universal soul that all particular souls are one. Plotinus combines both explanations. The world-soul first gives birth to an image of itself, and then this310 is subdivided into as many partial souls as there are bodies requiring animation.In those days some strange things happened at agencies.
