TWO:The beautiful part of it, to Sandy, was that he could sit by and watch, do nothing, except pay out rope and let them tie themselves up in it.The war was scarcely begun when it was discovered that we had proclaimed hostilities much before we were prepared to carry them out. Our ships were badly manned, and therefore slow to put to sea, and the more alert Spaniards were busy picking up our merchant vessels. Not they only, but the French, Dutch, and other nations who had hoisted Spanish colours, were making wide devastation amongst our trading vessels. Walpole was compelled to issue letters of marque and licences to swarms of privateers, which issued forth to make reprisals. The Lords of the Admiralty, on the 1st of February, 1740, had ordered an embargo on all shipping except coasters, so as at once to keep them out of reach of the enemy, and to induce seamen to enter the navy; but on the 28th of March a petition from merchants and owners of shipping was presented, complaining of the hardships and the destruction of trade by it. The Lords of the Admiralty contended that such had been the complaints of injuries done at sea to our traders, that they had been compelled to impose the embargo in the absence of sufficient hands for men-of-war. They now took the embargo off foreign ships, and gave notice to English owners that they would take it off altogether, on condition that the owners and masters of vessels would enter into an engagement to furnish a certain number of men to the navy in proportion to the number of hands in each trader. This also was denounced as a most oppressive measure, and the Opposition represented it as intended to make the mercantile community sick of the war. Driven, however, to extremities, Ministers would not listen to these arguments; a motion was carried sanctioning this plan, and then the merchants came into it.

THREE:But Jeff held a level course. He had to, in order to maintain the advantage of speed. He thought he could get alongside their quarry before the mist swallowed it, hid it, ended the pursuit.
FORE:GEORGE I.One great cause of this progress was the growth of our colonies. They began now to demand a considerable quantity of our manufactures and other articles of domestic comfort and convenience, and to supply us with a number of items of raw material. Towards the end of the reign of George I. our American colonies, besides the number of convicts that we sent thither, especially to Virginia and Maryland, attracted[165] a considerable emigration of free persons, particularly to Pennsylvania, in consequence of the freedom of its constitution as founded by Penn, and the freedom for the exercise of religion.

THREE:The influence of Aristotle has, indeed, continued to make itself felt not only through the teaching of his modern imitators, but more directly as a living tradition in literature, or through the renewed study of his writings at first hand. Even in the pure sciences, it survived until a comparatively recent period, and, so far as the French intellect goes, it is not yet entirely extinct. From Ablard on, Paris was the headquarters of that soberer scholasticism which took its cue from the Peripatetic logic; and the resulting direction of thought, deeply impressed as it became on the French character and the French language, was interrupted rather than permanently altered by the Cartesian revolution, and, with the fall of Cartesianism, gradually recovered its old predominance. The Aristotelian philosophy is remarkable above all others for clear definitions, full descriptions, comprehensive classifications, lucid reasoning, encyclopaedic science, and disinterested love of knowledge; along with a certain incapacity for ethical speculation,576 strong conservative leanings, and a general tendency towards the rigid demarcation rather than the fruitful commingling of ideas. And it will probably be admitted429 that these are also traits characteristic of French thinking as opposed to English or German thinking. For instance, widely different as is the Mcanique Cleste from the astronomy of Aristotles treatise On the Heavens, both agree in being attempts to prove the eternal stability of the celestial system.577 The destructive deluges by which Aristotle supposes civilisation to be periodically interrupted, reappear on a larger scale in the theory of catastrophes still held by French geologists. Another Aristotelian dogma, the fixity of organic species, though vigorously assailed by eminent French naturalists, has, on the whole, triumphed over the opposite doctrine of transformism in France, and now impedes the acceptance of Darwins teaching even in circles where theological prepossessions are extinct. The accepted classifications in botany and zoology are the work of Frenchmen following in the footsteps of Aristotle, whose genius for methodical arrangement was signally exemplified in at least one of these departments; the division of animals into vertebrate and invertebrate being originally due to him. Bichats distinction between the animal and the vegetable functions recalls Aristotles distinction between the sensitive and nutritive souls; while his method of studying the tissues before the organs is prefigured in the treatise on the Parts of Animals. For a long time, the ruling of Aristotles Poetics was undisputed in French criticism; and if anything could disentitle Montesquieus Esprit des Lois to the proud motto, Prolem sine matre creatam, it would be its close relationship to the Politics of the same universal master. Finally, if it be granted that the enthusiasm for knowledge, irrespective of its utilitarian applications, exists to a greater degree among the educated classes of France than in any other modern society, we may plausibly attribute this honourable characteristic to the fostering influence of one who has430 proclaimed more eloquently than any other philosopher that theoretical activity is the highest good of human life, the ideal of all Nature, and the sole beatitude of God.
FORE:Meant for a surprise? chimed in Dick.Similarly, in political science, the analytical method of assuming civil government to result from a concurrence of individual wills, which with Hobbes had served only to destroy ecclesiastical authority, while leaving intact and even strengthening the authority of secular rulers, was reinterpreted by Locke as a negation of all absolutism whatever.
THREE:They rode on, along the trail, at a walk and by file, and directly they came upon the other side of the question. Landor's horse stopped, with its forefeet planted, and a snort of fright. Landor had been bent far back, looking up at a shaft of rock that rose straight from the bottom and pierced the heavens hundreds of feet above, and he was very nearly unseated. But he caught himself and held up his hand as a signal to halt.

