THREE:The fate of Cabul was now to be decided. Some mark of just retribution should be left upon it, and General Pollock determined to destroy the great bazaar, where the mangled remains of our murdered envoy had been exposed to the insults of the inhabitants. The buildings were therefore blown up with gunpowder, the design being to allow the work of destruction to extend no further. But it was impossible to restrain the troops. "The cry went forth that Cabul was given up to plunder. Both camps," wrote Major Rawlinson, "rushed into the city, and the consequence has been the almost total destruction of most parts of the town, except the Gholom Khana quarter and the Bala Hissar. Numbers of peopleabout 4,000 or 5,000had returned to Cabul, relying on our promises of protection, rendered confident by the comparative immunity they had enjoyed during the early part of our sojourn here, and by the appearance ostentatiously put forth of an Afghan Government. They had many of them re-opened their shops. These people have been now reduced to utter ruin; their goods have been plundered, and the houses burnt over their heads. The Hindoos in particular, whose numbers amount to some 500 families, have lost everything they possessed, and they will have to beg their way to India in the rear of our columns." Meanwhile General Nott had retaken Ghuznee. That the spirit of the Bostonians had ripened into actual rebellion was unequivocally shown in the course of the year 1773. The Gaspee Government schooner, commanded by Lieutenant Dudingston, had been singularly active in putting down smuggling about Rhode Island. The Rhode Island packet coming in one evening from Newport to Providence, instigated by the general anger against the Gaspeefor the Rhode Islanders were great smugglersrefused to pay the usual compliment of lowering the flag to the schooner. Dudingston fired a shot across her bows, and, on her paying no regard to that, gave chase. The packet, however, ran close in shore, and the Gaspee following too eagerly, ran aground. It was on a sandy bottom, and the return of the tide would have lifted her off undamaged; but the smuggling population of Providence put off to her in the night, whilst she lay in a position so as to be incapable of using her guns, surprised, boarded, and set fire to her, carrying the lieutenant and the crew triumphantly on shore. Government offered a reward of five hundred pounds for the discovery of the perpetrators of this daring outrage; but though it was well known who the perpetrators were, no one would give any information. On the contrary, the most violent threats were uttered against any one who should do so.

THREE:The French army in Spain numbered more than two hundred thousand men, and of these more than one hundred and thirty thousand lay in the provinces bordering on Portugal, or between it and Madrid. Victor had thirty-five thousand in Estremadura; and close behind him, in La Mancha, Sebastiani had twenty thousand more. Northward, in Old Castile, Leon, and Asturias, Kellermann and Bonnet had ten thousand. Soult, in Galicia, was joined by Ney and Mortier, making his army again upwards of fifty thousand, with whom he contemplated returning into Portugal. General Dessolles had fifteen thousand men at Madrid to protect the intrusive King Joseph; and Suchet and Augereau, in Aragon and Catalonia, commanded fifty thousand. Almost all the strong fortresses in the country were in their hands. The only circumstances favourable to the Allies were that the French generals were at variance amongst themselves; that none of them paid any deference to the commands of King Joseph, who was nominally generalissimo; and that the Spaniards were, everywhere where woods and mountains favoured them, harassing the French in a manner that made them very sick of the country, and that often reduced them to a state of severe privation.

THREE:THE PALACE OF THE TUILERIES, PARIS.The coronation was a magnificent ceremonial, and during the proceedings in the Abbey, Westminster Hall was being prepared for the banquet. There were three tables on each side, each table having covers for fifty-six persons, and each person having before him a silver plate. The other plate was entirely of gold. The dishes served up were all cold, consisting of fowls, tongues, pies, and a profusion of sweetmeats, with conserves and fruit of every kind. At twenty minutes to four o'clock the gates were thrown open to admit the procession on its return. Seen from the opposite end of the hall, the effect was magnificent as the procession passed under the triumphal arch. On the entrance of the king he was received with loud and continued acclamations. His Majesty being seated at the banquet, the first course came with a grand procession, which the king seemed to regard with great satisfaction. The Duke of Wellington, as Lord High Constable, the Marquis of Anglesey, as Lord High Steward, and the Deputy Earl Marshal, Lord Howard of Effingham, mounted on horses, and attended by their pages and grooms, advanced to the foot of the platform; the horsemen stopped while the clerks of the kitchen advanced to the royal table, and took the dishes from the gentlemen pensioners. Then the whole procession moved back, the horsemen backing their chargers with the greatest precision, amidst loud applause. The first course having been removed, a flourish of trumpets was heard at the bottom of the hall, the great gates were instantly thrown wide open, and the champion, Mr. Dymoke, made his appearance under the Gothic archway, mounted on his piebald charger, accompanied on the right by the Duke of Wellington, and on the left by Lord Howard of Effingham, and attended by trumpeters and an esquire. The usual challenges were given. Some other ceremonies having been gone through, the king's health was proposed by one of the peers, and drunk with acclamation. The National Anthem was then sung, after which the king rose and said, "The king thanks his peers for drinking his health and does them the honour of drinking their health and that of his good people." Shortly afterwards his Majesty quitted the hall and returned to his palace in his private carriage, attended by his usual body-guard.

