ONE:
To achieve real change, we have to expand boundaries. Because the Wild West of what-could-be is unexplored but rife with opportunity.
TWO:Each union of parishes, or each parish, if large and populous enough, was placed under the management of a board of guardians, elected annually by the ratepayers; but where under previous Acts an organisation existed similar to that of unions or boards of guardians, under the Poor Law Amendment Act these were retained. The following table exhibits the local divisions of England and Wales made under that Act:But the League did more than attempt to convert the country party. They determined to create a country party of their own. They had already taken up the registration of voters in the[510] boroughs, from which they proceeded, with that practical common sense which had distinguished nearly all their movements, to inquire into the position of the country constituencies, where hitherto the landowners had held undisputed sway. The scheme which resulted from this incursion into the dominions of the enemy was developed by Mr. Cobden at a meeting in the Free Trade Hall, Manchester, on the 24th of October, 1844. The Chandos clause in the Reform Act, giving the tenant-farmers votes for county members, had so strengthened the landlords' influence in the county that opposition at most of the county elections was hopeless. But Mr. Cobden showed his hearers that the counties were really more vulnerable than the small pocket boroughs. In many of these there was no increase from year to year in the number of votersno extension of houses. The whole property belonged to a neighbouring noble, and as Mr. Cobden said, "You could no more touch the votes which he held through the property than you could touch the balance in his banker's hands." But the county constituency might be increased indefinitely, for there it required but a freehold property of the value of forty shillings a year to give a man a vote. This sum had been adopted from an ancient regulation, when money was of far greater value, and land of far less money worth than it was then; but the forty-shilling qualification existed, and was a powerful engine for the creation of voters. Up to that time it had had but little effect. The laws of England, but more especially the habits and prejudices of landowners, had always kept the land of the county in so few hands as to present an extraordinary contrast with the condition of things in all other nations of Europe. The danger of the forty-shilling clause to aristocratic influence in the county was not perceived, simply because forty-shilling freeholders were rare. But there was no reason why they should be rare. The passion for possessing freehold land was widely spread, and a few facilities offered for purchasing it would soon create a large number of small holders. The chief difficulty in the way of this had hitherto been the great cost of transferring land. Owing to the complicated laws of real property, the land, unlike other articles, could only be bought and sold after a minute investigation into the owner's title, which necessitated an historical account of the ownership extending back over many years. All this, however, the League could easily obviate. They could buy land in the lump, register its title once for all, and part it into small pieces for small buyers. "This," remarked Mr. Cobden, "must be done," and it was done. The Conservative party sneered at the Manchester man's proposition of serving land over a counter, like calico, by the yard; but the movement soon began to tell upon elections, and to alarm the great landed proprietors.
Employees and consumers. Two halves of a brand’s entirety, the whole of a brand’s audience. Sometimes these two halves have very different viewpoints, creating a weak spot in the brand story. Weakness tarnishes credibility. Brands that aren’t credible aren’t viable.
We squash weakness by designing the whole brand story. It’s crafted around the truism held by employees and consumers to create an experience that connects from the inside out.
By being true to the brand we represent, we elevate the audiences’ relationship to it. Like becomes love becomes a passion. Passion becomes advocacy. And we see the brand blossom from within, creating a whole story the audience embraces. That’s when the brand can truly flex its muscles.
TWO:There was no man in the colonies, nevertheless, who contributed so much to bring the open Declaration of Independence to a crisis as Thomas Paine, the celebrated author of "The Rights of Man" and of "The Age of Reason." Paine was originally a Quaker and staymaker at Thetford, in Norfolk. He renounced his Quakerism and his staymaking, became an exciseman, and then an usher in a school, reverting again to the gauging of ale firkins. In 1772 he wrote a pamphlet on the mischiefs arising from the inadequate payment of the excise officers, laying them open to bribes, etc. This pamphlet having been sent to Franklin, induced him to recommend the poor author to emigrate to America. Paine adopted the advice, and settled at Philadelphia in 1774. He there devoted himself to political literature, wrote for the papers and journals, finally edited the Philadelphia Magazine, and, imbibing all the ardour of revolution, wrote, in January of the year 1776, a pamphlet called "Common Sense." This pamphlet was the spark that was needed to fire the train of independence. It at once seized on the imagination of the public, cast other writers into the shade, and flew, in thousands and tens of thousands of copies, throughout the colonies. It ridiculed the idea of a small island, three thousand miles off, ruling that immense continent, and threatening, by its insolent assumption, the expanding energies of three millions of men, more vigorous, virtuous, and free, than those who sought to enslave them.