THREE:Dick, examining with the thoroughness of an expert, with Jeffs and his chums life perhaps depending on his care, stated that he saw no damage to the waterproofed coverings of the water supports. Declaring that they would stand by and watch the airplane, Sandy and Dick watched Larry and Jeff get settled, Dick spun the propeller to pump gas into the still heated cylinders, Jeff gave the switch-oncontact! call, Dick, pulling down on the prop, sprang aside to avoid its flailing blades, and the amphibians engine took up its roar.

FORE:She was happier than she had been in Washington. Landor saw that, but he refused to see that she was[Pg 181] also better. However much a man may admire, in the abstract, woman as a fine natural animal, unspoiled by social pettiness, he does not fancy the thing in his wife. From the artistic standpoint, a regal barbarian, unconfined, with her virtue and her vices on a big scale, is very well; from the domestic, it is different. She is more suitable in the garb of fashion, with homemade character of parlor-ornament proportions.

FORE:He outlined the rest of his inference.
The failure of the amphibian to return to its home field he disposed of by deciding that its pilot meant to take something to some rendezvous in Connecticut, the one, no doubt, the hydroplane boat had made for."I began to tell you," she resumed directly, "that Mr. Brewster was here, and that he informed me that my mother was a squaw and my father a drunken private."Whilst Prince Eugene had been labouring in vain to recall the English Government from its fatal determination to make a disgraceful peace, the Dutch envoy Van Buys had been equally active, and with as little success. The Ministers incited the House of Commons to pass some severe censures on the Dutch. They alleged that the States General had not furnished their stipulated number of troops both for the campaigns in the Netherlands and in Spain; that the queen had paid above three millions of crowns more than her contingent. They attacked the Barrier Treaty, concluded by Lord Townshend with them in 1709, and declared that it contained several Articles destructive to the trade and interests of Great Britain; that Lord Townshend was not authorised to make that treaty; and that both he and all those who advised it were enemies to the queen and kingdom. They addressed a memorial to the queen, averring that England, during the war, had been overcharged nineteen millions sterlingwhich was an awful charge of mismanagement or fraud on the part of the Whig Ministers. They further asserted that the Dutch had made great acquisitions; had extended their trade as well as their dominion, whilst England had only suffered loss. Anne gave her sanction to this address by telling the House that she regarded their address as an additional proof of their affection for her person and their attention to the interests of the nation; and she ordered her ambassador at the Hague, the new Earl of Strafford, to inform the States of these complaints of her Parliament, and to assure them that they must increase their forces in Flanders, or she must decrease hers.
