TWO:His steady helm amid the struggling tides;The Government at once sent Dr. Lindley and Dr. Playfair, two men of science, to Ireland, in the hope that they might be able to suggest remedies for staying the progress of the disease, or preserve that portion of the crop which was still untainted; and the consular agents in different parts of Europe and of America were directed to make inquiries and endeavour to obtain a supply of sound potatoes for seed; indeed, the seed question was even more important than that more immediately pressing one, of how the people were to be fed. In addition to this, early in October, they secretly gave orders for the purchase abroad of 100,000 worth of Indian corn, to be conveyed to Irish ports for distribution among the people. These measures, however, proved of little avail, and meanwhile it grew evident that in a great portion of the United Kingdom a famine was inevitable, which could not fail to influence the price of provisions of all kinds elsewhere. During this time it became known that the harvest, about which opinions had fluctuated so much, would be[518] everywhere deficient. The friends of Sir Robert Peel in the Cabinet who shared his Free Trade tendencies knew then how impossible it was that the already tottering system of the Corn Laws could be any longer maintained. The Ministers had scarcely reached the country seats in which they looked for repose after the labours of the Session, ere the cry of "Open the ports!" was raised throughout the kingdom; but except three, none of them took his view of the gravity of the crisis. All knew that the ports once open, public opinion would probably for ever prevent the reimposition of the duties, and the majority of the Cabinet for a time still adhered to their Protectionist principles.

THREE:The news of the invasion brought George from Hanover. He arrived in London on the last day of August, by which time the Young Pretender had already been entertained by Lord Tullibardine at Blair Castle; but he seemed to feel no great alarm. He thought the forces of Cope were sufficient to compete with the insurgents, and Lord Granville and his party did their best to confirm him in this opinion. On the 20th of September three battalions of the expected Dutch forces landed, and received orders to march north. But what contributed more than anything to the security of the kingdom was the activity of the fleet. The seamen all round the coasts showed as much spirit and life as the soldiers had shown cowardice. Privateers as well as men-of-war vied with one another in performing feats of bravery. A small ship off Bristol took a large Spanish ship, bound for Scotland, with arms and money. Another small ship took the Soleil, from Dunkirk, carrying twenty French officers and sixty men, to Montrose; and a small squadron of privateers, which volunteered to serve under a brave naval captain, took a vast number of French vessels, and drove still more upon their own shores. Charles's younger brother, Henry, was waiting to bring over the Irish regiments to his aid, but Louis would not hazard their appearance at sea in the face of such a dangerous fleet. Charles made an attempt to corrupt Captain Beavor, of the Fox man-of-war, by offering him splendid rewards in case of his success, but the gallant officer sent him word that he only treated with principals, and that, if he would come on board, he would talk with him.

THREE:The Provisional Government of France lost no time in framing a new constitution, in which the limited monarchy and the House of Lords of Great Britain were imitated. They declared Louis XVIII., the brother of the last king, Louis XVI., the rightful occupant of the throne, and his brothers and the other members of the House of Bourbon, after him in due succession. Talleyrand was the first to put his signature to this document; and the Abb Siys, though he did not sign it, declared his adhesion to the abdication of Buonaparte. On the 11th of April, the same day that Napoleon signed his abdication, the brother of Louis, the Count d'Artois, arrived, and the next day was received by the new Government in a grand procession into Paris. There was a show of much enthusiasm on the part of the people, but this was more show than reality; the Bourbonist party was the only one that sincerely rejoiced at the restoration; and when it was seen that a troop of Cossacks closed the prince's procession, the people gave unequivocal signs of disapprobation. The Duke of Angoulme had already entered the city of Bourdeaux amid much acclamation, for the Bourbonist interest was strong in the south, and he now came on to Paris. The new king, who had been living, since the peace of Tilsit, at Hartwell, in Buckinghamshire, a seat of the Marquis of Buckingham assigned by the British Government for his residence, now went over. Louis was a quiet, good-natured man, fond of books, and capable of saying witty things, and was much better fitted for a country gentleman than for a throne. He was conducted into London by the Prince Regent, and by crowds of applauding people. The Prince Regent also accompanied him[84] to Dover, where, on the 24th of April, he embarked on board a vessel commanded by the Duke of Clarence, afterwards William IV. He was accompanied by the Duchess of Angoulme, the Prince of Cond, and his son, the Duke of Bourbon. On landing at Calais, he embraced the Duchess of Angoulme, saying, "I hold again the crown of my ancestors; if it were of roses, I would place it upon your head; as it is of thorns, it is for me to wear it."
  • Enables flexible operation with little influence from variations in load and raw solution concentrations because of an adequate amount of solution being held within the system. These systems are also suitable for batch type burning evaporators.
  • Concentrations can be controlled within product specifications by the cascade control using the concentrations of concentrated solution and the raw solution supply and also by the arithmetic control of raw solution concentrations, etc. (Result for sugar solutions: 75±0.2wt%)
  • High-viscosity solutions and solutions that may crystallize can also be utilized by installing a propeller in the evaporator as a forced circulation system.

This is a process example of a device that continuously and simultaneously concentrates two types of waste liquid with a single high-efficiency steam compressor.

  • By evaporating the steam using a mechanical compressor and reusing it, almost no heating steam is alomost required except the time of start-up, so large energy savings can be expected.
  • By combining with a thin film falling heat exchanger that does not raise the boiling point due to the liquid depth, it is possible to utilize the temperature difference of the compressor at the maximum.
  • Since the residence time and heating time are short and the holding amount is small, starting and stopping can be performed in a short time.
  • It will prevent scale adhesion in the can that the evaporator is divided into two parts, and that the supply of the undiluted solution is alternately switched over a fixed period of time to perform heat concentration.