ONE:The movement going forward in the Established Church of Scotland during this reign related almost exclusively to the subject of patronage. This church, though drawing its origin from Switzerland, a thoroughly Republican country, and rejecting bishops, took good care to vest the right of presenting ministers to parishes in the clergy. The Government insisted on this right continuing in lay patrons; but for some time after the Revolution the people asserted their right to choose their own pastors, and continued to carry it. But in 1698 the General Assembly took the opportunity, when it had been accused by the English Church of throwing the office of choosing ministers amongst the people, to repudiate all such notion on their part. They declared unanimously that "they allowed no power in the people, but only in the pastors of the Church, to appoint and ordain to such offices."
To develop a deeper and more meaningful connection with consumers, we believe design must invite them to take part in the conversation.

From the purely practical to the richly philosophical, design is the solution to a host of challenges.
ONE:In concluding the remarkable events of this year, we must turn to India, and witness the termination of the career of Tippoo Sahib. This prince, for ever restless under the losses which he had suffered from the British, though nominally at peace with them, was seeking alliances to help him once more to contend with them. He sought to engage the Afghans in his favour, and to bring over the British ally, the Nizam of the Deccan. Failing in this, he made overtures to the French Republic through the Governor of the Isle of France. Buonaparte, as we have said, had Tippoo in his mind when he proposed to march to India and conquer it, but only a few hundreds of French of the lowest caste reached Seringapatam from the Isle of France. Lord Mornington, afterwards the Marquis of Wellesley, determined to anticipate the plans of Tippoo, and dispatched General Harris with twenty-four thousand men into Mysore, at the same time ordering another force of seven thousand, under General Stuart, from Bombay, to co-operate with him. To these also was added a strong reinforcement of British troops in the pay of the Nizam, and some regiments of sepoys, commanded by English officers. The united forces of Harris and the Nizam came into conflict with Tippoo's army on the 22nd of March, 1799, when within two days' march of Seringapatam. In this action, Colonel Wellesley, afterwards the Duke of Wellington, greatly distinguished himself, and the success of the action was ascribed to his regiment, the 34th. On the 5th of April General Harris invested Seringapatam, and on the 14th General Stuart arrived with the Bombay army. Tippoo soon made very humble overtures for peace, but the British, having no faith in him, continued the siege, and the city was carried by storm on the 4th of May, and Tippoo himself was found amongst the slain. Two of his sons fell into the hands of the victors; his territories were divided between the British and the Nizam. The former retained Seringapatam and the island on which it is situated, and the whole of his territory on the Malabar coast, with Coimbra, and all the rest of his possessions stretching to the Company's territories west and east, thus completing their dominion from sea to sea. The Nizam received equally valuable regions in the interior, and a province was bestowed on the descendant of the Hindoo rajah who had been dispossessed of it by Hyder Ali, Tippoo's father. Thus was the British empire of India freed from its most formidable enemy, and thus was it enabled, soon afterwards, to send an armament up the Red Sea to assist in driving the French from Egypt.

