THREE:"I have for several years endeavoured to obtain a compromise on this subject. The result of resistance to qualified concession must be the same in the present instance as in those I have mentioned. It is no longer worth while to contend for a fixed duty. In 1841 the Free Trade party would have agreed to a duty of 8s. a quarter on wheat, and after a lapse of years this duty might have been further reduced, and ultimately abolished. But the imposition of any duty, at present, without a provision for its extinction within a short period, would but prolong a contest already sufficiently fruitful of animosity and discontent. THREE:The changes in, and uncertainty about, the Ministry gave great uneasiness to Lord Wellington, whose operations in Spain depended so much on earnest support at home. During the latter part of the autumn and the commencement of winter, whilst his army was in cantonments, he was actively preparing to surprise the French, and make himself master of Ciudad Rodrigo and Badajoz. With much activity, but without bustle, he made his preparations at Almeida. Pretending to be only repairing the damages to its fortifications, he got together there ample stores and a good battering train. He prepared also a portable bridge on trestles, and regulated the commissariat department of his army; he also had a great number of light, yet strong waggons constructed for the conveyance of his provisions and ammunition, to supersede the clumsy and ponderous carts of the Portuguese.

THREE:During the Easter recess, popular meetings were held condemning the conduct of Ministers and calling for Parliamentary Reform. On the meeting of the House again, a very strong petition, bearing rather the character of a remonstrance, was presented from the electors of Middlesex by Mr. George Byng, on the 2nd of May. The Ministerial party declared that the petition was an insult to the House; but the Reformers maintained that not only the language of the petition, but the whole of the unhappy events which had taken place, were the direct consequences of the corrupt character of the representation, and of the House screening from due punishment such culprits as the Duke of York, Lord Castlereagh, etc. The petition was rejected; but the very next day a petition of equal vigour and plainness was voted by the Livery of London, and was presented on the 8th, and rejected too. The House had grown so old in corruption, that it felt itself strong enough to reject the petitions of the people. A memorial was presented also on the same subject from Major Cartwright, one of the most indefatigable apostles of Reform, by Whitbread, and this was rejected too, for the major pronounced the committal of Sir Francis a flagrantly illegal act.

FORE:In America, the belligerents were early afoot this year; but the attention and the forces of the English were drawn from the States to the West Indies by the determined attempts of the French to make themselves masters of our islands there. D'Estaing, who was joined by another French squadron under the Marquis de Vaudreuil, was early opposed by Admiral Byron, who arrived at St. Lucia from the American coast on the 6th of January. This Admiral Vaudreuil, on his way, had visited our settlements on the coast of Africa, and taken from us Senegal; but Sir Edward Hughes soon arrived there, and took their settlement of Goree, so that it was a mere exchange of territory. In June Admiral Byron was obliged to escort our merchant fleet to a certain distance, and D'Estaing seized that opportunity to make himself master of St. Vincent and Grenada, where the garrisons were weak. On the return of Byron, on the 5th of July, he came to an engagement with D'Estaing off Grenada; but the French admiral, after an indecisive action, took advantage of the night to sail away, boasting of a great victory. FORE:[See larger version]At the time of this armistice, Napoleon, by the great battles of Lützen and Bautzen, had recovered his prestige sufficiently to induce the German Confederates of the Rhine to stand by him; but he was by no means what he had been. The[67] opinion of his invincibility had been irreparably damaged by the Russian campaign, and the success in these battles was not of a character to give confidence to his own army. They saw that the Allies had lost all superstitious fear of him. To assist in the negotiations of this armistice, Buonaparte sent for his two ablest heads, Fouch and Talleyrand, whom he had so long thrown from him for their sound advice. If Buonaparte could have heard, too, what was really going on in France, what were the growing feelings there, he would have been startled by a most ominous condition of things. But he had thoroughly shut out from himself the voice of public opinion, by his treatment of the press and of liberty, and he now