But what afforded the most valuable education in this sense was their system of free government, involving, as it did, the supremacy of an impersonal law, the subdivision of public authority among a number of magistrates, and the assignment to each of certain carefully defined functions which he was forbidden to exceed; together with the living interest felt by each citizen in the welfare of the whole state, and that conception of it as a whole composed of various parts, which is impossible where all the public powers are collected in a single hand."Ah!" she exclaimed. "I had forgotten that. In the press of other things it had been swept out of my mind. A professional acrobat like yourself should make light of a task like that. The way is all clear for the experiment. But when?"CHAPTER IV. THE CONDITIONS OF APPRENTICESHIP.

The men went at the double-quick in closed ranks three abreast, each of the threefold files marching at a small distance from the other. It is worthy of remark that in the Platonic Er?s we have the germor something more than the germof Aristotles whole metaphysical system.135 According to the usual law of speculative evolution, what was subjective in the one becomes objective in the other. With Plato the passion for knowledge had been merely the guiding principle of a few chosen spirits. With Aristotle it is the living soul of Nature, the secret spring of movement, from the revolution of the outermost starry sphere to the decomposition and recomposition of our mutable terrestrial elements; and from these again through the whole scale of organic life, up to the moral culture of man and the search for an ideally-constituted state. What enables all these myriad movements to continue through eternity, returning ever in an unbroken circle on themselves, is the yearning of unformed matterthat is to say, of unrealised powertowards the absolute unchanging actuality, the self-thinking thought, unmoved, but moving every other form of existence by the desire to participate in its ineffable perfection. Born of the Hellenic enthusiasm for beauty, this wonderful conception subsequently became incorporated with the official teaching of Catholic theology. What had once been a theme219 for ribald merriment or for rhetorical ostentation among the golden youth of Athens, furnished the motive for his most transcendent meditations to the Angel of the Schools; but the fire which lurked under the dusty abstractions of Aquinas needed the touch of a poet and a lover before it could be rekindled into flame. The eyes of Beatrice completed what the dialectic of Plato had begun; and the hundred cantos of her adorer found their fitting close in the love that moves the sun and the other stars. TWO:Mechanical engineering, like every other business pursuit, is directed to the accumulation of wealth; and as the attainment of any purpose is more surely achieved by keeping that purpose continually in view, there will be no harm, and perhaps considerable gain derived by an apprentice considering at the beginning the main object to which his efforts will be directed after learning his profession or trade. So far as an abstract principle of motives, the subject is of course unfit to consider in connection with engineering operations, or shop manipulation; but business objects have a practical application to be followed throughout the whole system of industrial pursuits, and are as proper to be considered in connection with machine-manufacturing as mechanical principles, or the functions and operation of machines.

THREE:Again, to suppose that the soul shares in the changes of the body is incompatible with the self-identity which memory reveals. To suppose that it is an extended substance is incompatible with its simultaneous presence, as an indivisible whole, at every point to which its activity reaches; as well as with the circumstance that all our sensations, though received through different organs, are referred to a common centre of consciousness. If the sensorium is a fluid body it will have no more power of retaining impressions than water;295 while, if it is a solid, new impressions will either not be received at all, or only when the old impressions are effaced.

THREE:In this way I got into conversation with a middle-aged lady. Her husband had been shot, and she got a bullet in her arm, which had to be amputated in consequence. The poor creature had lost all courage, and lived on her nerves only. It was remarkable to hear this father find the right words, and succeed in making her calm and resigned.138 Before she left us, she had promised that for her children's sake she would do all in her power to control herself.

ONE:Flying fast, in a steep descent, they went across the nose of the amphibian, and in the turmoil of their propeller wash she went almost out of control, and before her pilot caught up his stability the hydroplane raced across her path in a slanting line and made for the small round object bobbing in the trough between two swells.Historians often speak as if philosophy took an entirely fresh start at different epochs of its existence. One such break is variously associated with Descartes, or Bacon, or some one of their Italian predecessors. In like manner, the introduction of Christianity, coupled with the closing of the Athenian schools by Justinian, is considered, as once was the suppression of the West-Roman Caesarate by Odoacer, to mark the beginning of a new rgime. But there can be no more a real break in the continuity of intellectual than in the continuity of political history, beyond what sleep or inactivity may simulate in the life of the organic aggregate no less than in the life of the organic individual. In each instance, the thread is taken up where it was dropped. If the rest of the world has been advancing meanwhile, new tendencies will come into play, but only by first attaching themselves to older lines of movement. Sometimes, again, what seems to be a revolution is, in truth, the revival or liberation of an earlier movement, through the decay or destruction of beliefs364 which have hitherto checked its growth. Thus the systems of Plato and Aristotle, after carrying all before them for a brief period, were found unsuitable, from their vast comprehension and high spirituality, to the undeveloped consciousness of their age, and were replaced by popularised versions of the sceptical or naturalistic philosophies which they had endeavoured to suppress. And when these were at length left behind by the forward movement of the human mind, speculative reformers spontaneously reverted to the two great Socratic thinkers for a better solution of the problems in debate. After many abortive efforts, a teacher appeared possessing sufficient genius to fuse their principles into a seemingly coherent and comprehensive whole. By combining the Platonic and Aristotelian spiritualism with a dynamic element borrowed from Stoicism, Plotinus did for an age of intellectual decadence what his models had done in vain for an age of intellectual growth. The relation in which he stood to Stoicism, Epicureanism, and Scepticism, reproduced the relation in which they stood to the various physical and sophistic schools of their time; but the silent experience of six centuries won for him a much more enduring success.

