The Repeal Agitation in Ireland, which had been thoroughly organised in 1842 by "Repeal Missionaries" who had visited every parish in the country, reached its culminating point in 1843. Early in February that year Mr. O'Connell, who had filled the civic chair the previous year, and was then an alderman of the Dublin Corporation, gave notice that, on the 21st of that month, he would move a resolution, affirming the right of Ireland to a resident Parliament, and the necessity of repealing the union. Alderman Butt expressed his determination of opposing the motion. Mr. Butt was one of the ablest members of the Irish bar, and a leader of the Conservative party. The debate was therefore anticipated with the greatest interest, as it promised to be a very exciting political duel. The old Assembly House, since abandoned for the more commodious City Hall, was densely crowded by the principal citizens, while the street was thronged by the populace during the debate. Mr. O'Connell marshalled his arguments under many heads: Ireland's capacity for independenceher right to have a Parliament of her ownthe establishment of that right in 1782the prosperity that followedthe incompetence of the Irish Parliament to destroy the Constitutionthe corrupt means by which the union was carriedits disastrous results, and the national benefits that would follow its repeal. The speech, which lasted four hours, was mainly argumentative and statistical. It was accepted by his followers as an elaborate and masterly statement of the case. Mr. Butt replied with equal ability and more fervid eloquence. The debate was adjourned. Next day other members took part in it. It was again adjourned, and as the contest proceeded the public excitement rose to fever heat. At two o'clock on the third day Mr. O'Connell rose to reply. "No report," says Mr. O'Neil Daunt, "could possibly do justice to that magnificent reply. The consciousness of a great moral triumph seemed to animate his voice, his[526] glance, and his gestures. Never had I heard him so eloquent, never had I witnessed so noble a display of his transcendent powers." The division showed that 41 were in favour of a domestic legislature and 15 were opposed to it.

But all this could not have prevailed with Bernadottewho leaned fondly and tenaciously towards France from old associationshad not the unbearable pride, insolence, and domineering spirit of Napoleon repelled him, and finally decided his course. So late as March, 1811, Bernadotte used this language to M. Alquier, the French ambassador, when pressed by him to decide for France:"I must have NorwayNorway which Sweden desires, and which desires to belong to Sweden, and I can obtain it through another power than France." "From England, perhaps?" interposed the ambassador. "Well, yes, from England; but I protest that I only desire to adhere to the Emperor. Let his majesty give me Norway; let the Swedish people believe that I owe to him that mark of protection, and I will guarantee all the changes that he desires in the system and government of Sweden. I promise him fifty thousand men, ready equipped by the end of May, and ten thousand more by July. I will lead them wherever he wishes. I will execute any enterprise that he may direct. Behold that western point of Norway. It is separated from England only by a sail of twenty-four hours, with a wind which scarcely ever varies. I will go there if he wishes!"At the very time he received this appointment he was actually in correspondence with Colonel Robinson, an officer of General Clinton's staff, declaring that he was become convinced of the more righteous cause of the mother country, and that he was prepared to testify this by some signal service to his king. It was at the beginning of August of the present year when Arnold assumed his command at West Point; and Clinton lost no time in opening a direct correspondence with him, through which such singular advantages were offered. Sir Henry Clinton employed as his agent in this correspondence a young officer of high promise in his profession and of considerable literary talents, Major John Andr, Adjutant-General and aide-de-camp to Sir Henry. As Clinton was naturally anxious to bring this hazardous correspondence to a close, he pressed Arnold to come to a speedy decision, offering him rank in the army and a high reward in return for the promised servicesnamely, the surrender of West Point, with all its dependent forts and stores, including, as a matter of course, the command of the Hudson, and the terror and distrust which this act would spread through the American army. The absence of Washington at the meeting with Rochambeau at Hartford was seized on as a proper opportunity for a personal and final conference on the subject. Major Andr was selected by General Clinton to meet Arnold on neutral ground. The place selected was on the western bank of the Hudson, and Clinton strongly enjoined him to enter on no account within the American lines, to assume no disguise, nor to be the bearer of any written documents. Day dawned before the whole preliminaries were settled, though the chief point was determinednamely, that West Point should be surrendered to the English on the following Monday. Andr was prevailed on to remain with Arnold the greater part of the day; and then, on going down to the shore, he found that the boatman who had brought him out refused to carry him back. When Andr returned to Arnold at Smith's house, he gave him a pass, and advised him to travel by land to King's Ferry, and there to cross. He insisted that for this purpose he must assume a disguise, and travel under his assumed name of John Anderson. So little was Andr apprehensive of danger, that he not only disobeyed the injunction of his[278] commander-in-chief in this particular, but in the far more important one of carrying written papers, which he concealed in his boot.St. Clair had marched with such celerity that he reached, before the next night, Castleton, thirty miles from Ticonderoga. But the rear division under Colonel Warner halted at Hubberton, six miles short of Castleton. Early next morning, General Fraser found them on a hill. No sooner did they descry him, than one of the regiments turned and fled, leaving most of their officers to be taken prisoners. But the other two regiments, commanded by Warner and Francis, stood their ground stoutly. Fraser had with him only about eight hundred men, and the Americans were from one thousand two hundred to one thousand five hundred strong. But Fraser advanced up the hill and attacked them briskly. The Americans were protected by a sort of breastwork formed of logs and trees, and they gave Fraser a smart reception. But, calculating on the approach of Reisedel and the Germans, he fought on; and Reisedel soon after marching up with a full band of music, the Americans imagined that the whole body of the Germans was there, and fled on to Castleton as fast as they could.

