THREE:Our next great move was against the French in the Carnatic. After various actions between the French and English in India during the Seven Years' War, General Count de Lally, an officer of Irish extraction, arrived at Pondicherry in April, 1758, with a force of one thousand two hundred men. Lally attacked and took Fort St. David, considered the strongest fort belonging to the East India Company, and then, mustering all his forces, made his appearance, in December of that year, before Madras. He had with him two thousand seven hundred French and four thousand natives, whilst the English had in the town four thousand troops only, of which more than half were sepoys. But Captain Caillaud had marched with a small force from Trichinopoly, which harassed the rear of the French. After making himself master of the Black Town, and threatening to burn it down, he found it impossible to compel Fort St. George to surrender, and, after a[178] severe siege of two months, on the appearance of Admiral Pococke's squadron, which had sailed to Bombay for more troops, he decamped in the night of the 16th of February, 1759, for Arcot, leaving behind him all his ammunition and artillery, fifty-two pieces. Fresh combats took place between Pococke and D'Ach at sea, and the forces on land. Colonel Brereton attempted to take Wandewash, but failed; and it remained for Colonel Eyre Coote to defeat Lally. Coote arrived at Madras on the 27th of October, and, under his direction, Brereton succeeded in taking Wandewash on the last of November. To recover this place, Lally marched with all his force, supported by Bussy, but sustained a signal defeat on the 22nd of January, 1760. Arcot, Trincomalee, and other places fell rapidly into the hands of Colonel Coote. The French called in to their aid the Nabob of Mysore, Hyder Ali, but to little purpose. Pondicherry was invested on the 8th of December, and, on the 16th of January, 1761, it surrendered, Lally and his troops, amounting to two thousand, remaining prisoners. This was the termination of the real power of France in India; for though Pondicherry was restored by the treaty of 1763, the French never again recovered their ground there, and their East India Company soon after was broken up. The unfortunate Lally on his return to France was thrown into the Bastille, condemned for high treason, and beheaded in the Place de Grve on the 9th of May, 1766.

To call Francis Bacon an Aristotelian will seem to most readers a paradox. Its long continuance was due to a coalition of literary men who knew nothing about physics and of physicists who knew nothing about philosophy or its history. It is certain that the great discoveries made both before and during Bacons lifetime were the starting-point of all future progress in the same direction. It is equally certain that Bacon himself had either not heard of those discoveries or that he persistently rejected them. But it might still be contended that he divined and formulated the only method by which these and all other great additions to human knowledge have been made, had not the delusion been dispelled by recent investigations, more especially those of his own editors, Messrs. Ellis and Spedding. Mr. Spedding has shown that Bacons method never was applied to physical science at all. Mr. Ellis has shown that it was incapable of application, being founded on a complete misconception of the problem to be solved. The facts could in truth, hardly have been other373 than what they are. Had Bacon succeeded in laying down the lines of future investigation, it would have been a telling argument against his own implied belief that all knowledge is derived from experience. For, granting the validity of that belief, a true theory of discovery can only be reached by an induction from the observed facts of scientific practice, and such facts did not, at that time, exist in sufficient numbers to warrant an induction. It would have been still more extraordinary had he furnished a clue to the labyrinth of Nature without ever having explored its mazes on his own account. Even as it is, from Bacons own point of view the contradiction remains. If ever any system was constructed priori the Instauratio Magna was. But there is really no such thing as priori speculation. Apart from observation, the keenest and boldest intellect can do no more than rearrange the materials supplied by tradition, or give a higher generalisation to the principles of other philosophers. This was precisely what Bacon did. The wealth of aphoristic wisdom and ingenious illustration scattered through his writings belongs entirely to himself; but his dream of using science as an instrument for acquiring unlimited power over Nature is inherited from the astrologers, alchemists, and magicians of the Middle Ages; and his philosophical system, with which alone we are here concerned, is partly a modification, partly an extension, of Aristotles. An examination of its leading features will at once make this clear.

At community level we work to make children on the streets visible to society and to help people understand the issues that cause children to run away and that face them on the streets and on the platforms. We invest time and skills in preventative intervention, with the aim of creating ‘safety nets’ within communities to catch children who are at risk of running away before they do so.

Why do children end up on the streets?

Children end up on the streets for a mixture of reasons, though poverty is usually at the heart of the problem. In the countries where we work, conflict and poverty combine to force children onto the streets. In many cases a child's family can no longer afford to care for them properly or may need their help to supplement the family income and help put food on the table.
