Thus the entente cordiale was broken, and the two Powers were left isolated in Europe, for the efforts of Louis Philippe to form an alliance with the Austrian Court were without success. In the circumstances Lord Palmerston's foreign policy during these eventful years was inevitably somewhat unsatisfactory. When Austria, in defiance of pledges, annexed the Republic of Cracow, he could only issue a solitary protest, which was completely disregarded. In Portugal affairs were once more in complete confusion, the Conservative party, headed by the Queen, being in arms against the so-called Liberals led by Das Antas. Palmerston left them to fight it out until foreign intervention appeared inevitable from Spain, if not from France; then he made an offer of help to the Queen Donna Maria, on condition that she would grant a general amnesty and appoint a neutral Administration. The terms were accepted by the Conservatives. The Liberal Junta submitted on hearing that its fleet had been captured by the British, and the civil war came to an end. Meanwhile, in Switzerland Lord Palmerston was upholding the cause of the Diet against the secessionist cantons known as the Sonderbund, by refusing to countenance the intervention of the Powers in Swiss affairs, which was advocated by Prince Metternich and also by Guizot. For a moment his position was dangerous, as Guizot declared that the opportunity had come for France to take vengeance upon England by forming another Quadruple Treaty, from which Great Britain should be excluded. But the prompt victory of the Diet's general, Dufour, over the forces of the Sonderbund saved the situation, and owing to Palmerston's representations the victorious party abstained from vindictive measures. Thus revolution was postponed in Europe for another year, and Palmerston attempted similar results in Italy, whither he sent Lord Minto, the First Lord of the Admiralty, on a special mission to support constitutional reforms in Sardinia and at Rome, where the new Pope, Pius IX. by title, was supposed to be the friend of progress. But the blind hostility[550] of Metternich prevailed. The reforms granted by his puppet princes were wholly insufficient in extent, and events in Italy were evidently hastening towards an upheaval, when the train of the European explosion was fired in France.But there was one subject of general and permanent interest brought under the notice of the House of Commons. Mr. Henry Brougham made an important speech on the great and difficult subject of Popular Education, which he continued to advocate, with so much power and success, throughout the whole of his lengthened and brilliant career. He stated that there were then twelve thousand parishes or chapelries in England; of these three thousand five hundred had not a vestige of a school, and the people had no more means of education than the Hottentots or Kaffirs. Of the remainder, there were five thousand five hundred unendowed, depending entirely on the casual and fleeting support of the parents of the children attending them. The number of children receiving education at all the schools, week-day and Sunday, was seven hundred thousand. Estimating the number educated at home at fifty thousand, the whole number then under instruction would be seven hundred and fifty thousandabout one-fifteenth of the entire population. In Scotland the proportion at that time was about one-tenth; in Holland and Prussia the same; in Switzerland one-eighth. France was then at the bottom of the scale, only one-twenty-eighth of the population being under instruction. Mr. Brougham proposed a school-rate for England, according to the American plan.Accordingly, petitions were sent in from several of the principal men-of-war lying at Portsmouth, to Lord Howe, the commander of the Channel fleet, praying him to intercede with the Admiralty for the same liberality towards the seamen of the royal navy and their families as had been shown to the army and militia, in increase of pay and better provisions. Lord Howe, instead of complying with this reasonable desire, sent the petitions to the port-admiral, Sir Peter Parker, and to Lord Bridport, who commanded the Channel fleet under Howe. They treated the petitions as the work of some ill-disposed person, and therefore of no consequence; but Parker was very soon compelled to inform Lord Spencer, the head of the Admiralty, that he had discovered that there was a general conspiracy to take the command of the ships from the officers on the 16th of April. To test this, orders were immediately issued to put out to sea; and the moment that Lord Bridport signalled this order to the fleet, the effect was seen. The sailors all ran up into the rigging and gave several tremendous cheers. They instantly followed up this by taking the command from the officers, and sending two delegates from each ship to meet on board the Queen Charlotte, Lord Howe's flag ship. They thence issued orders for all the seamen to swear fidelity to the cause, and the next day they all swore. They kept part of the officers on board as hostages, and put others, whom they accused of oppression, on shore. They next passed resolutions to maintain order, and treat the confined officers with all due respect. They then drew up a petition to the Admiralty stating their grievances, and respectfully praying for redress. This brought down to Portsmouth Lord Spencer, and other lords of the Admiralty, where they met in council with Bridport and other admirals. Had these admirals shown a proper attention to the health and claims of these men, their grievances must long ago have ceased; but though they were perfectly well aware of them, they now proposed, along with the Admiralty, to recommend the granting of part of their demands. The deputies replied that they sought nothing but what was reasonable, and would never[456] lift an anchor till those terms were granted. This Admiralty committee then offered some of the terms, but left out the proposal that the pensions of the Greenwich veterans should be raised from seven pounds to ten pounds, and the crews of men-of-war should have vegetables when in port. The sailors, indignant at this miserable parsimony, returned on board and hoisted the red flag at every mast-head. This was a sign that no concession would be made. Yet, on the 22nd, the delegates addressed letters to the Admiralty, and to Lord Bridport, firm, but respectful. Government then tried its usual resource, the proclamation of a pardon, but without taking notice of the necessary concessions. With this proclamation, Lord Bridport went the next day on board the Royal George, and assured the seamen that he had brought a royal pardon, and also the redress of all their grievances. On this assurance, the crew hauled down the red flag, and all the other ships did the same.Again, on the night between the 18th and 19th of April, General Gage sent a detachment of about eight hundred grenadiers and light infantry to destroy a dep?t of stores and arms at Concord. They were commanded by Lieutenant-Colonel Smith and Major Pitcairn, of the Marines. The alarm was given, fires were kindled, bells rung, guns discharged, and the country was up. The British troops reached Lexington at five o'clock in the morning, and pushed on their light infantry to secure the bridges. They encountered a body of militia under cover of a gun near the road, whom they ordered to retire, and they withdrew in haste.
