Newcastle, who wanted to retain his place in the new Cabinet, was more successful on his own behalf. Pulteney said he had no objection to himself or the Lord Chancellor, but that many changes must be made in order to satisfy the late Opposition, and to give the Cabinet a necessary majority. Pulteney then declared that, for himself, he desired a peerage and a place in the Cabinet, and thus the new Ministry was organised:Wilmington, First Lord of the Treasury; Carteret, Secretary of State; the Marquis of Tweeddale, Secretary for Scotland; Sandys, the motion-maker, Chancellor of the Exchequer; the Prince of Wales was to receive the additional fifty thousand pounds a year; and his two friends, Lord Baltimore and Lord Archibald Hamilton, to have seats at the new Board of Admiralty.

  • THREE:Brazilian 0 10 0 66 0 0The storm was appeased only by Lord North's condescending to explain his measure in such a manner as deprived it of every particle of generous feeling, and reduced it to the lowest Machiavellian level. He said the real object of the resolution was to divide the Americans, to satisfy the moderate part of them, and oppose them to the immoderate, to separate the wheat from the chaff; that he never expected his proposal to be generally acceptable. On this, Colonel Barr and Burke assaulted him fiercely. Barr branded the whole scheme as founded on that low, shameful, abominable maxim, "Divide et impera." Burke declared that the proposition was at variance with every former principle of Parliament, directly so with the restrictive measures now in progress; that it was mean without being conciliatory. But the resolution passed by two hundred and seventy-four votes against eighteen.

  • THREE:Chatham had begun to ponder the proceedings of Ministers towards America and towards Wilkes, or rather his constituents, as soon as the returning activity of his mind permitted him. The conduct of the Duke of Grafton, who had taken the lead during his retirement, did not escape his censure. He had too easily fallen into the demand of the Cabinet for severe measures in both those cases. No sooner, therefore, did Chatham appear than he launched the whole thunder of his indignation, and such was still his power that he shattered the Cabinet to atoms. No sooner was the Address to the king moved and seconded, than he rose and passed, with some expressions of contempt, from the mention of the horned cattle to the more important topics. He drew a dismal picture both[198] of the domestic condition and the foreign relations of the country. He glanced at the manner in which the Treaty of Paris had been made, the abandonment of the King of Prussia, and the consequent isolated condition of the kingdom, without a friend or an ally. But bad as the external affairs of the nation were, he described the internal as far worse. There everything was at discount. The people were partly starving and wholly murmuring; the constituencies were alarmed at the invasion of their rights in the case of John Wilkes; and the colonies were on the very edge of rebellion. Such was the condition to which the Government in a short time had reduced the commonweal. More than all did he condemn the policy pursued towards America. He protested against the term "unwarrantable," as applied to the conduct of the colonists; proposed to substitute the word "dangerous." He owned that he was partial towards the Americans, and strongly advocated a system of mildness and indulgence in their case.

  • THREE:But there was a circumstance taken for granted in such a scheme which would never have been realisedthe consent of the queen. Anne, like most other sovereigns, abhorred the idea of a successor. She never liked the contemplation of the occupation of her throne after death, much less did she relish the presence of a competitor during her lifetime. Besides in her days of disease and weakness she had enough to do to manage her Ministry, without adding to her anxieties by a rival authority either from Hanover or St. Germains. There was still another obstaclethe unsatisfactory conduct of Oxford, who had[18] professed great zeal for the Pretender till he got the Peace of Utrecht signed, because this secured him the vote of the Jacobites, but who since then had trifled with them, and never could be brought to any positive decision. Berwick had sent over the Abb Gualtier to endeavour to bring Oxford to a point. Gualtier soon informed his employer that Oxford was actively corresponding with the House of Hanover and therefore Berwick and De Torcy wrote a joint letter to him, putting the plain question, what measures he had taken to secure the interests of the Pretender in case of the death of the queen, which no one could now suppose to be far off. Oxford, with unwonted candour this time, replied that, if the queen died soon, the affairs of the Prince and of the Cabinet too were ruined without resource. This satisfied them that he had never really been in earnest in the Pretender's cause, or he would long ago have taken measures for his advantage, or would have told them that he found it impossible. They determined, therefore, to throw the interests of the Jacobites into the party of Bolingbroke; and this was another step in Oxford's fall. They managed to set Lady Masham warmly against him, and this undermined him more than ever with the queen.

  • THREE:Among the historians of the time there are three or four names that deserve to be specially mentioned. The first is that of Sir James Mackintosh, who, notwithstanding the pressure of Parliamentary duties and the attractions of London society, so far conquered his constitutional indolence, increased by his residence in India, as to produce some literary works so valuable that it has been a source of regret that he could not find time to give to the world something more than fragments. His dissertation on "The Progress of Ethical Philosophy" shows what he could have accomplished in that field; while his three volumes of "The History of England" caused a general feeling of disappointment that he was not spared to complete the work. He was engaged on a history of the Revolution of 1688 when he died, rather suddenly, in May, 1832.On the 8th of April the dissolution of the Peel Administration took place, and on the 18th Lord Melbourne announced the completion of his arrangements. On that occasion Lord Alvanley asked the Premier if he had secured the assistance of Mr. O'Connell and his friends, and if so, upon what terms. Lord Melbourne answered that he did not coincide in opinion with Mr. O'Connell; that he had taken no means to secure his support; that he gave the most decided negative to Lord Alvanley's question; adding, "And if he has been told anything to the contrary, he has been told what is false, and without foundation." In the House of Commons, a few days after, Colonel Sibthorpe spoke of O'Connell as the prompter and adviser of the new Ministry, and said: "I do not like the countenances of the honourable gentlemen opposite, for I believe them to be the index of their minds, and I will oppose them on every point, from the conviction that they could not bring forward anything that would tend to benefit the country. I earnestly hope that we shall have a safe and speedy riddance from such a band." This escapade roused the ire of O'Connell, who instantly rose and said that he thought the gallant colonel's countenance was, at all events, as remarkable as any upon the Ministerial benches. He would not abate him a single hair in point of good-humour. "Elsewhere," he said, "these things may be treated in a different style. There is no creaturenot even a half-maniac or a half-idiotthat may not take upon himself to use that language there which he would know better than to make use of elsewhere; and the bloated buffoon ought to learn the distinction between independent men and those whose votes are not worth purchasing, even if they were in the market."

On one occasion he remarked, "We have reserved many articles from immediate reduction, in the hope that ere long we may attain that which we consider just and beneficial to allnamely, increased facilities for our exports in return. At the same time, I am bound to say[508] that it is for our interest to buy cheap, whether other countries will buy cheap or no. We have a right to exhaust all means to induce them to do justice; but if they persevere in refusing, the penalty is on us if we do not buy in the cheapest market." Several of the most conspicuous followers of Sir Robert Peel also in their speeches recognised the abstract principles of Free Trade in a way which was ominous for the continuance of the landlords' monopoly. Among the most interesting instances of this was that of Mr. Gladstone, the young statesman who was destined afterwards to play so great a part in carrying forward the reforms of his chief.[See larger version][319]