THREE:"To propose to Parliament no other measure than that during the sitting before Christmas. To declare an intention of submitting to Parliament immediately after the recess a modification of the existing law, but to decline entering into any details in Parliament with regard to such modification.Had the sovereigns of Europe been in earnest in behalf of the King of France, and had they at once marched into the country, they could scarcely have failed to make themselves masters of Paris; though they might have precipitated the deaths of the king and queen. But, in truth, the kings of Europe were in no such chivalrous mood; they were thinking more of their own interests, and actually, some of them, planning the most disgraceful robberies of their neighbours. Spain, seeing no sign of coalition[387] amongst the northern sovereigns, expressed its friendly disposition towards the French Government, and prevented an attempt on its southern provinces, in which the Knights of Malta were to assist with two frigates. The French Emigrants at Brussels and Coblenz were in a state of agitation, declaring that Monsieur, who had now joined them, was the Regent of the kingdom, seeing that the king was a prisoner and had no will of his own. The poor king was compelled by the Assembly to write to them, disavowing these proceedings. As to the Powers in general, Leopold of Austria, who had the most direct interest in the rescue of his sister and her family, was, notwithstanding his recent declarations, desirous rather of peace and by no means pleased with the Emigrants. A declaration of allied sovereigns was, indeed, made at Pillnitz, that Prussia and Austria and Russia would advance to the rescue of Louis XVI.; but the more immediate object of the agreement made there was the dismemberment of Poland, which was determined in secret articles. Any concerted action on the part of the Powers was, in fact, rendered impossible by the action of Pitt, who, true to his policy of neutrality and of holding aloof from any interference in the domestic concerns of France, declined to sanction any appeal to arms.

THREE:Meanwhile the changes made in the Government offices betrayed the rising influence of Bolingbroke. The Duke of Shrewsbury was made Lord Lieutenant of Ireland; the Duke of Ormonde, a noted Jacobite, was appointed Warden of the Cinque Ports and Governor of Dover Castle, as if for the avowed purpose of facilitating the landing of the Pretender; Lord Lansdowne was made Treasurer of the Household; Lord Dartmouth, Privy Seal; Mr. Bromley, the Tory leader of the Commons, joint secretary with Bolingbroke; Benson, Chancellor of the Exchequer, was created Lord Bingley, and sent as ambassador to Spain; and Sir William Wyndham, till now a friend of Bolingbroke's, succeeded Benson as Chancellor. Thus Bolingbroke was surrounded by his friends in office, and became more daring in his rivalry with Oxford, and in his schemes to supplant the[13] House of Hanover and introduce the Pretender to the British throne.

A question was opened in the House of Commons, on a motion of Mr. Western, which often subsequently occupied its attention. It referred to the effect on prices of Mr. Peel's Act of 1819 for the resumption of cash payments. According to the views of Mr. Western and Mr. Attwood, the value of money had been enormously increased by the resumption of payments in specie by the Bank, and its necessary preliminary, a diminution of the circulation. Prices had in consequence fallen; rents, taxes, annuities, and all fixed[225] payments become more onerous. These views were opposed by Huskisson, Peel, and Ricardo, and, on the motion of the first-named, a resolution was carried, by one hundred and ninety-four to thirty, "That this House will not alter the standard of gold or silver in fineness, weight, or denomination."On the 30th of August they reached Blair Castle. The Duke of Athol, the proprietor, fled at their approach, and old Tullibardine resumed his ancestral mansion, and gave a splendid banquet there to Charles and his officers. On the third day they resumed their march, and reached Perth on the 4th of September, which the prince entered on horseback, amid loud acclamations. Whilst at Perth he received two valuable accessions to his partythe titular Duke of Perth, who brought with him two hundred men, and Lord George Murray, the brother of the Duke of Athol, and a man of considerable military experience.
