TWO:[See larger version]It was in these grave circumstances that Lord North, on the 5th of March, 1770, brought forward his bill, based on the terms of Lord Hillsborough's letter to the American governors, to repeal all the import duties except that on tea. This was one of those half-and-half measures which never succeed; it abandoned the bulk of the duties, but retained the really obnoxious thingthe principle. Grenville very truly told them that they should retain the whole, or repeal the whole. Lord Barrington and Welbore Ellis, in their dogged Toryism, protested against repealing a single item of them; and the Opposition, Barr, Conway, Meredith, Pownall, etc., as earnestly entreated them to remove the duties altogether, and with them all cause of irritation. The motion for leave to bring in the bill was carried by two hundred and four votes to one hundred and forty-two. During the debates it was shown that, during the financial year, the American tea duties had producednot the calculated ten or twelve thousand, but less than three hundred pounds! For such a sum did our legislators risk a civil war. As a last effort on this question at this time, the Opposition, on the 1st of May, called for the correspondence with America; and, on the 9th, Burke moved nine resolutions on the general topic. They were not only negatived, but a similar motion, introduced into the Peers by the Duke of Richmond, met the same fate.

A suspension containing fine particles of several micrometers or more is supplied to a cylindrical container circumferentially at high speed. And as a result it starts to rotate and a centrifugal force is generated. At this time a gravitational acceleration of several tens of thousands of G is generated in the circumferential direction, and thus leading to fast sedimentation and concentration of the fine particles. The separated concentration can be freely selected by changing the supply rate (supply pressure and flow rate) and the flow ratio of the outlet. Our hydrocyclone (liquid cyclone) was designed and manufactured to classify and concentrate fine particles, and so has a small element.

THREE:These unfortunate affairs precipitated the resignation of Lord George Germaine. His proud and impetuous temper had occasioned the resignation already of Sir Guy Carleton and of the two Howes. All complained that they could not obtain the necessary reinforcements and supplies from him as the Colonial Minister; and his tart and insolent replies to their complaints produced the retirement of these three commanders. He was already charged with having been the luckless projector of Burgoyne's disastrous expedition. Sir Henry Clinton was named the successor to the command of the forces in America, in the place of Sir William Howe. The punishment of North for the policy which had thus virtually lost America, was every day falling more crushingly upon him. On the 13th of March the Marquis de Noailles, the French Ambassador in London, and the uncle of Lafayette's wife, handed to Lord Weymouth a note formally announcing the treaty of friendship and commerce between France and America. On the 17th it was the bitter duty of Lord North to read this remarkable document to the House of Commons. The affected right to make such a treaty with the colonies of another nation, and the professions of goodwill, notwithstanding such an interference, amounted to the keenest irony, if not downright insult.On the 14th of September the French army came in sight of Moscow, and the soldiers, worn down and miserable with their long and severe march, shouted with joy, "Moscow! Moscow!" They rushed up the hill called the Mount of Salvation, because there the natives coming in full view of the city kneel and cross themselves. There the splendid spectacle of the widely-spread ancient capital lay before their eyes, with its spires of thirty churches, its palaces of Eastern architecture, and its copper domes glittering in the sun. Interspersed were beautiful gardens, and masses of noble trees, and the gigantic palace of the Kremlin rising above in colossal bulk. All were struck with admiration of the place which had so long been the goal of their wishes. Napoleon himself sat on his horse surveying it, and exclaimed, "Behold at last that celebrated city!" But he immediately added, in an under-tone, "It was full time!" He expected to see trains of nobles come out to throw themselves at his feet and offer submission; but no one appeared, and not a sign of life presented itself, no smoke from a single chimney, not a man on the walls. It looked like a city of the dead. The mystery was soon solved by Murat, who had pushed forward, sending word that the whole population had abandoned Moscow! Two hundred and fifty thousand people had forsaken their home in a mass! The tidings struck the invader with wonder and foreboding; but he added, smiling grimly, "The Russians will soon learn better the value of their capital." He appointed Mortier governor of the place, with strict orders that any man who plundered should be shot; he calculated on Moscow as their home for the winterthe pledge of peace with Alexanderthe salvation of his whole army. But the troops poured into the vast, deserted city, and began everywhere helping themselves, whilst the officers selected palaces and gardens for residences at pleasure.