FORE:The mere suggestion added flame to her anger. She caught Hetty by the arm and dragged her from the door. There was a crash and a tear as the dress sleeve parted, the quick rattle of a key in the lock, and a defiant smile from Hetty. The expense of forming pattern-moulds may be considered as divided between the foundry and pattern-shop. What a pattern-maker saves a moulder may lose, and what a pattern-maker spends a moulder may save; in other words, there is a point beyond which saving expense in patterns is balanced by extra labour and waste in mouldinga fact that is not generally realised because of inaccurate records of both pattern and foundry work. What is lost or saved by judicious or careless management in the matter of patterns and moulding can only be known to those who are well skilled in both moulding and pattern-making. A moulder may cut all the fillets in a mould with a trowel; he may stop off, fill [94] up, and print in, to save pattern-work, but it is only expedient to do so when it costs very much less than to prepare proper patterns, because patching and cutting in moulds seldom improves them.

FORE:"Only about a month after the publication of my story about what happened at Landen, the German Government and military authorities considered that the time had come to contradict it, after ordering an inquiry which in reality cannot be called an inquiry at all. From their communiqus it is clear that some soldiers were heard who probably were privy to the act, and in any case benefited by a denial of the villainy committed at Landen. That is to say, men who were counsel in their own cause, and who were believed the sooner because their declarations were desirable for the support of German credit. But it does not appear from these communiqus that the German authorities also examined the wounded who were present, nor the two Netherlanders who travelled by that train: the young Miss de Bruin, from Amsterdam, and the present writer, as also the civilian witnesses at Landen. In opposition to the evidence of Stores-inspector Huebner and the landwehr-soldier Krueger, of226 which evidence it has not been stated that they gave it on oath, I declare myself prepared and willing, if a complete and impartial inquiry be instituted, to declare upon oath either to a properly qualified committee in The Netherlands or in Germany, or to a thereto-appointed arbiter, the following:"To me it is the gloomiest place in the world," said Charlton.

THREE:When we look at a steam-engine there are certain impressions conveyed to the mind, and by these impressions we are governed in a train of reflection that follows. We may conceive of a cylinder and its details as a complete machine with independent functions, or we can conceive of it as a mechanical device for transmitting the force generated by a boiler, and this conception might be independent of, or even contrary to, specific knowledge that we at the same time possessed; hence the importance of starting with a correct idea of the boiler being, as we may say, the base of steam machinery."Is there any further news about the war in The Netherlands?"
FORE:Slotting machines with vertical cutting movement differ from planing machines in several respects, to which attention may be directed. In slotting, the tools are in most cases held rigidly and do not swing from a pivot as in planing machines. The tools are held rigidly for two reasons; because the force of gravity cannot be employed to hold them in position at starting, and because the thrust or strain of cutting falls parallel, and not transverse to the tools as in planing. Another difference between slotting and planing is that the cutting movement is performed by the tools and not by movement of the material. The cutting strains are also different, falling at right angles to the face of the table, in the same direction as the force of gravity, and not parallel to the face of the table, as in planing and [135] shaping machines.

Lorem ipsum dolor sit amet, consectetuer adipiscing elit. Aenean commodo .

ONE:It may be noticed that all machines, except milling machines, which act in straight lines and produce plane surfaces have reciprocating movement; the class includes planing, slotting and shaping machines; these, with lathes, constitute nearly the whole equipment of an ordinary fitting shop. Holy everlasting Saviour of the human race! Bounteous nurse of mortals! Tender mother of the afflicted! Not for a day or night nor even for one little moment dost thou relax thy care for men, driving away the storms of life and stretching forth to them the right hand of deliverance, wherewith thou dost unravel even the tangled threads of fate, soothe the storms of fortune, and restrain the hurtful courses of the stars. The gods above adore thee, the gods below respect; thou dost cause the heavens to roll, the sun to shine; the world thou rulest, and treadest Tartarus under foot. To thee the stars reply, for thee the seasons come again; in thee the deities rejoice, and thee the elements obey. At thy nod the breezes blow, the clouds drop fatness, the seeds germinate and seedlings spring. But my wit is small to celebrate thy praises, my fortune256 poor to pay thee sacrifices, the abundance of my voice does not suffice to tell what I think of thy majesty, nor would a thousand tongues nor an unwearied and everlasting flow of speech. Therefore what alone religion joined to poverty can achieve, I will provide: an image of thy divine countenance and most holy godhead, guarded for perpetual contemplation within the recesses of my heart.397

FORE:In mounting sheets that are likely to be removed and replaced, for the purpose of modification, as working drawings generally are, they can be fastened very well by small copper tacks driven along the edges at intervals of two inches or less. The paper can be very slightly dampened before fastening in this manner, and if the operation is carefully performed the paper will be quite as smooth and convenient to work upon as though it were pasted down; the tacks can be driven down so as to be flush with, or below the surface of, the paper, and will offer no obstruction [81] to squares.

