THREE:The town of Charleston being now in his[274] possession, Sir Henry Clinton proceeded to reduce the whole province to obedience. He issued proclamations, calling on the well-affected young men to form themselves into military bodies, and to act in support of the king's troops, pledging himself that they should never be called upon to march beyond the frontiers of North Carolina on the one side, or those of Georgia on the other; and he assured the inhabitants at large of the utmost protection of person and property, so long as they continued peaceable and loyal subjects of the Crown. In the meantime, Lord Cornwallis continued to enforce these proposals by the movements of his troops. Could Sir Henry Clinton have remained in this quarter, he would without doubt have steadily carried his victorious arms northward till he had everywhere restored the rule of England. But he was completely crippled by the wretched management of the miserable Government at home, who seemed to expect to reconquer America without an army. At this crisis he received news that the Americans were mustering in strong force on the Hudson, and that a French fleet was daily expected on the coast of New England to co-operate with them. He was now compelled to embark for New York, leaving Lord Cornwallis to maintain the ground obtained in South Carolina as well as he could with a body of four thousand men. His second in command was Lord Rawdon, a young officer who had distinguished himself greatly at the battle of Bunker's Hill, and who, like Cornwallis, his chief, was destined, in after years, to occupy the distinguished post of Governor-General of India, with the successive titles of Earl Moira and Marquis of Hastings. The chief business of Cornwallis was to maintain the status gained in South Carolina, but he was at liberty to make a move into North Carolina if he thought it promising.Having obtained a favourable episcopal bench, King William now endeavoured to introduce measures of the utmost wisdom and importance—measures of the truest liberality and the profoundest policy—namely, an Act of Toleration of dissent, and an Act of Comprehension, by which it was intended to allow Presbyterian ministers to occupy livings in the Church without denying the validity of their ordination, and also to do away with various things in the ritual of the Church which drove great numbers from its community. By the Act of Toleration—under the name of "An Act for exempting their Majesties' Protestant subjects dissenting from the Church of England from the penalties of certain laws"—dissenters were exempt from all penalties for not attending church and for attending their own chapels, provided that they took the new oaths of Allegiance and Supremacy, and subscribed to the declaration against Transubstantiation, and also that their chapels were registered, and their services conducted without the doors being locked or barred. As the Quakers would take no oaths, they were allowed to subscribe a declaration of fidelity to the Government, and a profession of their Christian belief.

THREE:Lord George Murray then said that, as they needs must go, he proposed that they should enter England on the Cumberland side, so as to harass Wade's troops, if he marched across to meet them. The idea was adopted as a great improvement; it was kept a profound secret. Still further to mislead the English, Lord George proposed another plan, which was also adopted—to divide the army into two columns, to march by two different routes, but to unite at Carlisle. One of these was to be led by the prince himself by Kelso, as if intending to march straight into Northumberland; the other to take the direct road through Moffat. It was resolved to leave Lord Strathallan to command in Scotland, to take up his headquarters at Perth, receive the expected succours from France, and all such reinforcements from the Highlands as should come in.

THREE:PRESS-GANG AT WORK.The year 1812 opened, in England, by the assembling of Parliament on the 7th of January. The speech of the Regent was again delivered by commission. The great topic was the success of the war in Spain under Lord Wellington, whose military talents were highly praised. There was a reference also to the disagreements with America, and the difficulty of coming to any amicable arrangement with the United States. Lords Grey and Grenville, in the Peers, pronounced sweeping censures on the continuance of the war with France, and on the policy of Ministers towards America, from which source they prognosticated many disasters. In the Commons, the Opposition used similar language; and Sir Francis Burdett took a very gloomy view of our relations both with France and North America, and declared that we could anticipate no better policy until we had reformed our representative system.

THREE:When the advanced guard of the Allies came in sight of the Rhine, over which the last of the hated invaders had fled, they raised such shouts of "The Rhine! the Rhine!" that those behind rushed forward, supposing that it was a call to action; but they soon learned the true cause, and joined in a mighty acclamation, that proclaimed the haughty and sanguinary oppressor driven out, and the soil of Germany at length freed from his licentious and marauding legions. It turned out that they had left behind them one hundred and forty thousand prisoners, and seven hundred and ninety-one guns. On the 2nd of November Hanover was again delivered to Great Britain; the Duke of Brunswick, who had maintained his stern hatred to Buonaparte, also returned to his patrimonial domains; the kingdom of Westphalia dissolving like a dream, the different portions of Jerome's ephemeral realm reverted to its former owners. The Confederacy of the Rhine was at an end, the members of it hastening to make peace with the Allies, and save as much of their dominions as they could. Bernadotte, immediately after the defeat of Buonaparte at Leipsic, entered Denmark, and overran the country of that ally of France. The Danish army speedily consented to an armistice, by which it was agreed that the Swedes should occupy Holstein and a part of Schleswig till the French were expelled from all the Danish fortresses. It was already stipulated as the price of his co-operation, that the Crown Prince should receive Norway to add to the Swedish Crown.
