Kutusoff had made a dexterous march and encamped at Taroutino, a strong position near Kaluga, between Moscow and Poland, so as to be able to cut off the retreat of the French into the fertile plains of Poland, and to cover Kaluga and Tula, the great Russian manufactory of arms and artillery. Buonaparte sent Murat with the cavalry to watch the camp of Kutusoff, and the King of Naples established himself in front of the Russian lines. Murat entered into a sort of armistice with Kutusoff whilst waiting for the reply from Alexander, in the hope that thus they should obtain supplies from the peasants; but neither food nor firing was obtainable except by fighting for it, nor was the armistice at all observed, except just in the centre, where Murat lay. From every quarter Cossacks continued to collect to the Russian armystrange, wild figures, on small, wild-looking horses with long manes and tails, evidently drawn from the very extremities of the empire. All Russia was assembling to the grand destruction of the invaders. Behind the camp the French could hear the continued platoon-firing, indicating the perpetual drilling of the peasantry that was going on. Other bodies of peasants formed themselves into troops of guerillas, under the chiefs of their neighbourhood. The whole of the Russian population since the burning of Moscow had become grimly embittered, and had taken arms to have a share in the mighty revenge that was coming. And now, as the sudden descent of winter was at hand, the same men who had pretended to admire the soldier-like figure and gallantry of Muratwho galloped about in all his military finery in front of the Russian campbegan to ask the officers if they had made a paction with winter. "Stay another fortnight," they said, "and your nails will drop off, and your fingers from your hands, like rotten boughs from a tree." [565]Despite these representations, however, the resolutions were confirmed by the same majority as before. Other debates succeeded on the second reading of the Bill, but the majority on these gradually sank from sixty to sixteen. As the storm grew instead of abated, the queen demanded of Lord Scarborough what he thought of it, and he replied, "The Bill must be relinquished. I will answer for my regiment against the Pretender, but not against the opposers of the Excise." "Then," said the queen, "we must drop it." Sir Robert summoned his majority, and requested their opinion, and they proposed to go on, observing that all taxes were obnoxious, and that it would not do to be daunted by a mob. But Walpole felt that he must yield. He declared that he was not disposed to enforce it at the point of the bayonet, and on the 11th of April, on the order of the day for the second reading, he moved that the measure should be postponed for two months. Thus the whole affair dropped. The usually triumphant Minister found himself defeated by popular opinion. The Opposition were hardly satisfied to allow this obnoxious Bill thus to slip quietly away; but out-of-doors there was rejoicing enough to satisfy them.One great cause of this progress was the growth of our colonies. They began now to demand a considerable quantity of our manufactures and other articles of domestic comfort and convenience, and to supply us with a number of items of raw material. Towards the end of the reign of George I. our American colonies, besides the number of convicts that we sent thither, especially to Virginia and Maryland, attracted[165] a considerable emigration of free persons, particularly to Pennsylvania, in consequence of the freedom of its constitution as founded by Penn, and the freedom for the exercise of religion.The Marquis Wellesley was sent over to Ireland by Lord Liverpool in order to govern Ireland upon this principle; and he might have succeeded better if he had not been checked by Mr. Goulburn, the Chief Secretary, distinguished by his hostility to Catholic Emancipation, who was appointed "viceroy over him." In a letter which the Marquis wrote to the Duke of Buckingham (June 14th, 1824) he refers to some of the difficulties with which he had to contend in carrying out an impartial policy between the extreme parties, which were then very violent. His labours, however, in enforcing respect for the law and effecting improvements were not altogether in vain. "The situation of Ireland," he writes, "although very unsatisfactory, is certainly much improved, and foundations of greater improvement have been firmly laid. The committees of Parliament have done much good; and, if vigorously and fairly pursued, may effect a permanent settlement of this distracted country. The present violent collision of the two ultra parties, or rather factions, Orange and Papist, is a crisis of the disorder which was necessary to their mutual dissolution, an event which I think is fast approaching, and which must be the preliminary of any settlement of peace."
