On the opening of Parliament, in January, 1738, a desperate effort was made by the Opposition at once to reduce the army and to kindle a war with Spain. Walpole proposed to place the army on a footing of seventeen thousand men. The "Patriots," as they were called, voted to reduce the number to twelve thousand. Walpole, exasperated at their factious conduct, launched an indignant sarcasm at them, which produced so much effect that they did not venture to divide on the motion. "No man of common sense," said Walpole, "will now profess himself openly a Jacobite; by so doing he not only may injure his private fortune, but must render himself less able to do any effectual service to the cause he has embraced; therefore there are but few such men in the kingdom. Your right Jacobite, sir, disguises his true sentiments. He roars out for revolutionary principles; he pretends to be a great friend to liberty and a great admirer of our ancient Constitution; and under this pretence there are numbers who every day endeavour to sow discontent among the people."

All that was of any value in this art proceeded from the chisels of foreigners, and even in that what an immense distance from the grand simplicity of the ancients! The sculpture of Italy and France was in the ascendant, but Bernini and Roubiliac had little in common with Phidias and Praxiteles, and our own sculptors presented a melancholy contrast to the work of artists of the worst age of Greece or Rome; there is scarcely a name that is worth mentioning. The best of the native sculptors was John[164] Bushnell, who was employed by Wren to execute the statues of the kings at Temple Bar; and Francis Bird, who was also employed later by Wren to execute "The Conversion of St. Paul," in the pediment of the new cathedral, the bas-reliefs under the portico, and the group in front, all of a very ordinary character. His best work is the monument of Dr. Busby in the transept of Westminster Abbey. Besides this he executed the monument of Sir Cloudesley Shovel, also at Westminster, and the bronze statue of Henry VI., in the quadrangle of Eton College, both very indifferent. Gibbs and Bird executed the ponderous and tasteless monument of Holles, Duke of Newcastle, at Westminster, and the fine old minster is disgraced by a crowd of still more contemptible productions of this period. These can only be equalled in wretchedness by the works of a trading school, who supplied copies in lead of ancient gods, goddesses, shepherds, shepherdesses, etc., for the gardens of the nobility, which soon swarmed in legions in all the gardens and areas in and around the metropolis. Amongst the chief dealers in this traffic were Cheere and Charpentier, who employed foreign artists, even, for such images, and it was the fortune of Roubiliac to commence his English career with the former of these traders. The three chief foreigners of this period were Rysbraeck, Scheemakers, and Roubiliac, who were copyists of the French sculptors Coysevox, Bouchardon, and Le Moyne, as these had been of Bernini.Buonaparte endeavoured to man?uvre so as to get into Kutusoff's rear, and thus to have the way into the fertile provinces beyond him open. He sent forward Delzon to occupy Maloi-Jaroslavitz, a very strong position; but Kutusoff penetrated his design, made a rapid march, and encountered Delzon in the very streets of Maloi-Jaroslavitz. A severe battle took place, and the French finally recovered Maloi-Jaroslavitz, but only to find it, like Moscow, in flames, and to lose Delzon and his brother, as well as some thousands of men. Beyond the burning town they also saw Kutusoff and one hundred thousand men drawn up in a position which the French generals declared impregnable. Buonaparte received this information with expressions of consternation unusual to him. He determined the next morning to examine this position for himself, and in so doing was very nearly captured by a band of Cossack cavalry. A council of war was held in a wretched weaver's hut, and he reluctantly concluded to forego this route, and take that by Vereiva and Viasma, the same by which he had advanced on Moscow. This was, in fact, to doom his army to perdition; for all the way by Borodino, Smolensk, and Vitebsk, the country had been ravaged and desolated in coming; there was nothing in it to keep alive an army. Had he waited only a few hours, he would have found[50] Kutusoff himself retreating from his strong defiles from fear of being outflanked by the French, and their making their way beyond him to the fertile provinces. Thus the two armies were each in retreat at the same moment, but Buonaparte's was a retreat upon death and horror.We must return from victory abroad to discontent at home. On the 28th of January, 1817, the Prince Regent opened the fifth Session of Parliament. In his speech he expressed indignation at "the attempts which had been made to take advantage of the distresses of the country for the purpose of exciting a spirit of sedition and violence;" and he declared himself determined to put down these attempts by stern measures. The seconder of the Address in the Commons had the good sense to believe that the demagogues and their acts would die of themselves. Certainly, if the demagogues had no cause on which to base their efforts, those efforts must have proved fruitless; and the wisdom of Government consisted in seriously inquiring whether there were such causes. To attempt to insure peace by smothering distress is the old remedy of tyrants, and is like heaping fuel on fire to put it out. Whilst this debate was proceeding, a message arrived from the Lords to announce that the Regent, on his return from the House, had been insulted, and some missile thrown through the windows of his carriage.