was to suffer for it. Great Britain, on the 14th of June, had concluded an alliance with Russia and Prussia, and promised to send ample materials of assistance, even an army to the north of Prussia; and many British officers of the highest rank repaired to the headquarters of the Allies. FORE:The spring of 1810 witnessed one of the most important events of the reign of Napoleon, and one which, no doubt had a decided influence on his fatehis divorce from Josephine and his marriage with Maria Louisa, the archduchess of Austria. It had long been evident to those about[2] Napoleon that a change of this kind would take place. Josephine had brought the Emperor no child, and, ambitious in every way, he was as much so of leaving lineal successors to the throne and empire which he had created, as he was of making that empire co-extensive with Europe. Josephine, strongly attached to him, as well as to the splendour of his position, had long feared such a catastrophe, and had done all in her power to divert his mind from it. She proposed to him that he should adopt an heir, and she recommended to him her own son, Eugene Beauharnais. But this did not satisfy Buonaparte. She then turned his attention to a child of her daughter, Hortense Beauharnais, by his brother Louis, the King of Holland. This would have united her own family to his, and to this scheme Buonaparte appeared to consent. He showed much affection for the child, and especially as the boy displayed great pleasure in looking at arms and military man?uvres; and on one occasion of this kind Buonaparte exclaimed, "There is a child fit to succeed, perhaps to surpass me!" But neither was this scheme destined to succeed. The child sickened and died, and with it almost the last hope of Josephine. Whilst at Erfurt with the Emperor Alexander, in 1808, Buonaparte had actually proposed for a Russian archduchess; nay, in 1807 he had made such overtures at the Treaty of Tilsit. Thus the idea had been settled in his mind three years, at least, before it was realised. The Russian match had on both occasions been evaded, on the plea of the difference of religion; but the truth was that the notion of such an alliance was by no means acceptable to the Imperial family of Russia. The Empress and the Empress-mother decidedly opposed it; and though the plea of difference of religion was put forward, Buonaparte could not but feel that the real reasons were very differentthat he was looked on as a successful adventurer, whose greatness might some day dissolve as speedily as it had grown, and that, be this as it might, the Russian family were not disposed to receive him, a parvenu monarch, into their old regal status.The Lords Justices having met, appointed Joseph Addison, afterwards so celebrated as a writer, and even now very popular, as their secretary, and ordered all despatches addressed to Bolingbroke to be brought to him. This was an intimation that Bolingbroke would be dismissed; and that proud Minister, instead of giving orders, was obliged to receive them, and to wait at the door of the Council-chamber with his bags and papers. As the Lords Justices were apprehending that there might be some disturbances in Ireland, they were about to send over Sunderland as Lord-Lieutenant, and General Stanhope as Commander-in-Chief; but they were speedily relieved of their fears by the intelligence that all had passed off quietly there; that the Lords Justices of Ireland, the Archbishop of Armagh, and Sir Constantine Phipps, who had been more than suspected of Jacobitism, had proclaimed the king on the 6th of August, and, to give evidence of their new zeal, had issued a proclamation for disarming Papists and seizing their horses. The proclamation of George passed with the same quietness in Scotland, and no king, had he been born a native, in the quietest times, could have succeeded to the throne more smoothly. FORE:While affairs were in this state, the Prince of Wales died (March 20, 1751). He had been in indifferent health for some time, and had injured his constitution by dissipated habits. He was forty-four years of age, of a weak character, which had led him into excesses, and the consequences of these were made worse by great neglect of his health. The same weakness of character had made him very much the tool of political faction, and placed him in an unnatural opposition to his father. An attempt was made by Lord Egmont to keep together the prince's party. He assembled a meeting of the Opposition at his house on the morning of the prince's death, and hinted at taking the princess and her family under their protection; and he recommended harmony among themselves; but some one said, "Very likely, indeed, that there should be harmony, when the prince could never bring it about;" and so every one hastened away to look after themselves.
