THREE:As the king was to land privately and to proceed to the Viceregal Lodge in Ph?nix Park without entering the city, it was uncertain whether he would come by Dunleary or Howth. Seemingly exhausted, he threw himself back in the carriage; but on the cheering being renewed, he bent forward again, and taking off his cap, bowed most graciously to the ladies and those around him. One of the horses became restive on the pier, but a gentleman, regardless of personal danger, led him till he became manageable. The cavalcade drove rapidly to town, and proceeded by the Circular Road to the Park. On the way there was a constant accession of horsemen, who all rode uncovered. When they came to the entrance of the Park, the gentlemen halted outside the gate, not wishing to intrude, when the king put out his head and said, "Come on, my friends." On alighting from his carriage he turned round at the door, and addressed those present in nearly the following words:"My lords and gentlemen, and my good yeomanry,I cannot express to you the gratification I feel at the warm and kind reception I have met with on this day of my landing among my Irish subjects. I am obliged to you all. I am particularly obliged by your escorting me to my very door. I may not be able to express my feelings as I wish. I have travelled far, I have made a long sea voyage; besides which, particular circumstances have occurred, known to you all, of which it is better at present not to speak; upon those subjects I leave it to delicate and generous hearts to appreciate my feelings. This is one of the happiest days of my life. I have long wished to visit you; my heart has been always with the Irish; from the day it first beat I have loved Ireland. This day has shown me that I am beloved by my Irish subjects. Rank, station, honours, are nothing; but to feel that I live in the hearts of my Irish subjects is to me exalted happiness. I must now once more thank you for your kindness, and bid you farewell. Go and do by me as I shall do by youdrink my health in a bumper; I shall drink all yours in a bumper of good Irish whisky." Mr. W. H. Freemantle, writing to the Duke of Buckingham, says, "I don't know whether you have heard any of the details from Ireland, but the conduct of the Irish is beyond all conception of loyalty and adulation, and I fear will serve to strengthen those feelings of self-will and personal authority which are at all times uppermost in 'the mind.' The passage to Dublin was occupied in eating goose-pie and drinking whisky, of which his Majesty partook most abundantly, singing many joyous songs, and being in a state on his arrival to double in sight even the number of his gracious subjects assembled on the pier to receive him. The fact was that he was in the last stage of intoxication: however, they got him to the Park." But whatever happened on board ship, and whether or not the king was "half-seas over," he acquitted himself so as to excite the boundless admiration of his Irish subjects, and the visit, which lasted twenty-two days, was an unqualified success from the spectacular point of view.At the commencement of the Session a notice of a motion of want of confidence in the Ministry was given by Sir John Yarde Buller. He assigned as reasons for bringing forward the motion the disturbed and unsatisfactory state of the country, which he ascribed to the system of popular agitation, "nurtured and fostered," as he alleged, by the Ministers during the preceding two years. After a debate of four consecutive nights the motion was rejected by 308 votes to 287. The division was fairly satisfactory, and another source of gratification to the Ministry was the passing of the Irish Municipal Bill, which became law in spite of a characteristic protest from Bishop Phillpotts, who regarded the measure "as a deliberate and wilful abandonment of the cause of true religion which had provoked the justice of Almighty God and given too much reason to apprehend the visitation of Divine vengeance for this presumptuous act of national disobedience." In this Session Sir Robert Peel at last terminated the scandals connected with election committees by a plan which authorised the Speaker to appoint a general committee of elections, with the duty of selecting election committees to try each particular[471] case. Sir Francis Baring's Budget was a considerable improvement upon those of his indifferent predecessor, Mr. Spring-Rice, whose careless finance had produced no less than four successive deficits. He acknowledged a deficit of 850,000, and asked for a vote of credit. He further imposed an additional tax of 4d. a gallon on spirits, increased the customs and excise by 5 per cent., and the assessed taxes by 10 per cent.

Stockdale commenced a fourth and fifth action against Hansard; an order was issued for the arrest of his attorney for contempt, and he was ultimately lodged in Newgate. But he afterwards brought actions against all the officers of the House that had been concerned in his arrest and had searched his premises. On the 17th of February Lord John Russell informed the House that he had a petition to present from Messrs. Hansard to the effect that a fifth action had been commenced against them by Stockdale for the same course as before. It was then moved that Stockdale, and the son of Howard, his attorney, a lad of nineteen, and his clerk, by commencing this action had been guilty of a contempt of the House. This was carried by a majority of 71, and they, too, were imprisoned.But Hastings had scarcely terminated these proceedings, when the new members of Council, appointed under the Regulating Act, arrived. On the 19th of October, 1774, landed the three Councillors, Clavering, Monson, and Francis; Barwell had been some time in India. The presence of the three just arrived was eminently unwelcome to Hastings. He knew that they came with no friendly disposition towards him, and that Philip Francis, in particular, was most hostile. The letter of the Court of Directors recommended unanimity of counsels, but nothing was further from the views of the new members from Europe. As they were three, and Hastings and Barwell only two, they constituted a majority, and from the first moment commenced to undo almost everything that he had done, and carried their object. They denounced, and certainly with justice, the Rohilla war; they demanded that the whole correspondence of Middleton, the agent sent to the court of Oude by Hastings, should be laid before them. Hastings refused to produce much of it, as entirely of a private and personal nature; and they asserted that this was because these letters would not bear the light, and that the whole of Hastings' connection with Sujah Dowlah was the result of mercenary motives. In this they did the Governor-General injustice, for, though he drew money sternly and by every means from the India chiefs and people, it was rather for the Company than for himself. They ordered the recall of Middleton from Oude, deaf to the protests of Hastings that this was stamping his conduct with public odium, and weakening the hands of government in the eyes of the natives. Still, Middleton was recalled, and Mr. Bristow sent in his place. Hastings wrote home in the utmost alarm both to the Directors and to Lord North, prognosticating the greatest confusion and calamity from this state of anarchy; and Sujah Dowlah, regarding the proceedings of the new members of Council as directed against himself, and seeing in astonishment the authority of Hastings apparently at an end, was so greatly terrified that he sickened and died.