ONE:In constructing patterns where it is optional whether to employ cores or not, and in preparing drawings for castings which may have either a ribbed or a cored section, it is nearly always best to employ cores. The usual estimate of the difference between the cost of moulding rib and cored sections, as well as of skeleton and cored patterns, is wrong. The expense of cores is often balanced by the advantage of having an 'open mould,' that is accessible for repairs or facing, and by the greater durability and convenience of the solid patterns. Taking, for example, a column, or box frame for machinery, that might be made either with a rib or a cored section, it would at first thought seem that patterns for a cored casting would cost much more by reason of the core-boxes; but it must be remembered that in most patterns labour is the principal expense, and what is lost in the extra lumber required for a core-box or in making a solid pattern is in many cases more than represented in the greater amount of labour required to construct a rib pattern. One symptom of this reaction was the fashionable archaism of the Augustan age, the tendency to despise whatever was new in literature, and to exalt whatever was old. It is well known how feelingly Horace complains of a movement which was used to damage his own reputation as a poet;309 but what seems to have escaped observation is, that this protest against the literary archaism of his contemporaries is only one symptom of a much profounder division between his philosophy and theirs. He was just as good a patriot as they were, but his sympathies were with the Hellenising aristocracy to which Lucretius and Cicero had belonged, not with the narrow-minded conservatism of the middle classes and the country people. He was a man of progress and free-thought, who accepted the empire for what it might be worth, a Roman Prosper Merime or Sainte-Beuve, whose preference of order to anarchy did not involve any respect for superstitious beliefs simply because they were supported by authority. And this healthy common sense is so much a part of his character, that he sometimes gives his mistresses the benefit of it, warning Leuconoe against the Babylonian soothsayers, and telling202 Phidyle that the gods should be approached not only with sacrifices but with clean hands.310 Yet so strong was the spirit of the age, that the sceptical poet occasionally feels himself obliged to second or to applaud the work of restoration undertaken by Augustus, and to augur from it, with more or less sincerity, a reformation in private life.311 And even the frivolous Ovid may be supposed to have had the same object in view when composing his Fasti.

TWO:In designing supports for shafts the strains are easily defined and followed, while the vertical and lateral adjustment, lubrication of bearings, symmetry of supports and hangers, and so on, will furnish grounds for endless modification, both as to arrangement and mechanism.
Gilbert Lawrence had put away his books and papers with the air of a man who means to take a holiday. He did not seem in the least surprised.Nor is this all. After sharply distinguishing what is from what is not, and refusing to admit any intermediary between them, Aristotle proceeds to discover such an intermediary in the shape of what he calls Accidental Predication.236 An accident is an attribute not necessarily or usually inhering in its subjectin other words, a co-existence not dependent on causation. Aristotle could never distinguish between the two notions of cause and kind, nor yet between interferences with the action of some particular cause and exceptions to the law of causation in general; and so he could not frame an intelligible theory of chance. Some propositions, he tells us, are necessarily true, others are only generally true; and it is the exceptions to the latter which constitute accident; as, for instance, when a cold day happens to come in the middle341 of summer. So also a man is necessarily an animal, but only exceptionally white. Such distinctions are not uninteresting, for they prove with what difficulties the idea of invariable sequence had to contend before even the highest intellects could grasp it. There was a constant liability to confound the order of succession with the order of co-existence, the order of our sensations with the order of objective existence, and the subjection of human actions to any fixed order, with the impossibility of deliberation and choice. The earlier Greek thinkers had proclaimed that all things existed by necessity; but with their purely geometrical or historical point of view, they entirely ignored the more complex questions raised by theories about classification, logical attribution, and moral responsibility. And the modifications introduced by Epicurus, into the old physics, show us how unanswerable Aristotles reasonings seemed to some of his ablest successors. The activities of the soul are thought, sensation, reasoning, desire, attention, and so forth: the activities of body are heat, cold, impact, and gravitation; if to these we add the characteristics of mind, the latter will have no special properties by296 which it can be known. And even in body we distinguish between quantity and quality; the former, at most, being corporeal, and the latter not corporeal at all. Here Plotinus just touches the idealistic method of modern spiritualism, but fails to follow it any further. He seems to have adopted Aristotles natural realism as a sufficient theory of external perception, and to have remained uninfluenced by Platos distrust of sensible appearances. The life of George Stephenson proves that notwithstanding the novelty and great importance of his improvements in steam transit, he did not "discover" these improvements. He did not discover that a floating embankment would carry a railway across Chat Moss, neither did he discover that the friction between the wheels of a locomotive and the rails would enable a train to be drawn by tractive power alone. Everything connected with his novel history shows that all of his improvements were founded upon a method of reasoning from principles and generally inductively. To say that he "discovered" our railway system, according to the ordinary construction of the term, would be to detract from his hard and well-earned reputation, and place him among a class of fortunate schemers, who can claim no place in the history of legitimate engineering.