ONE:As in the whole history of the world, perhaps, so great a calamity as the Irish famine never called for sympathy and relief, so never was a more generous response elicited by any appeal to humanity. The Government and the Legislature did all that was possible with the means at their disposal, and the machinery that already existed, or could be hastily constructed, to meet the overwhelming emergency. The newly established Poor Law system, though useful as far as it went, was quite inadequate to meet such great distress. It had been passed while the country was comparatively prosperous, and contained no provision for such a social disorganisation as this famine. By the Acts of 1 and 2 Victoria, c. 56, no outdoor relief whatever could be given in any circumstances. The size of the unions was also a great impediment to the working of the Poor Law. They were three times the extent of the corresponding divisions in England. In Munster and[544] Connaught, where there was the greatest amount of destitution and the least amount of local agency available for its relief, the unions were much larger than in the more favoured provinces of Ulster and Leinster. The union of Ballina comprised a region of upwards of half a million acres, and within its desert tracts the famine assumed its most appalling form, the workhouse being more than forty miles distant from some of the sufferers. As a measure of precaution, the Government had secretly imported and stored a large quantity of Indian corn, as a cheap substitute for the potato, which would have served the purpose much better had the people been instructed in the best modes of cooking it. It was placed in commissariat dep?ts along the western coast of the island, where the people were not likely to be supplied on reasonable terms through the ordinary channels of trade. The public works consisted principally of roads, on which the people were employed as a sort of supplement to the Poor Law. Half the cost was a free grant from the Treasury, and the other half was charged upon the barony in which the works were undertaken. The expense incurred under the Labour Rate Act, 9 and 10 Victoria, c. 107," amounted to 4,766,789. It was almost universally admitted, when the pressure was over, that the system of public works adopted was a great mistake; and it seems wonderful that such grievous blunders could have been made with so many able statesmen and political economists at the head of affairs and in the service of the Government. The public works undertaken consisted in the breaking up of good roads to level hills and fill hollows, and the opening of new roads in places where they were not requiredwork which the people felt to be useless, and which they performed only under strong compulsion, being obliged to walk to them in all weathers for miles, in order to earn the price of a breakfast of Indian meal. Had the labour thus comparatively wasted been devoted to the draining, subsoiling, and fencing of the farms, connected with a comprehensive system of arterial drainage, immense and lasting benefit to the country would have been the result, especially as works so well calculated to ameliorate the soil and guard against the moisture of the climate might have been connected with a system of instruction in agricultural matters of which the peasantry stood so much in need, and to the removal of the gross ignorance which had so largely contributed to bring about the famine. As it was, enormous sums were wasted. Much needless hardship was inflicted on the starving people in compelling them to work in frost and rain when they were scarcely able to walk, and, after all the vast outlay, very few traces of it remained in permanent improvements on the face of the country. The system of Government relief works failed chiefly through the same difficulty which impedes every mode of relief, whether public or privatenamely, the want of machinery to work it. It was impossible suddenly to procure an efficient staff of officers for an undertaking of such enormous magnitudethe employment of a whole people. The overseers were necessarily selected in haste; many of them were corrupt, and encouraged the misconduct of the labourers. In many cases the relief committees, unable to prevent maladministration, yielded to the torrent of corruption, and individual members only sought to benefit their own dependents. The people everywhere flocked to the public works; labourers, cottiers, artisans, fishermen, farmers, men, women, and childrenall, whether destitute or not, sought for a share of the public money. In such a crowd it was almost impossible to discriminate properly. They congregated in masses on the roads, idling under the name of work, the really destitute often unheeded and unrelieved because they had no friend to recommend them. All the ordinary employments were neglected; there was no fishing, no gathering of seaweed, no collecting of manure. The men who had employment feared to lose it by absenting themselves for any other object; those unemployed spent their time in seeking to obtain it. The whole industry of the country seemed to be engaged in road-making. It became absolutely necessary to put an end to it, or the cultivation of the land would be neglected. Works undertaken on the spur of the momentnot because they were needful, but merely to employ the peoplewere in many cases ill-chosen, and the execution equally defective. The workers, desirous to protect their employment, were only anxious to give as little labour as possible, in which their overlookers or gangers in many cases heartily agreed. The favouritism, the intimidation, the wholesale jobbing practised in many cases were shockingly demoralising. The problem was to support 2,000,000 or 3,000,000 of destitute persons, and this was in a great measure effected, though at an enormous cost to the empire.But the condition of Canada was very tempting to the cupidity of Madison and his colleagues. We had very few troops there, and the defences had been neglected in the tremendous struggle going on in Europe. At this moment it appeared especially opportune for invading the Canadas from the States, as Britain was engaged not only in the arduous struggle in Spain, but its attention was occupied in watching and promoting the measures that were being prepared in Russia, in Sweden, and throughout Germany, against the general oppressor. At such a moment the Americansprofessed zealots for liberty and independencethought it a worthy object to filch the colonies of the country which, above all others, was maintaining the contest against the universal despot. They thought the French Canadians would rise and join the allies of France against Great Britain. The American Government had accordingly, so early as in 1811, and nearly a year previous to the declaration of war, mustered ten thousand men at Boston, ready for this expedition; and long before the note of war was sounded they had called out fifty thousand volunteers. Still, up to the very moment of declaring war, Madison had continually assured our envoy that there was nothing that he so much wished as the continuance of amicable connections between the two countries.

