THREE:On the 10th of May the second Congress met at Philadelphia. The delegates had everywhere been easily elected, and Franklin, having arrived on the 5th of May in Philadelphia, was in time to be added to the number already chosen there. The battle of Lexington had heated the blood of the delegates, and they assembled in no very pacific mood. They assumed the name of the Congress of the United Colonies, and rejected with contempt the poor conciliatory Bill of Lord North, as it had already been deservedly treated by the provincial Assemblies. They immediately issued a proclamation prohibiting the export of provisions to any British colony or fishery still continuing in obedience to Great Britain; or any supply to the British army in Massachusetts Bay, or the negotiation of any bill drawn by a British officer. Congress ordered the military force of the colonies to be placed on an efficient footing. They called into existence a body of men, besides the provincial militia, to be maintained by the United Colonies, and to be called continental troops, which distinction must be kept in mind during the whole war. They then made a most admirable choice of a commander-in-chief in the person of Colonel George Washington.

THREE:In much the same way the silk industry had been protected by prohibitory legislation, of which the only effect was to convert smuggling into an important trade. Again, the manufacturers petitioned for the removal of the duties upon spun silk, but were eager to exclude foreign manufactured silks. On the other hand, the silk spinners were opposed to the introduction of spun silk, but desired the removal of duties upon raw silk, while the journeymen believed that ruin stared them in the face if foreign manufactured silks were introduced. Robinson, with Huskisson's assistance, decided to admit foreign silk on an ad valorem duty of 30 per cent. At the same time he largely reduced the duties on the raw material. The duty on Indian silk was reduced from 4s. to 3d., that on Chinese and Italian silks from 5s. 6d. to 6d., that on organzine from 14s. 10d. to 7s. 6d. a pound. The manufacturers vowed and protested that they were ruined; in ten years' time they were exporting to France, their former rival, 60,000 worth of manufactured silk.This was an attempt as constitutional as it was ignorantly and hopelessly planned by suffering people; but more criminal speculations were on foot. A second report of the Lords' secret committee, recommending the renewal of the suspension of the Habeas Corpus Act, stated that a general insurrection was planned to take place at Manchester, on the 30th of Marchto seize the[125] magistrates, to liberate the prisoners, burn the soldiers in their barracks, and set fire to a number of factories; and that such proposals were really in agitation is confirmed by Bamford and other of the Radical leaders. The report says that the design was discovered by the vigilance of the magistrates, a few days before its intended taking place; but it is far more probable that the magistrates had received some intimation of what was in progress from those who had misguided the ignorant multitude. Bamford tells us that both he and his friends had been applied to to engage in the design, but they had condemned it as the work of incendiaries, who had availed themselves of the resentment of the Blanketeers at their treatment, to instigate them to a dreadful revenge. The truth was, a number of spies in the pay of Government, with the notorious Oliver at their head, were traversing the manufacturing districts of Derbyshire, Nottinghamshire, Yorkshire, and Lancashire, to stimulate the suffering population into open insurrection, that they might be crushed by the military. Bamford and the more enlightened workmen at once saw through the snare, and not only repulsed the tempters, but warned their fellows against their arts. The failure of the first design, however, did not put an end to the diabolical attempt on the part of the spies. They recommended the most secret meetings for the purpose; that another night attack should be prepared for Manchester, and that Ministers should be assassinated. Such proposals were again made to Bamford and his friends, but they not only indignantly repelled them, but sought safety for their own persons in concealment, for continual seizures of leading Reformers were now made.