THREE:But a very different spirit displayed itself in America on the arrival of the news of the passing of the Act. Franklin's friend, Thompson, replied to him, that, instead of lighting candles, there would be works of darkness. The rage of the American public burst forth in unequivocal vigour. At New York, the odious Stamp Act was represented surmounted with a death's head instead of the royal arms, and was hawked through the streets with the title of "the folly of England and the ruin of America." At Boston the colours of the shipping were lowered half-mast high, and the bells of the city were muffled and tolled funeral knells. Everywhere there was a frenzied excitement, and the provincial Assemblies resounded with the clamour of indignant patriotism. It was the fortune of that of Virginia to give the leading idea of union and co-operative resistance, which led to the grand conflict, and to eventual victory over the infatuated mother country. There Patrick Henry, a very different man to Franklin, started up, and kindled by his fiery breath the torch of confederate resistance. But it was at once seen that, to acquire their full weight, the colonies must unite. Speeches, pamphlets, articles in newspapers, all called for co-operation. A print was published exhibiting a snake cut into a number of pieces, each piece inscribed with the name of a colony, and with the motto, "Join or die." In consequence, several of the states sent representatives to a general congress, to be held at New York in the month of October, to take measures for a general resistance to the Stamp Act.

It was at this crisis, when Hastings was just recovering his authority in the Council, that the news arrived in India, and spread amongst the native chiefs, that in Yenghi Dunia, or the New World, the Company Sahibfor the East Indians could never separate the ideas of the East India Company and England itselfthere had been a great revolution, and the English driven out. This, as might be expected, wonderfully elated the native chiefs, and especially those in the south. There the French of Pondicherry and Chandernagore boasted of the destruction of the British power, and that it was by their own hands. Hastings, who was as able and far-seeing as he was unprincipled in carrying out his plans for the maintenance of the British dominion in India, immediately set himself to counteract the mischievous effects of these diligently-disseminated rumours, and of the cabals which the French excited. These were most to be feared amongst the vast and martial family of the Mahrattas. The Mahrattas had risen on the ruins of the great Mogul empire. They now extended their tribes over a vast space of India from Mysore to the Ganges. The Peishwa, as head of these nations, held his residence at Poonah. Besides his, there were the great houses of Holkar and Scindia; the Guicowar, who ruled in Guzerat; the Bonslah, or Rajah of Berar, a descendant of Sivaji. The Mahrattas were, for the most part, a rude, warlike race, rapacious and ambitious, and living in the most primitive style. To destroy the confidence of these fierce warriors in the French, Hastings gave immediate orders, on receiving the news of the proclamation of war in Europe, for the seizure of the French settlements. This was on the 7th of July, 1778; on the 10th he had taken Chandernagore, and ordered Sir Hector[329] Munro to invest Pondicherry. That was soon accomplished, and the only remaining possession of France, the small one of Mah, on the coast of Malabar, was seized the next spring.Napoleon dispatched Murat with his cavalry, Junot, Ney, and Davoust, in pursuit of the Russians, whom they overtook at a place called Valoutina, where a desperate battle was fought, and many men were killed on both sides; but the Russians moved off again without the loss of guns, prisoners, or baggage. Buonaparte, on proceeding to the spot, blamed Junot, imputing to him want of activity in the action, and threatening to deprive him of his command. The whole road between Smolensk and Valoutina was strewn with the dead and wounded; and as he entered the city on his return, he met whole tumbrils of amputated limbs going to be thrown away at a distance. The scene is said to have overcome even his senses, so long hardened to human suffering. On the 24th of August he marched forward to Gjatsk, where his advanced guard had halted. There he learned, to his great satisfaction, from a Frenchman long resident in Russia, that the people and the new levies, impatient of continual retreat and the ravage of their country, had demanded that Barclay de Tolly, a German, whom they imagined not sufficiently careful of Russian property and interests, should be superseded by the old general, Kutusoff, and that they should stand and fight. This was precisely what Buonaparte wanted, and the prudent De Tolly knew to be little better than madness, as it must cause a fearful loss of life, and would not rid the country of the invader, who was better left to starvation and the elements. But Alexander, though of De Tolly's opinion, gave way, and the Russians entrenched themselves on the heights of Borodino, De Tolly most magnanimously continuing to serve under Kutusoff. There, after a march of two hundred and eighty versts in seventeen days, the French came up with them; and, after a halt of two days, they attacked the Russian lines.Meanwhile, Washington and Rochambeau were mustering for the march to the Chesapeake. On the 14th of September Washington reached the headquarters of Lafayette, and took the supreme command, Rochambeau being second, and the especial head of the French. The next day Washington and Rochambeau held a conference with the Comte de Grasse. De Grasse told them that what they did they must do quickly, for that he could not remain on that station longer than the 1st of November; and it was resolved to act accordingly.DEPARTURE OF THE BRITISH TROOPS FROM ALEXANDRIA.
