It was not till between eleven and twelve o'clock on the morning of Sunday, the 18th of June, that this terrible conflict commenced; for the troops of Napoleon had not yet all reached the ground, having suffered from the tempests of wind and rain equally with the Allies. The contest here was continued through the day with dreadful fury, but the British held their ground with bull-dog tenacity. The buildings of the farmyard and an old chapel were set fire to by the French shells; but the British maintained their post amid the flames, and filled the wood in front and a lane running under the orchard wall with mountains of dead.[See larger version]

ONE:On the day after this division a deputation of nearly ninety members of the House of Commons, headed by Lord James Stuart, waited upon Lady Palmerston, and presented her with a full-length portrait of her husband, representing him in evening dress and wearing the ribbon of the Order of the Bath. They requested her Ladyship to accept of that testimony of their high sense of Viscount Palmerston's public and private character, and of the independent policy by which he maintained the honour and interests of the country. What made this presentation singularly opportune was the fact that on the same day a telegraphic despatch had been received from Paris, announcing the settlement of the Greek question. The Government was undoubtedly strengthened by Lord Palmerston's display, at a moment when its fall seemed inevitable.

His "Fables" have been extremely popular, and still make him a general name; but, in his own time, his "Beggar's Opera" was his great success. The King of Prussia did not think himself safe at K?nigsberg, and he evacuated it; and the unhappy queen prepared, with her children, to fly to Riga. The Russians retreated to Tilsit, and there Alexander made up his mind to negotiate with Napoleon. He was far from being in a condition to despair; Gustavus, the King of Sweden, was at the head of a considerable army at Stralsund; a British expedition was daily expected in the Baltic; the spirit of resistance was reawakening in Prussia; Schill, the gallant partisan leader, was again on horseback, with a numerous body of men, gathered in various quarters; and Hesse, Hanover, Brunswick, and other German provinces were prompt for revolt on the least occasion of encouragement. Buonaparte felt the peril of crossing the Niemen, and advancing into the vast deserts of Russia, with these dangerous elements in his rear. Besides, his presence was necessary in France. He had been absent from it nearly a year; he had drawn heavily on its resources, and a too long-continued strain without his personal influence might produce fatal consequences. To leave his army in the North was to leave it to certain defeat, and with the danger of having all Germany again in arms. These circumstances, well weighed by a man of genius and determination, would have induced him to make a resolute stand, and to draw his enemy into those wilds where he afterwards ruined himself, or to wear him out by delay. Alexander, however, had not the necessary qualities for such a policy of procrastination. He was now depressed by the sufferings of his army, and indignant against Britain.

ONE:The new Ministry consisted of Addington, son of Chatham's old physician, Dr. Addington, as First Lord of the Treasury and Chancellor of the Exchequer: the Duke of Portland, President of the Council; Lord Eldon, Chancellor; Earl St. Vincent, First Lord of the Admiralty; the Earl of Chatham, Master-General of the Ordnance; Lord Pelham, Secretary of the Home Department; Lord Hawkesbury, the eldest son of the Earl of Liverpool, Secretary for Foreign Affairs; Lord Hobart, Secretary for the Colonies. Several of Pitt's Ministers remained, but the important members, Grenville, Dundas, Woodham and Spencer retired with him. It was soon seen, however, that though Pitt was out of office his principles dominated in it, and that there was no chance of a change of system. The Cabinet was one of mediocrities, and was probably regarded by Pitt as a convenient makeshift until he could return to power.[480]On the 6th of May, 1836, the Chancellor of the Exchequer brought forward the Budget, which placed in a strong light the long standing anomaly of distress among the agricultural classes, contrasting with general prosperity in the commercial classes. The total income of the nation was 46,980,000, its total expenditure 45,205,807, which would give a surplus of 1,774,193. There was an addition of 5,000 seamen to the navy, for which the sum of 434,000 was required. This addition seemed to be quite necessary from the feeble condition of the navy as compared with the navies of other nations. On the 4th of March Mr. Charles Wood had stated that the French would have twelve sail of the line at sea during summer; that in 1834 the Russians had five sail of the line cruising in the Black Sea, and eighteen besides frigates in the Baltic. During this period there never were in the English Channel ports more than two frigates and a sloop, with crews perhaps amounting to 1,000 men, disposable for sea at any one time, and that only for a day or two. Moreover all the line-of-battle ships Great Britain had afloat in every part of the world did not exceed ten. The land forces voted for the year were 81,319 men, not counting the Indian army. Of these one-half were required in the colonies. France had 360,000 regular soldiers, and three times that number of National Guards. With the surplus at his disposal the Chancellor of the Exchequer proposed to reduce the duty on first-class paper from fivepence to threepence-halfpennya suitable accompaniment to the reduction of the stamp on newspapers, already noticedand to abolish the duty on stained paper; to remit the South Sea duties, amounting to 10,000; to reduce the duties on insurances of farming-stock, on taxed carts, and on newspapers. He estimated the total amount of repeals for the present year at 351,000, which would be increased to 520,000 when they all came into operation.