THREE:The death of the Princess Charlotte left the prospect of the succession to the Crown equally serious. Of the numerous sons and daughters of George III. not one had legitimate issue. It might be necessary soon to look abroad in Germany or in Denmark for an heir to the Crown. This consideration led to a number of royal marriages during the earlier part of this year. The first of these marriages was not of this description. It was that of the Princess Elizabeth, his Majesty's third daughter, to the Landgrave and Hereditary Prince of Hesse-Homburg, on the 7th of April. As the princess was already nearly eight-and-forty, no expectation of issue in that quarter was entertained. On the 13th of April Lord Liverpool brought down a message from the Regent to the Peers, and Lord Castlereagh to the Commons, announcing treaties of marriage in progress between the Duke of Clarence and the Princess Adelaide Louisa, of Saxe-Meiningen; and also between the Duke of Cambridge and the Princess Augusta Wilhelmina, of Hesse, youngest daughter of the Landgrave of Hesse. The House of Commons was also asked to add an additional ten thousand pounds a year to the allowance of the Duke of Clarence, and six thousand pounds a year each to those of the Dukes of Cumberland and Cambridge, and to that of the Duke of Kent,[136] if he, too, should marry. Ministers intimated that it had been the intention to ask much larger sums, but they found that it was necessary to reduce the sum asked for the Duke of Clarence. It was a matter of notoriety that the duke had already a large family by the actress, Mrs. Jordan, and probably the feeling of the House was influenced by his desertion of that lady; but there was a stout opposition and the sum was reduced to six thousand pounds. Loud acclamations followed the carrying of this amendment, and Lord Castlereagh rose and said, after the refusal of the sum asked, he believed he might say that the negotiation for the marriage might be considered at an end. The next day the duke sent a message declining the sum granted; yet, after all, his marriage took place. The Duke of Cumberland was already married to the Princess Frederica Sophia, the daughter of the Duke of Mecklenburg-Strelitz, who had been divorced from Frederick Louis, Prince of Prussia. The Duke of Cumberland was one of the most unpopular men in the whole kingdom, for there were rumours of very dark passages in his life, and Parliament had rejected an application for an additional allowance on his marriage; and it now rejected this application amid much applause. The sum asked for the Duke of Cambridge was carried, but not without considerable opposition. The spirit of reform was in the air.A quarrel took place between Massena and Ney on the subject of attacking the British and Portuguese who invested Almeida, where was a French garrison, and Ney threw up his command, and retired to Salamanca. Massena was daily expecting the junction of Soult, who had taken Badajoz; but Wellington did not give time for this junction. He attacked Massena at Sabugal on the 3rd of April, and defeated him with heavy loss. Massena then continued his retreat for the frontier of Spain, and crossed the Agueda into that country on the 6th. Wellington then placed his army in cantonments between the Coa and the Agueda, and made more rigorous the blockade of Almeida.

FORE:Parliament was prorogued on the 31st of May, 1826, and two days afterwards dissolved. It had nearly run its course. It was the sixth Session, which had been abridged with a view of getting through the general election at a convenient season. But though short, the Session had much work to show of one kind or another, including some useful legislation. The Parliamentary papers printed occupied twenty-nine folio volumes, exclusive of the journals and votes. The Parliament whose existence was now terminated had, indeed, effected the most important changes in the policy of Great Britain, foreign and domestic. Mr. Canning had severed the connection, unnatural as it was damaging, between England and the Holy Alliance. The Government of the freest country in the world, presenting almost the only example of a constitution in which the power of the people was represented, was no longer to be associated in the councils of a conclave of despots; and this change of direction in its foreign policy was cordially adopted by the House of Commons and by the nation. Another great and vital change in national policy was the partial admission of the principles of Free Trade, which the Tories regarded, not without reason, as effecting a complete revolution, which extended its influence to the whole legislation and government.Having thus arranged with the natives, Clive came to the far more arduous business of compelling the Europeans to conform to the orders of the Company, that no more presents should be received. In his letters home he recommended that to put an end to the examples of corruption in high places, it was necessary that the Governor of Bengal should have a larger salary; that he and others of the higher officers should be prohibited from being concerned in trade; that the chief seat of government should be at Calcutta; and the Governor-General should have the authority, in cases of emergency, to decide independently of the Council. These were all sound views, but to carry them out required the highest exercise of his authority. He exacted a written pledge from the civil servants of the Company that they would receive no more presents from the native princes. To this there was considerable objection, and some resigned; but he carried this through, nominally at least. THREE:The manner in which Hastings had executed the orders of the Directors in this business showed that he was prepared to go all lengths in maintaining their interests in India. He immediately proceeded to give an equally striking proof of this. We have seen that when the Mogul Shah Allum applied to the British to assist him in recovering his territories, they promised to conduct him in triumph to Delhi, and place him firmly on the grand throne of all India; but when, in consequence of this engagement, he had made over to them by a public grant, Bengal, Bahar, and Orissa, they found it inconvenient to fulfil their contract, and made over to him Allahabad and Corah instead, with an annual payment of twenty-six lacs of rupeestwo hundred and sixty thousand pounds. The payment of this large sum, too, was regarded by the Company, now in the deepest debt, as unnecessary, and Hastings had orders to reduce it. It appears that the money was at no time duly paid, and had now been withheld altogether for more than two years. The Mogul, thus disappointed in the promises of restoration by the English, and now again in the payment of this stipulated tribute, turned to the Mahrattas, and offered to make over the little provinces of Allahabad and Corah, on condition that they restored him to the sovereignty of Delhi. The Mahrattas gladly caught at this offer, and by the end of the year 1771 they had borne the Mogul in triumph into his ancient capital of Delhi. This was precisely such a case as the Directors were on the watch for. In their letter to Bengal of the 11th of November, 1768, they had said: "If the Emperor flings himself into the hands of the Mahrattas, or any other Power, we are disengaged from him, and it may open a fair opportunity of withholding the twenty-six lacs of rupees we now pay him." The opportunity had now come, and was immediately seized on by Hastings to rescind the payment of the money altogether, and he prepared to annex the two provinces of Allahabad and Corah. These were sold to the Nabob of Oude for fifty lacs of rupees. This bargain was settled between the vizier and Hastings at Benares, in September, 1773.