FORE:The Bute Ministry was now in power, and determined on reversing the policy of Pittpolicy which had added so magnificently to the territory[172] and glory of the country. Bute had now to seek powerful connections to enable him to carry on. The commonplace man seeks to make up for his feebleness by associating with him, not men of merit, but men of aristocratic connection. For this reason he conferred the Privy Seal on the Duke of Bedford, and the Seal of Secretary on the Earl of Egremont. To break the force of popular indignation for the loss of Pitt from the helmfor the people knew who was the great man and successful minister well enoughthe king was advised to confer some distinguished mark of favour on Pitt. He was offered the government of Canada as a sinecure, with five thousand pounds a year. Pitt was not the man to undertake a highly responsible office without discharging the duties, and he was next offered the Chancellorship of the Duchy of Lancaster; but he preferred a simple pension of three thousand pounds a-year, and that a title should be conferred on his wife. By this arrangement he was left in the House of Commons, and in a position to continue his exertions for the country. Both these suggestions were complied with.

TWO:A second question regarding the late Minister became immediately necessary. He had died deeply in debt. It was one of the fine qualities of Pitt that he never had a love of money, or an ambition to create a great estate at the expense of the country, like too many statesmen. At an early period of Pitt's ministerial career, though a bachelor, he was so hopelessly in debt, that his friend, Robert Smith, afterwards Baron Carrington, had looked into his affairs, and declared that, of all scenes of domestic robbery by servants, and wild charges by tradesmen, he had never witnessed anything to compare with it. The financial management of his own income and that of the nation were just on a par in Pitt's case. He let his own money go like water, and he would have flung any quantity of the nation's property away on his quixotic scheme of propping up the thoroughly rotten and hopeless condition of the Continental governments. A strong effort was now made by such of Pitt's creditors as had advanced money to him, to be repaid by the nation. In this endeavour none were more eager than his great friends and relatives, who had been enabled by him to draw a hundredfold from the nation what they had lent him. Wilberforce, however, proposed that they should not only forego their individual claims, but should contribute each a moderate sum towards the raising of forty thousand pounds, which would pay his tradesmen; but here the great relatives and friends became dumb and motionless. Spencer Perceval offered a thousand pounds, and one or two others made some offers; but the appeal was in vain, and a motion was proposed by Mr. Cartwright, on the 3rd of February, that the nation should pay this sum. This was carried at once.

Within a few days of taking Philadelphia, Lord Howe raised three batteries on the side of the river. On the 3rd of October Washington issued from his camp on the Schuylkill, about fourteen miles from Germantown, having heard that two British detachments had been withdrawn thence to attack the forts on the Delaware. He had been reinforced by militia from Maryland and New Jersey, and determined to surprise the British camp at Germantown. Two columns of Continental troops, led by Greene and Sullivan, were to gain the front of the British, and attack it; whilst two other columns of militia were to attack the rear. This force marched all night, and entered Germantown about sunrise, and all seemed likely to favour their enterprise. A fog prevented the discovery of their approach. But, at the first surprise, Colonel Musgrove threw himself into a storehouse, and kept up such a fire from the windows as checked the assault of the Americans, and gave time for the rest of the British force to get under arms. The village of Germantown consisted of one long street. Across this street the British army had encamped, and stoutly resisted the advance of the Americans. Musgrove was summoned to surrender; but he continued his fire from the house without taking any notice, and, before artillery could be brought up to batter the house, General Greig and Brigadier Agnew came up to his assistance. The Continental troops in front, led on by Washington himself, made a brisk attack, but were repulsed at all points, and were badly co-operated with by the militia in the rear. Washington was compelled to fall back to his camp at Skippack Creek, leaving behind him about eight hundred killed and wounded, and four hundred prisoners. So far, however, was Sir William Howe from availing himself of this opportunity to follow up the attack on Washington, and disperse his army, that he, as usual, thought only of getting into snug winter quarters.