FORE:Lord Goderich acted with great humility. In a letter to the Duke of Buckingham, shortly after his resignation, he expressed his willingness to serve under the Duke of Wellington, though it might certainly be a matter of doubt with him how far, in existing circumstances, he could with credit accept office. But as the Government was to rest upon a broad basis, and was not to oppose the principles he had always advocated, he was ready to consider favourably any offer that might be made to him. The task which Wellington had undertaken was a most[262] difficult one, considering the nature of the questions that agitated the public mind, and the course which he had adopted in reference to them. The new Government was announced on the 25th of January. It retained several members of the Goderich Ministrynamely, Lord Dudley, Mr. Huskisson, and Mr. Herries. The Duke of Wellington was Premier, Mr. Goulburn Chancellor of the Exchequer, Lord Aberdeen Chancellor of the Duchy of Lancaster, and Lord Ellenborough Privy Seal. Mr. Canning's widow was created a viscountess, with a grant of 6,000 a year, to be enjoyed after her death by her eldest son, and, in case of his death, by her second son. The former was in the navy, and perished accidentally soon after his father's death. The second son, to whom the family honours descended, was the Governor-General of India during the most memorable crisis in the history of that empire. The grant was opposed by Lord Althorp, Mr. Hume, and Mr. Banks, but was carried by a majority of 161 to 54.

FORE:Meanwhile Lord Howe had been on the look-out some time for the French fleet, which, it was understood, was about to leave Brest, in order to meet a convoy of merchant ships from the West Indies, and aid it in bringing that trade fleet into port. On reaching Brest, however, he discovered that the French fleet had sailed, and it was not till the 28th of May that he caught sight of it out at sea, opposite the coast of Brittany. The French fleet, commanded by Admiral Villaret Joyeuse, was greatly superior to Howe's in ships, number of seamen, and weight of metal. Howe had twenty-five sail of the line and five frigates, carrying two thousand and ninety-eight guns, in weight of metal twenty-one thousand five hundred and nineteen pounds, and sixteen thousand six hundred and forty-seven men. Joyeuse, now joined by Admiral Neilly, had twenty-six line-of-battle ships and smaller vessels, carrying two thousand one hundred and fifty-eight guns, in weight of metal twenty-five thousand five hundred and twenty-one pounds, and nineteen thousand eight hundred and twenty-eight men. After some skirmishing, on the 1st of June"the glorious first"Howe came to close quarters with the enemy, who was compelled to fight by the presence of the Conventional Commissioner Bon St. Andr. He ordered his fleet to follow his ship, the Charlotte, in cutting right through the enemy's line. Only five ships, however, accomplished this so as to engage the French to the leeward, and prevent them from escaping. Howe afterwards complained that some of his captains had not obeyed his orders, and threatened them with a court-martial; but some replied that their ships were in such bad sailing condition that they could not effect this movement, and others that they did not understand the signal. Thus, five vessels fighting to the leeward, and the rest to the windward, the battle raged furiously from nine in the morning till three in the afternoon, when the French admiral sheered off for Brest, leaving behind seven of his finest vessels in the hands of the British. The British lost in the action two hundred and seventy-nine men, and had eight hundred and seventy-seven wounded. The French lost in six of the captured ships alone six hundred and ninety men, and had five hundred and eighty wounded. The seventh, the Vengeur, went down almost as soon as the British flag was hoisted on her, with, it is supposed, three hundred men in her. Altogether, it is likely that the French did not lose less than fifteen hundred men, besides wounded, and two thousand three hundred prisoners. The British lost a number of officers, who were either killed in the battle or died afterwards of their injuries Amongst these were Sir Andrew Douglas, second captain of Howe's own ship; Captains Montagu of the Montagu, Hutt of the Queen, and Harvey of the Brunswick; Rear-Admirals Pasley of the Bellerophon, and Bowyer of the Barfleur. Admiral Graves and Captain Berkeley were severely wounded. Howe made every effort to pursue and bring the French admiral again to action; but, owing to the bad sailing qualities of English ships at that time, and the shattered state of many of them, he could not overtake Villaret, who made the best of his way to Brest. During the remainder of the year there were various engagements between small squadrons in different quarters, in which the advantage generally remained with the British, besides the training thus afforded to the officers and sailors for the mighty victories which awaited them.