FORE:The first business in the House of Commons was the re-election of Mr. Shaw Lefevre as Speaker. On the 24th of August the Address was moved by Mr. Mark Philips, and seconded by Mr. John Dundas. Mr. Wortley then moved an amendment similar to the one which had been carried in the House of Lords, in which he went over all the charges against the Government. His motion was seconded by Lord Bruce, and supported by Mr. Disraeli. The debate lasted several nights. Sir Robert Peel delivered a long and very able speech, in which he reviewed the whole policy of the Government. He was answered by Lord John Russell, whose speech closed the debate. The division gave to Sir Robert Peel a majority for which no one seemed prepared. The numbers werefor the Ministerial Address, 269; for the amendment, 360; majority against the Government, 91. FORE:Buonaparte found that, during his absence in Syria, Egypt had been disturbed by insurrections, which Desaix had put down, and had again defeated, and driven back into Upper Egypt, Murad Bey, who had made a descent thence. Soon after his return, however, Murad was once more in motion, descending the Nile in two bodies, and Ibrahim Bey was moving on the frontiers of Syria, as if to form a union with Murad. Lagrange was despatched against Ibrahim, and Murat against Murad. Scarcely were they repulsed when the cause of their man?uvres became evident. A Turkish fleet, containing eighteen thousand men, appeared in the Bay of Alexandria, commanded by Mustapha Pacha. They seized the fort, and, landing, began to fortify themselves, expecting the arrival of the Mamelukes, as had been concerted. On the 25th of July Buonaparte attacked them, and drove in all their outposts; but on coming within reach of their batteries and their gunboats in the bay, the French were checked, and the Turks, rushing out, with their muskets slung at their backs, made terrible havoc amongst them with their sabres, poniards, and pistols. The defeat of Napoleon must have been complete had not the Turks stopped to cut off the heads of the slain, for which they were offered a reward. This gave time for the French to rally. It was now the turn of the Turks to give way, and Murat, who had fought at the head of the troops, followed them so impetuously with the bayonet that the confusion and panic became general. The Turks threw themselves en masse into the sea to regain their ships; and by drowning and the bayonets and bullets of the French, ten thousand out of the eighteen thousand perished. Mustapha Pacha himself was taken, and carried in triumph before[472] Buonaparte. This battle had been fought at Aboukir, near the spot where Nelson had so signally triumphed over them. The victory was the event which Buonaparte needed to enable him to return with credit to France. He immediately embraced it. All his plans and brilliant visions of empire in the East had perished for the present, and private letters from his brothers in Paris, and a number of newspapers, which Sir Sidney Smith had furnished him with to mortify him, roused him to instant action. From these he learnt that the Directory had, as he expected, consummated their unpopularity; that Italy, which he had won to France, was again lost by the other generals. To remain in Egypt was to sink into a sort of provincial or proconsular general; to return to Paris was, by a bold and adroit stroke, to make himself the master of France. He immediately ordered Admiral Gantheaume to have ready a couple of frigates, which lay in the harbour of Alexandria; and, taking with him his favourite generals, Murat, Lannes, Marmont, Berthier, Desaix, Androssy, and Bessieres, and the two principal savants, Monge and Denon, to give an account of the scientific results of the expedition, he rushed on board. He had left the care of the army to Kleber and Menou; and he issued a short proclamation, saying that events in Paris demanded his presence there, but that he would return with all possible expedition. FORE:All this time "the great Admiral Vernon," as the Opposition delighted to call him, in disparagement of all the commanders favourable to the Government, lay still with his ships and afforded no assistance to the land troops. When Wentworth bitterly complained of this, to show that it was impossible to operate on the town from the harbour, Vernon sent into the inner harbour the Galicia, a Spanish ship which had been taken. This ship kept up a cannonade on the town for several hours, producing little effect, and was fired on from the town with as little. The men were then brought off in boats, the Galicia's cable was cut, and she was suffered to run upon a shoal, where she soon filled. The troops were now hastily re-embarked; the unhealthy season was at its height, and the men were swept away by fever more rapidly than they had been mowed down on land. The