TWO:To learn to chip and file is indispensable, if for no other purpose, to be able to judge of the proficiency of others or to instruct them. Chipping and filing are purely matters of hand skill, tedious to learn, but when once acquired, are never forgotten. The use of a file is an interesting problem to study, and one of no little intricacy; in filing across a surface one inch wide, with a file twelve inches long, the pressure required at each end to guide it level may change at each stroke from nothing to twenty pounds or more; the nice sense of feeling which determines this is a matter of habit acquired by long practice. It is a wonder indeed that true surfaces can be made with a file, or even that a file can be used at all, except for rough work.

TWO:It is, after all, very questionable whether human happiness would be increased by suppressing the thought of death as something to be feared. George Eliot, in her Legend of Jubal, certainly expresses the contrary opinion.180 The finest edge of enjoyment would be taken off if we forgot its essentially transitory character. The free man may, in Spinoza¡¯s words, think of nothing less than of death; but he cannot prevent the sunken shadow from throwing all his thoughts of life into higher and more luminous relief. The ideal enjoyment afforded by literature would lose much of its zest were we to discard all sympathy with the fears and sorrows on which our mortal condition has enabled it so largely to draw¡ªthe lacrimae rerum, which Lucretius himself has turned to such admirable account. And the whole treasure of happiness due to mutual affection must gain by our remembrance that the time granted for its exercise is always limited, and may at any moment be brought to an end¡ªor rather, such an94 effect might be looked for were this remembrance more constantly present to our minds.

TWO:Nothing can be more unreasonable than to expect an apprentice engineer to begin by an inductive course in learning and reasoning [3] about mechanics. Even if the mind were capable of such a course, which can not be assumed in so intricate and extensive a subject as mechanics, there would be a want of interest and an absence of apparent purpose which would hinder or prevent progress. Any rational view of the matter, together with as many facts as can be cited, will all point to the conclusion that apprentices must learn deductively, and that some practice should accompany or precede theoretical studies. How dull and objectless it seems to a young man when he toils through "the sum of the squares of the base and perpendicular of a right-angle triangle," without knowing a purpose to which this problem is to be applied; he generally wonders why such puzzling theorems were ever invented, and what they can have to do with the practical affairs of life. But if the same learner were to happen upon a builder squaring a foundation by means of the rule "six, eight, and ten," and should in this operation detect the application of that tiresome problem of "the sum of the squares," he would at once awake to a new interest in the matter; what was before tedious and without object, would now appear useful and interesting. The subject would become fascinating, and the learner would go on with a new zeal to trace out the connection between practice and other problems of the kind. Nothing inspires a learner so much as contact with practice; the natural tendency, as before said, is to proceed deductively.

This is the position represented in France by M. Taine, a thinker offering many points of resemblance to Aristotle, which it would be interesting to work out had we space at our command for the purpose. The forces which are now guiding English philosophy in an analogous direction have hitherto escaped observation on account of their disunion among themselves, and their intermixture with others of a different character. But on the whole we may say that the philosophy of Mill and his school corresponds very nearly in its practical idealism to Plato¡¯s teaching; that Mr. Herbert Spencer approaches326 Aristotle on the side of theorising systematisation, while sharing to a more limited extent the metaphysical and political realism which accompanied it: that Lewes was carrying the same transformation a step further in his unfinished Problems of Life and Mind; that the philosophy of Mr. Shadworth Hodgson is marked by the same spirit of actuality, though not without a vista of multitudinous possibilities in the background; that the Neo-Hegelian school are trying to do over again for us what their master did in Germany; and that the lamented Professor Clifford had already given promise of one more great attempt to widen the area of our possible experience into co-extension with the whole domain of Nature.209

But the little that he has done proves him to have been profoundly unfitted for the task of a practical reformer. The rest is what he never fails to give us¡ªa mass of details about matters of fact, and a summary of his speculative ethics, along with counsels of moderation in the spirit of his practical ethics; but not one296 practical principle of any value, not one remark to show that he understood what direction history was taking, or that he had mastered the elements of social reform as set forth in Plato¡¯s works. The progressive specialisation of political functions; the necessity of a spiritual power; the formation of a trained standing army; the admission of women to public employments; the elevation of the whole race by artificial selection; the radical reform of religion; the reconstitution of education, both literary and scientific, the redistribution of property; the enactment of a new code; the use of public opinion as an instrument of moralisation;¡ªthese are the ideas which still agitate the minds of men, and they are also the ideas of the Republic, the Statesman, and the Laws. Aristotle, on the other hand, occupies himself chiefly with discussing how far a city should be built from the sea, whether it should be fortified; how its citizens should not be employed; when people should not marry; what children should not be permitted to see; and what music they should not be taught. Apart from his enthusiasm for philosophy, there is nothing generous, nothing large-minded, nothing inspiring. The territory of the city is to be self-sufficing, that it may be isolated from other States; the citizens are to keep aloof from all industrial occupations; science is put out of relation to the material well-being of mankind. It was, in short, to be a city where every gentleman should hold an idle fellowship; a city where Aristotle could live without molestation, and in the enjoyment of congenial friendships; just as the God of his system was a still higher Aristotle, perpetually engaged in the study of formal logic.

In reasoning up from the world to its first cause, we were given to understand that the two were related to one another as contradictory opposites. The multiple must proceed from the simple, and existence from that which does not exist. But the analogies of material production now suggest a somewhat different view. What every power calls into existence is an image of itself, but the effect is never more than a weakened and imperfect copy of its original. Thus the universe appears as a series of diminishing energies descending in a graduated scale from the highest to the lowest. Here, again, bad science makes bad philosophy. Effects are never inferior to their causes, but always exactly equal, the effect being nothing else than the cause in another place or under another form. This would be obvious enough, did not superficial observation habitually confound the real320 cause with the sum of its concomitants. What we are accustomed to think of as a single cause is, in truth, a whole bundle of causes, which do not always converge to a single point, and each of which, taken singly, is, of course, inferior to the whole sum taken together. Thus when we say that the sun heats the earth, this is only a conventional way of speaking. What really does the work is a relatively infinitesimal part of the solar heat separately transmitted to us through space. Once neglect this truth, and there is no reason why effects should not exceed as well as fall short of their causes in any assignable proportion. Such an illusion is, in fact, produced when different energies converge to a point. Here it is the consequent and not the antecedent which is confounded with the sum of its concomitants, as when an explosion is said to be the effect of a spark.Those words gave me a shock, for I had heard that German officers always tried to encourage the Belgians in their wrong opinion about the alleged violation of Netherland neutrality, but I had not been able to believe it.