heavy rains had set in, and the troops in a few days were reduced to one half their number. Admiral Vernon instead of undertaking any enterprise which might have retrieved the honour of the British arms, set sail from Jamaica with the forces in July, and anchored in the south part of Cuba in a bay, on which he bestowed the appellation of Cumberland Harbour. Here the remains of that fine fleet and army, capable of achieving the most brilliant conquests under able commanders, were suffered to corrode away under the influence of inactivity, the season, bad salted provisions, and excess of rum.CHAPTER XIII. FORE:This most bloody of battles took place on the 7th of September. There were about one hundred and twenty thousand men engaged on each side, and the guns on each side are said to have amounted to one thousand. Before the battle, the priests passed along the ranks of the Russians, reminding them of the wrongs they had suffered, and promising paradise to all that fell. Buonaparte, on his side, issued this proclamation:"Soldiers! here is the battle you have longed for! It is necessary, for it brings us plenty, good winter-quarters, and a safe return to France. Behave yourselves so that posterity may say of you'He was in that great battle under the walls of Moscow.'" It was rather a damping circumstance that the day before the battle Buonaparte received the news of Wellington's victory at Salamanca. The battle commenced at seven o'clock in the morning, and continued the greater part of the day, the Russians, even to the newest levies, fighting with the most immovable courage. Buonaparte demanded of Caulaincourt whether the Russians were determined to conquer or die? He replied that they had been fanaticised by their leaders, and would be killed rather than surrender. Buonaparte then ordered up every possible gun, on his plan of battering an army as he would batter a fortress. Still the Russians fought on furiously, and Berthier urged him to call up his "young Guard." But he replied, "And if there is another battle to-morrow, where is my army?"The genius of Lord Stair was anything but military, and soon led him into a dilemma. Instead of waiting, as he had first determined, for the reinforcements of Hessians and Hanoverians, he advanced up the river, with the intention of drawing supplies from Franconia. He advanced to Aschaffenberg, which he reached on the 16th of June; but Noailles had rapidly followed him, and adroitly seized on the fords of both the Upper and Lower Main, thus cutting off Stair both from his own stores at Hanau, and from the expected supplies of Franconia. At this critical moment King George arrived at the camp, and found Noailles lying in a strong position, and Stair cooped up with his army in a narrow valley between the wild and hilly forest of Spessart, which extends from Aschaffenberg to Dettingen and the river Main. TWO:On the 1st of December Bonney, Joyce, Kyd, and Holcroft were brought up, but the evidence was precisely the same against them as against Tooke; they were discharged without trial. Holcroft would have made a speech condemnatory of these prosecutions, but was not allowed. As these gentlemen were removed from the bar, John Thelwall, the well-known elocutionist and political lecturer, was brought up. As the Government thought there were some other charges against him, the trial went on, and lasted four days, but with the same result; and as it was found that it was hopeless to expect verdicts of guilty from English juries for mere demands of Reform, the rest of the accused were discharged. To the honour of the nation, people of all parties appeared to rejoice at the independent conduct of the juries.

TWO:The Cabinet met again on the 25th, when Sir Robert Peel informed his colleagues that, in the position of affairs, he could not abstain from advising the immediate suspension, by Order in Council, of the restrictive law of importation, or the early assembling of Parliament for the purpose of proposing a permanent change. Lord Aberdeen, Mr. Sidney Herbert, and Sir James Graham supported him. The Duke of Wellington gave a reluctant adhesion. It then became known that Lord Stanley had withdrawn from the Ministry, and it was believed that the Duke of Buccleuch intended to follow his example. The majority of the Cabinet had decided in favour of a permanent reduction in the sliding scale; but the position of the Minister was now too uncertain for him to attempt to carry through his measures. A resignation was the only step which could show the true strength of parties, and determine who would and who would not follow the Minister in that course which, if he was to return to power, he had finally resolved to take. On the 5th of December he announced his determination to her Majesty, and the public learned that the Peel Administration was at an end.
